Is this considered Black Hat?

So here is the website I’m looking at, it ranks #1 in keywords like used cars for sale billings mt, etc. I was trying to figure out how, because there is no content on the page! I am working on one of our sites to get it to rank better when I found this in my research.
So I did a “view page source” to see how many times they’re using keywords and what they’re title and description tags are.
WAIT WHAT…. WHERE IS THIS CONTENT?!
Then I found it…
It doesn’t even read like real content. This has to be considered poor form. I'm not sure why it makes me so angry. What do you guys think?

The fact they are hiding content IMO this is black hat. But, don't get too caught up in it being black hat. I know your site and in most searches you are ahead of them. They have 4 backlinks all no followed. I think there are things you could do on other pages on your site to push them down and end up with more than one page on the SERP.

It definitely seems shady. I wasn't sure if this was considered "hiding" or "cloaking" because you can easily find the text when you view the source (and I assume that looks more like what the search engines are viewing ) but you have to click several times and you have to know where to look to find it.

Generally I wouldn't consider that "black hat", although it is hiding the content on the page--which is against Google's Webmaster Guidelines. They've mentioned before that if you have content that is "hidden" like this to most users, the expanded content should be displayed in the expanded mode, not in the way it's being done here.
This generally doesn't quality as being "black hat", though.

Would this be considered cloaking and would it be a bad move?
I posted this topic last night, http://moz.com/community/q/seo-dealing-with-a-cdn-on-a-site about issues I am having with a client's images falling out of index because they have a CDN now. So I have come up with a work around, but it might be considered cloaking and I am not sure. A month ago we changed over to using a CDN and the images started falling out of the index after that. Currently when you land on a page the images are served from cdn.site.com What I am thinking about doing is detecting Google Bot and when Google Bot crawls the site serve images from site.com. The images will be the exact same images as served from the CDN so it is not a content switcharoo thing. It is just to try to get the images back in the index. So would this be considered cloaking in your opinion?

Seo black hat tricks
I have a competitor in the local area. He registered a new domain name. www.orangecountypatentlawfirm.com. It was created back in 11/10 and updated a few months ago on 11/13. My domain is ocpatentlawyer.com. I put my domain and his domain in the open site explorer. The peculiar thing is that my competitors website mirrors identically to my domain. (see attached image) my competitors website rose through the SERP very fast. I never saw it coming. Anyways, I wanted to know if he was using some type of black hat seo trick to hi jack my domain authority to get his own website to rank higher? Plus, if so, does it hurt my ranking? compare.png

Essential items to consider when starting a new site in terms of SEO?
I've just launched a new site and have undertaken the following: Keyword friendly page titles Meta description Not a great deal of content on the site yet - but have a blog which we're trying to update as much as we can Analytics and Webmaster tools set up Dmoz submission Facebook, Twitter and Google+ page Google places set-up - waiting for postal pin I've signed up to here to help me to start building a link profile. However, would like to hear any more hints, tips or help on items I should be doing for a new site looking to move up rankings. Thanks

Is an RSS feed considered duplicate content?
I have a large client with satellite sites. The large site produces many news articles and they want to put an RSS feed on the satellite sites that will display the articles from the large site. My question is, will the rss feeds on the satellite sites be considered duplicate content? If yes, do you have a suggestion to utilize the data from the large site without being penalized? If no, do you have suggestions on what tags should be used on the satellite pages? EX: wrapped in tags? THANKS for the help. Darlene

Site has no SEO done on it. It wasn't considered during design. What to do first ?
They opted for videos to explain to people what the website is about, but it ain't working for them. What steps would you take in order to get this site to rank higher without completely changing the design(changing design is out of the question they are low on funds). They also built a blog on wordpress.com and added a .me domain to it. For obvious reasons I'm not mentioning the website.

I currently have a client that has multiple domains for multiple brands that share the same IP Address. Will link juice be passed along to the different sites when they link to one another or will it simply be considered internal linking?
I have 7 brands that are owned by the same company, each with their own domain. The brands work together to form products that are then sold to the consumer although there is not a e-commerce aspect to any of the sites. I am looking to create a modified link wheel between the sites, but didn't know if my efforts would pay off due to the same IP Address for all the sites. Any insight on this would be greatly appreciated.

How do I presuade Google to re-consider my site?
A few weeks ago I got an emai from Google that my site is suspected to violating Google guidelines-->suspected links manipulationg Google Page rank. My site dropped to the second page. I have contacted some of the top webmasters who link to me and they have removed the links or added a nofollow. When I asked for re-consideation I got an answear that there are still suspected links. What do I do now? I can't remove all of my links?! BTW this happened before the offical Pinguin Update.
