How to handle pages with no information at the moment, but are not 404?

As people who may have seen my past questions know, I run a small website which acts as a business/review directory for local businesses in a specific niche. Right now every business has a page on a url such as:
http://site.com/businesses/business-name
which shows the top 5 reviews with a link to the full review list which is located at:
http://site.com/businesses/business-name/reviews
The problem(?) I have is that even for a business with 0 reviews, the latter URL is available and responds with a 200 status code, but ultimately just says "There aren't any" which results in search terms for "business name reviews" often leading to these dead-end pages when I would rather have them land on the business page itself.
How is everyone handling URLs? Until the business has has reviews, this URL is useless, but it is a completely valid URL.
Some ideas I've had are in order of what I think is best to worst:
- Return 200, but with a meta 'noindex' tag if the business has no reviews at the time requested
- Return 404 if the business has no reviews at the time requested
- Return 302 back to the main business page if the business has no reviews at the time requested
Anyone have any better ideas than above for how to handle this situation? One other option is to completely get rid of the full review list and rework the main business profile page, but that would obviously require a lot more development. I'm looking for the best option in the meantime.

I would not represent 404 as that indicates a broken url to the search engine and it won't know why.
i would not use noindex as the page should still forward pagerank however it has no content.
I think when there are not any reviews I would simply add some more text to "There aren't any" like "There are not any reviews yet, you can look XY business details here, or you may check back at a later time. If you have your opinion feel free to add the first review yourself".
"Xy business details" can be a link to business detail page, so there is some anchor value carried. The page still has the ability to rank in google an to be found if you search xy business reviews. From engine perspective this is bettter than redirecting or 404, and still makes sense from user perspective as you offer them opporunities to get engaged with your page. Maybe I would do it that way.

Why have we taken such a hit on page visitors?
One of our customers owns a stationary company, URL (http://www.costcuttersuk.com) which targets schools and education. In September my company launched a new website for our client with an external company providing SEO. Since the switch the customers feels they have completely dropped from the rankings and from looking at the Google Analytics reports it has become apparent that they have taken a huge hit on the amount of traffic coming into the site, almost 500 fewer visitors per day. What is interesting is that the average time spent on the website has increased as is the same with the bounce rate yet everything else has taken a drop. The platform it has been built on is Opencart , The only thing I can thing that is causing the issue’s is the page load times. They are 62% slower on the home page would this have such a huge impact? What to do with removed pages and 404 error
I recently removed about 600 'thin' pages from my site which are now showing as 404 errors in WMT as expected. As I understand it I should just let these pages 404 and eventually they'll be dropped from the index. There are no inbound links pointing at them so I don't need to 301 them. They keep appearing in WMT as 404's though so should I just 'mark as fixed' until they stop appearing? Is there any other action I need to take?

Google picking up old pages
I recently redesigned a site that had all the keywords it was ranking for going to the home page. Now I have specific pages for each of these keywords but I'm seeing the home page (not the page that, if I do an on page optimization by hand in MOZ gives me an A rating) showing up in the auto reports (assuming pages Google sees for these keywords related to the url) as F's. They're all pointing to the home page. I've redirected the old index.html home page to the new but I suspect the reason is actually these pages (were) ranking for these terms (though none too well - all but one were not in the top 50 and one was 45) because these rankings are all dropping as well. I'm at a loss, with the site replaced, as to how to correct this and tell Google these keyword phrases all have their own pages now. I've dug through this forum and the only applicable answer I can see would be to add these phases to the home page (where they all rank for now) with anchored links to their new (A rated by Moz for these terms when I hand enter them) singular pages? Or is it just a waiting game?

How to evaluate a 404
After my first site crawl im being told that there is a 404 error on my site..... It gives me the problem link url but would it not be useful to show me where its finding this 404 error? How do i find it? it just tells me there is one and the location of the 404 i need to know the page that has the link on it?

Hello - I'm looking for one tool that does the following and was wondering if anyone knew of such a tool? In a perfect world I would like to enter in one domain name and have a report generated that shows All Internal links, link titles, and anchor text All internal broken links / redirects All images, image size and image alt, if the image alt is missing.
