URL Spoof Issue in Search Results

Hello!
We could use some assistance diagnosing an issue. In order to avoid asking a convoluted question, I will try to break it down below:
1. A random foreign site is hacked and a subdirectory is added that is completely irrelevant to the root.
a). i.e. http://www.um.org/prom_dresses/
2. http://www.um.org/prom_dresses/ is just a phishing prom dress page
3. When you search "prom dress shop", the website that used to rank first (for good reason) was www.promdressshop.com.
4. www.promdressshop.com's home page has now been replaced by: um.org/prom_dresses/ – who is using prom dress shop's title tag and meta description.
How is it possible that this hacked page (on um.org) is not only ranking above us, but is also starting to replace www.promdressshop.com's pages in search results. We do not believe www.promdressshop.com has been hacked but are open to any ideas.

Thank you for the response! We have considered some of these angles but it has been tough to pinpoint the issue. It looks like our spam report took care of it for now but we will keep you guys updated. This is also happening to some competitors so we are all leaning toward this being a serious case of black hat SEO.

Ok, so, my view on this.
In response to livecam's comment, __VIEWSTATE (the code he was refering too) is a base64 encoded form field used in ASP.net to hold data. Its probably not malicous in this instance. see this: http://stackoverflow.com/questions/1350216/what-does-the-viewstate-hold
For me, when i search "prom dress shop" in an incognito chrome window, i dont see either entry on the front page of google, though i expect this is because im searching from the UK.
Reviewing the pages specifically, i can make a couple of suggestions.
- Check your web.conf file, your main domain may have been hacked and this adjusted to send only search engine to um.org (to hide the hack)
- it may be that um.org has used Black Hat SEO technique's to massivly raise its profile, this will be short term as google will slap them with loads of penalties pretty quickly.
- Check your web server specifically for viruses etc. Being an ASP.net site, you'll be hosted on a windows server, running IIS. It will be just as prone to viruses as your windows PC at home (without the proper protection).

Did you check page source codes of promdressshop.com ? When i check (ctrl+u) I see there is a large code structure. Usually this is not normal. This encrypted code and It may be embedded malicious code.
And search engines can be described this code as harmful.

Interested ranking results
Hello, I have different pages that are written on the same model. I updated their content 2 weeks ago. Some of those climbed to 1 st page or beginning or 2 nd some didn't move or stayed where they originally were, 3 rd of 4 th page ? My question is whether there is a longer delay for some of them to rank (due to the term being more competitive for example) or if I should look somewhere else in maybe something that I wrote in the content of the pages that ranked versus those than didn't move. URL Parameters Settings in WMT/Search Console
On an large ecommerce site the main navigation links to URLs that include a legacy parameter. The parameter doesn’t actually seem to do anything to change content - it doesn’t narrow or specify content, nor does it currently track sessions. We’ve set the canonical for these URLs to be without the parameter. (We did this when we started seeing that Google was stripping out the parameter in the majority of SERP results themselves.) We’re trying to best strategize on how to set the parameters in WMT (search console). Our options are to set to: 1. No: Doesn’t affect page content’ - and then the Crawl field in WMT is auto-set to ‘Representative URL’. (Note, that it's unclear what ‘Representative URL’ is defined as. Google’s documentation suggests that a representative URL is a canonical URL, and we've specifically set canonicals to be without the parameter so does this contradict? ) OR 2. ‘Yes: Changes, reorders, or narrows page content’ And then it’s a question of how to instruct Googlebot to crawl these pages: 'Let Googlebot decide' OR 'No URLs'. The fundamental issue is whether the parameter settings are an index signal or crawl signal. Google documents them as crawl signals, but if we instruct Google not to crawl our navigation how will it find and pass equity to the canonical URLs? Thoughts? Country specific results
Our country specific pages reside as a subfolder under the main domain. So for example in US it's /us/, in Canada it's /ca/. What we've noticed is that Google Canada is showing US pages in some of the search results. Does anyone have experience with how to direct Google to display country specific page results?

Url structure of a blog
We are trying to work out what the best structure for our blog is as we want each page to rank as highly as possible, we were looking at a flat structure similar to http://www.hongkiat.com/blog/ where every posts is after the blog/ but not in category's although the viewers can look in different category's from the top buttons on the page- photoshop - icons etc or we where going to go for the structured way- blog/photoshop/blog-post.html the only problem is that we will end up 4 deep at least with this and at least 80 characters in the url. any help would be appreciated. URL with a # but no ! being indexed
Given that it contains a #, how come Google is able to index this URL?: http://www.rtl.nl/xl/#/home It was my understanding that Google can't handle # properly unless it's paired with a ! (hash fragment / bang). site:http://www.rtl.nl/xl/#/home returns nothing, but: site:http://www.rtl.nl/xl returns http://www.rtl.nl/xl/#/home in the result set

How would I be able to make sure Google lists search results as a combined listing opposed to a single listing/
I am slightly confused about how to let Google know to index our site as a complex listing opposed to individual page listing. Our site is well established and has over 3500 indexes. Does this have to do with the Sitemap or is it something else? Is there a way to expedite Google to list our site like the example below. Thank you for your help! If I had an issue with a friendly URL module and I lost all my rankings. Will they return now that issue is resolved next time I'm crawled by google?
I have 'magic seo urls' installed on my zencart site. Except for some reason no one can explain why or how the files were disabled. So my static links went back to dynamic (index.php?**********) etc. The issue was resolved with the module except in that time google must have crawled my site and I lost all my rankings. I'm nowher to be found in the top 50. Did this really cause such an extravagant SEO issue as my web developers told me? Can I expect my rankings to return next time my site is crawled by google?

Brackets in a URL String
Was talking with a friend about this the other day. Do Brackets and or Braces in a URL string impact SEO? (I know short human readable etc... but for the sake of conversation has anyone relaised any impacts of these particular Characters in a URL?
