How to handle long dynamic meta tags?

Hi All,
I have a site that has upwards of 40 000 pages and I'm redeveloping it so really want to get some SEO elements spot on for the new development. Hoe do I go about handling the following:

The user creates a title for their advert which I use as the meta title. The problem is titles are quite often longer that the accepted lengths. How should I handle this? String manipulation down to the desired size, leave it as is or is there another solution?

The meta descriptionn is pulled from a summary they created as part of their profile. Is this the right way to do it?
Any advice would be appreciated.

Looks like the only downside is google trying to algorithmically determine a more suitable title, which isn't that bad as these are not really high priority ranking pages.

i dont know of any cases where google penalized the overall authority of a site for having certain pages with extra long title tags. even if it is a bunch of em

Yeah I suppose. But what happens when this is on a large scale, would that have a punitive effect?

You could always suggest that users keep their titles short. if they choose to ignore the suggestion, how much harm is it really gonna do?

How long keep 301 redirects?
Our site has been updated twice in the past 6 years with new, better urls. Initially we did 301 redirects 3 years ago for the url redirects. Recently some of those redirected pages have been redirected again. Question: How long before it's time to have the old, original urls removed through Google? And, once that is done, how long to wait before removing the older redirects from the htaccess file? Appreciate any feedback/insights on this matter.

Is there any value in adding semantically similar words in the title tag? For instance, I have an alcohol rehab website www.alcohol-rehab.ltd.uk, I offer local search pages too. Would the title tag "Alcohol Rehab Bedfordshire | Alcoholic Rehabilitation Clinics Beds" Be more valuable than "Alcohol Rehab Clinics Bedfordshire | www.alcohol-rehab.ltd.uk" And is is worth while having the url in each title tag? Also is it worth while (seo wise) writing a description tag for each page, other than for a call to action that is?

Duplicate Title and Meta Description Tags in Shopify with this App
Hello. I'm finding that by adding the Ultra SEO app in Shopify, I now have duplicates of the Title tags and Meta Descriptions. It looks like it's pulling title tags from the Shop info, the product or page titles as well as the Title tag I add in Ultra SEO. The website is 1bigcookie.com. The duplicate meta descriptions are from the text I entered in the meta description field in Ultra SEO. I entered the canonical url code shopify specifies to help with duplicate content, but what about duplicate title and meta description tags on the same page?

How to properly handle these search results pages
I work with Afternic.com and they are restructuring their website. The current search results pages generate tons of duplicate content, but it's not so clear to me what the best solution. Navigation links to all of these pages which are exactly the same and do not generate content on the specific url indicated. The results all display on variations of the url names.php http://www.afternic.com/names.php?feat=1 http://www.afternic.com/names.php?cls=1 Then they have this page with categories: http://www.afternic.com/categories.php And when you select a category, it generates sort results of names.php Now because there is no real content on names.php I'm wondering if all these url variations ought to have a rel canonical tag for names.php or if they should be blocked. If blocked, it seems we're stuck with a page that doesn't display any content. Thanks for any suggestions.
