Creating new url structure for inbound links

In an effort to make is easier for our clients to link to content on our site we intend on creating a simpler url structure for them: site.com/1234 will 301 to site.com/xyz/abc/1234-this-is-where-we-want-you
Is there a danger of creating new 301's just for this purpose, the goal here is to make it easier for clients to link to content and thus garner more inbound links.

Yeah, if it's essentially just a URL-shorterner, then that should be fine. It's how Bit.ly and other shorteners work - the 301-redirect passes the link "juice" to the appropriate page. I've built my own shorteners for a couple of sites and have never had trouble. For example, this URL:
...goes to...
http://www.usereffect.com/topic/25-point-website-usability-checklist
It's not being built on a 3rd-party platform (just home-brewed PHP).

I dont see a problem with it, Google can tell whether you are trying to do something spammy or trying to make something easier for your website visitors.
In this circumstance, I would say hundreds, even thousands of pages with this type of redirect would be fine.
I would like to hear other people's thoughts on this issue.

Should I create new content or outreach for links for a specific KW?
A few keywords my company would like to go after are: Mobile homes for sale Manufactured homes Mobile Home Dealers. The question is should we create unique content around these keywords then market it heavily in hopes to rank that new individual page / post OR should we just be doing outreach for back links and anchored text to link to our primary domain that is already much stronger with a 38 DA? Will 404-ing a URL neutralise any bad incoming links?
We're cleaning up one of our sites which was affected by Penguin. If we rename an example page1.html (which has 400 bad incoming links) to page2.html (with no 301 redirects), will Google disregard the poor links entirely? So, page1.html will return a 404 page. Many thanks for your help. James P.S. I am aware that we may lose any positive link juice from any 'good' links which come in to page1.html.

Guest blogging, guest blogging, guest blogging. Since I started my career as a "brand manager" I've heard the term "guest blogging" at least a million times. So I've put a fair amount of energy into it and for a long time it worked beautifully, still is in many ways. However, in the last month or two nearly every blog I have contacted about guest blogging has said that "due to an increase in guest blogging request we are now charging a fee of x" so on and so forth. Doesn't paying for links put you at great risk for being deindexed? And can't bloggers get in trouble for this as well? Do they not know, not care or think it doesn't apply to them? And if it's a sponsored post, say I send them $100 of free product and pay them $100 to do it, isn't that just hiring someone to talk about my brand? Why would google punish me for that? Anyway around it? Thank you so much! I look forward to your suggestions/advice/criticism.

Do inbound links to download .exe files improve SEO?
The site, (http://www.bartenderbarcodesoftware.com/) sells barcode software. They also provide free printer drivers on their site. During a recent domain change (before I started helping them), they began looking at their inbound links and found quite a few external sites linking to these download files. However, when someone clicks on the link on one of these sites (i.e. http://vvs-motor.com.ua/barcode-printer-drivers) it immediately begins downloading the file (i.e. http://www.seagullscientific.com/downloads/drivers/archive/7.2/7.2.4/Unimark_7.2.4.exe) without taking the visitor to the site. The owner would greatly prefer this traffic to engage with the site and is considering 301 redirecting those download links to an actual webpage. Question: Would this look suspicious to Google? Would this have a positive or negative effect on SEO? The last factor to consider is that many of these sites will likely just recreate the list based on the new links at some future point. Are the following considered bad links for Link Building.
I've been doing a lot of research lately on link building & I've read a lot about having a diverse amount of links. Social links, Blog links, comment links, footer links, No follow links, Directory links as well as links with Anchor text URL match, brand match, partial brand match, non-descriptive, and with keywords. But there is a lot of talk of removing those links that look like a site that's built just for link building purposes.... but Directories are basically built for link building are they not? I'm wondering if anyone can tell me if they feel links from the following directories would be bad links. SEOs and web developers frequently leave links to their site in the footer of their clients' sites. Does this negatively impact the site with the links?
Does this provide any SEO value to the receiving site? Has anyone experienced problems doing this?

Tracking new inbound links
I suspect there might be an easy way to do this.. but alas Icould not seem to find it with by performing some search queries in the Q and A thus figured I would just ask :).. sorry if being repetitive with this question. I have all sorts of tools to track the number of overall inbound links to my site, but is there an easy tool to check for specific new inbound links from one specific page/site..aka if I set up a link in a directory or I get a mention in an article.. what is the easiest way to search to see if this link has been picked up by google and how much link juice it might be giving to my site?
