Use existing page with bad URL or brand new URL?

Hello,
We will be updating an existing page with more helpful information with the goal of reaching more potential customers through SEO and also attaching a SEM campaign to the specific landing page.
The current URL of the page scores 25 on Page Authority, and has 2 links to it from blog articles (PA 35, 31).
The current content needs to be rewritten to be more helpful and also needs some additional information. The downsides are that it has an "bad" URL- no target keyword and uses underscores.
Which of the following choices would you make?
1. Update this old "bad" URL with new content. Benefit from the existing PA.
-or-
2. Start with a new optimized URL, reusing some of the old content and utilizing a 301 redirect from the previous page?

I would go with option 2, just update the URL, and then add a 301 redirect from old URL to new URL, so it doesn't cause any broken links. We have done this on our website and seen great results with updating it to include a target keyword.
For example, we had a URL- https://seo-kansas-city.com/services/google-adwords-campaigns/, and then around December of this past year we decided to update it to https://seo-kansas-city.com/services/ppc/, in order to help rank for "ppc kansas city". We added a 301 redirect of course, to avoid any broken links or loss of page authority.
Our results from making this change (and added a little more content to the page) led us to move from position 16-19 on page 2 of Google, to now ranking in position 3-5 on page 1 of Google.

I'd go with the option 2.
Keep into consideration that Google said redirects 3xx does not loose any PR, linkjuice or whatever ranking power. Also there are some experiments performed by great people that stated there is a 10-15% loss in the redirect.

Is it good practice to use hreflang on pages that have canonicals?
I have a page in English that has both English & Spanish translations on it. It is pulled in from a page generated on another site and I am not able to adjust the CSS to display only one language. Until I can fix this, I have made the English page the canonical for both. Do I still want to use hreflang for English & Spanish pages? What if I do not have a Spanish page at all. I assume (from what I've read) I should not have an hreflang on the English page. Is this correct? Thank you in advance.

Japanese URL-structured sitemap (pages) not being indexed by Bing Webmaster Tools
Hello everyone, I am facing an issue with the sitemap submission feature in Bing Webmaster Tools for a Japanese language subdirectory domain project. Just to outline the key points: The website is based on a subdirectory URL ( example.com/ja/ ) The Japanese URLs (when pages are published in WordPress) are not being encoded. They are entered in pure Kanji. Google Webmaster Tools, for instance, has no issues reading and indexing the page's URLs in its sitemap submission area (all pages are being indexed). When it comes to Bing Webmaster Tools it's a different story, though. Basically, after the sitemap has been submitted ( example.com/ja/sitemap.xml ), it does report an error that it failed to download this part of the sitemap: "page-sitemap.xml" (basically the sitemap featuring all the sites pages). That means that no URLs have been submitted to Bing either. My apprehension is that Bing Webmaster Tools does not understand the Japanese URLs (or the Kanji for that matter). Therefore, I generally wonder what the correct way is to go on about this. When viewing the sitemap ( example.com/ja/page-sitemap.xml ) in a web browser, though, the Japanese URL's characters are already displayed as encoded. I am not sure if submitting the Kanji style URLs separately is a solution. In Bing Webmaster Tools this can only be done on the root domain level ( example.com ). However, surely there must be a way to make Bing's sitemap submission understand Japanese style sitemaps? Many thanks everyone for any advice!

Non-Existent Parent Pages SEO Impact
Hello, I'm working with a client that is creating a new site. They currently are using the following URL structure: http://clientname.com/products/furry-cat-muffins/ But the landing page for the directory /products/ does not actually have any content. They have a similar issue for the /about/ directory where the menu actually sends you to /about/our-story/ instead of /about/. Does it hurt SEO to have the URL structure set up in this way and also does it make sense to create 301 redirects from /about/ to /about/our-story/?

How come only 2 pages of my 16 page infographic are being crawled by Moz?
Our Infographic titled "What Is Coaching" was officially launched 5 weeks ago. http://whatiscoaching.erickson.edu/ We set up campaigns in Moz & Google Analytics to track its performance. Moz is reporting No organic traffic and is only crawling 2 of the 16 pages we created. (see first and third attachments) Google Analytics is seeing hundreds of some very strange random pages (see second attachment) Both campaigns are tracking the url above. Does Google Still Pass Anchor Text for Multiple Links to the Same Page When Using a Hashtag? What About Indexation?
Both of these seem a little counter-intuitive to me so I want to make sure I'm on the same page. I'm wondering if I need to add "#s to my internal links when the page I'm linking to is already: a.) in the site's navigation b.) in the sidebar More specifically, in your experience...do the search engines only give credit to (or mostly give credit to) the anchor text used in the navigation and ignore the anchor text used in the body of the article? I've found (in here) a couple of folks mentioning that content after a hashtagged link isn't indexed. Just so I understand this... a.) if I were use a hashtag at the end of a link as the first link in the body of a page, this means that the rest of the article won't be indexed? b.) if I use a table of contents at the top of a page and link to places within the document, then only the areas of the page up to the table of contents will be indexed/crawled? Carl errors on urls that don't normally exist
Hi, I have been having heaps (thousands) of SEOMoz crawl errors on urls that don't exist normally like: mydomain.com/RoomAvailability.aspx?DateFrom=2012-Oct-26&rcid=-1&Nights=2&Adults=1&Children=0&search=BestPrice These urls are missing siteids and other parameters and I can't see how they are gererated. Does anyone have any ideas on where MOZ is finding them ? Thanks Stephen

Crawl reveals hundreds of urls with multiple urls in the url string
The latest crawl of my site revealed hundreds of duplicate page content and duplicate page title errors. When I looked it was from a large number of urls with urls appended to them at the end. For example: http://www.test-site.com/page1.html/page14.html or http://www.test-site.com/page4.html/page12.html/page16.html some of them go on for a hundred characters. I am totally stymied, as are the people at my ISP and the person who talked to me on the phone from SEOMoz. Does anyone know what's going on? Thanks So much for any help you can offer! Jean

Top pages give " page not found"
A lot of my top pages point to images in a gallery on my site. When I click on the url under the name of the jpg file I get an error page not found. For instance this link: http://www.fastingfotografie.nl/architectuur-landschap/single-gallery/10162327 Is this a problem? Thanks. Thomas. JkLej.png
