Why Proved Spammers are on 1st Google SERP's Results

This question is related exclusively to few proved spammers who have gained 1st Google search results for specific terms in the Greek market, targeting Greek audience.
Why he looks spammer and very suspicious?
For instance, the site epipla-sofa.gr, sofa.gr, fasthosting.gr and greekinternetmarketing.com look suspicious regarding their building link activities:
1. suspicious spiky link growth
2. several links from unrelated content (unrelated blog posts forom other markets, paid links, hidden links)
3. excessive amount of suspicious link placements (forum profiles, blog posts, footer and sidebar links)
4. Greek anchor text with the keyword within articles written in foreign languages (total spam)
5. Unnatural anchor text distribution (too many repetitions)
So the main question is: Why Google is unable to recognize/trace some of these (or even all) obvious spamming tactics and still these spammy sites as shwon below reside on the 1st Google.gr SERPs.
Examples of spam sites according to their link building history:

All their links look very similar. They use probably software to build links, or even hack authority sites and leave hidden links (really dont know how they could do that).
Could you please explain or share similar issues? Have you ever found any similar cases in your industry, and how did you tackle it?

For smaller markets especially, this can be infuriating. I would recommend looking at the recent changes and trajectories in markets like Italy, Spain and Portugal that have had these problems but where Google is gradually focussing effort. I think a lot depends on your timescales, but if you are building a business that you want to last, you should be using sustainable tactics IMO.

Well, while there are some generic concepts that you suggest me to follow, such as "quality links", "quality websites", "authority" etc, I don't see the point in them, they're all theory and let me explain why.
If you see google unable to recognize some of the MOST obvious spam tactics, where's the point in talking about "authority" & "quality" links? Some examples:

Most of the links come from the footer section of the websites

Most of the links come from blog comments and forum profiles

Most of the links come from websites with no relation at all with the publisher's website. For instance, the website is talking about furniture, and most of the links come from blog articles that talk about CSS Techniques, Iphone and technology.

Several links are stuffed nearby hunders of others links, in sections of the website called "partners" & "friendly websites" (obvious paid links sections)

Spiky Link growth "from zero to hero" in 2 weeks
Well, the only thing I can think about Google's failure to recognize this obvious spammy tactics, is that most of the links come from "authority" and high page rank websites. The spammer did a good job recognizing (and buying) "authority" and "trusted" links, that gave him the advantage over the competition.
We have already reported the spammer, however I don't think Google has the resources to solve this kind of issues. Especially when we are not talking about Google.com

Well the only way to tackle it is to report the site for spamming to google.
However if your real question is how you can duplicate what they have done and whether you will get caught, then you can make a sister site of whatever your site is and use blackhat tactics and see the results. If google slams you at least you wont lose the main site.

That's right... don't try to beat someone by mimicking their methods - instead do something superior.

If you are competing with this guy, dont replicate what he has done. Prove to google your site is more popular by getting even better quality links. Google wont have a choice but to rank yours if your link profile is more authoritative.

What if I link bombed your website? Every month I pay someone $5 on fiverr.com and buy thousands of super spammy black hat links. Not just your website, the top 5 in the SERP for a certain keyword that I want to get ranked for.
I run a test like this before. Link bombed a website with 15,000+ links, reported to Google but nothing happened so far. It would be too easy for competitors to ruin each other's online reputation with spammy links.

Any more info on potential Google algo update from April 24th/25th?
Apart from an article on Search Engine Roundtable, I haven’t been able to find anything out about the potential algorithm update that happened on Monday / Tuesday of this week. One of our sites (finance niche) saw drops in rankings for bad credit terms on Tuesday, followed by total collapse on Wednesday and Thursday. We had made some changes the previous week to the bad credit section of the site, but the curious thing here is that rankings for bad credit terms all over the site (not just the changed section) disappeared. Has anyone else seen the impact of this change, and are there any working theories on what caused it? I’m even wondering whether a specific change has been made for bad credit terms (i.e. the payday loan update)?

Google Analytics shows wrong position
1 For a particular targeted keyword Google Analytic shows Avg position as 20 for 10 Impresions . On the other hand other Tools like Rank Tracker/Authority Labs shows no Ranking at all . When I Manually check Google results, that particular page is not listed at all in Google Search for that particular keyword in Top 400 search Results. Its almost 30-40 days back done Optimization for that keyword, no Keyword stuffing (2%) or nothing blackhat. Keyword has just 300+ search per month . MOZ and other Tools like MyWebsite Auditor shows no major issues with On Page SEO , overall good score for onpage SEO . Any one has any ideas as why this happens or happened to someone before . How the heck is this guy ranking on top of Google for everything?
Hey everyone, how is the website below ranking so high for everything with his website? His link profile is spam junk, he uses forums and hides backlinks in smiles and quotes. Plus the guy even seems to be hitting all the competition websites with bad backlinks etc. It seems he is jus using automated tools to build tons of backlinks. Why isn't Google picking this site up and doing something about it? Search google for "advanced warfare hacks" he shows up on top. Do industry partner links violate Google's policies?
We're in the process of The Great _Inquisition_piecing together a reconsideration request. In doing so, we reached out to an agency to filter and flag our backlinks as safe, should be no-followed, or should be removed. The problem is, they flagged several of our earned, industry partner links (like those pointing to us, HireAHelper, from 1-800-Pack-Rat and PODS for example) as either should be no-followed or should be removed. I have a hard time believing Google would penalize such a natural source of earned links, but then again, this is our second attempt at a Reconsideration Request, and I want to cover all my bases. What say you Moz community? No-follow? Remove? Leave alone?

Google Results Pages. after the bomb
So, ever since Google "went nuclear" a few weeks ago I have seen major fluctuations in search engine results pages. Basically what I am seeing is a settling down and RE-inclusion of some of my web properties. Basically I had a client affected by the hack job initially, but about a week later I not only saw my original ranking restored but a litany of other long tails appeared. I wasn't using any shady link techniques but did have considerable article distribution that MAY have connected me inadvertently to some of the "bad neighborhoods." The website itself is a great site with original relevant content, so if it is possible, Google definitely recognized some error in their destructive ranking adjustment and is making good on it for those sites that did not deserve the penalty. Alternatively, it could just be random Google reordering and I got lucky. What are your experiences with the updates?

Google Penguin w/ Meta Keywords
It's getting really hard filtering through the Penguin articles flying around right now so excuse me if this has been addressed: I know that Google no longer uses the meta keywords as indicators (VERY old news). But I'm just wondering if they are starting to look at them as a bigger spam indicator since Penguin is looking at over-optimization. If yes, has anyone read good article indicating so? The reason I ask is because I have two websites, one is authoritative and the other… not so much. Recently my authoritative website has taken a dip in rankings, a significant dip. The non-authoritative one has increased in rankings… by a lot. Now, the authoritative website pages that use meta-keywords seem to be the ones that are having issues… so it really has me wondering. Both websites compete with each other and are fairly similar in their offerings. I should also mention that the meta-keywords were implemented a long time ago… before I took over the account. Also important to note, I never purchase links and never practice any spammy techniques. I am as white hat as it gets which has me really puzzled as to why one site dropped drastically.
