I know this to be false. Further - I've seen them actually improve rankings where no other link building has taken place. They certainly do not pass all value but some certainly.

I think by value you mean pagerank?

#Page Jump link sharing
Hi I'm managing an in-house link building campaign in order to help in our key search term 'Location Holidays'. We were historically number 1 for this term until a recent re-design in May where our web design agency butchered our SEO. All of the main issued fixed, we're now fluctuating between 3rd & 4th on a daily basis. I'm putting together a social share comp to promote through the press in order to boost our backlink profile. We're nesting the competition within the body of the page we want to improve the rankings for. I will be including a #page jump link to quickly access it as it will be further down the page. My question is that if we get press to link to http://holidaycompany.com/destination/#comp will http://holidaycompany.com/destination/ receive the link juice or will http://holidaycompany.com/destination/#comp be looked upon as a whole new page? What do I do with these back links?
In the last two weeks, I've got 10 pingbacks from this http://caraccidentlawyer.cc/coroner-ids-berkeley-bodies-who-were-killed-in-recent-car-accident/ and sites like it. The featured attorney is a competitor of ours and, since the links aren't sex/drugs/rock&roll related, (and he's linked too) I doubt this is a negative SEO campaign, but I want it to stop. These blogs are basically pure spam. Any suggestions?

Should I nofollow search results pages
I have a customer site where you can search for products they sell url format is: domainname/search/keywords/ keywords being what the user has searched for. This means the number of pages can be limitless as the client has over 7500 products. or should I simply rel canonical the search page or simply no follow it?

Too Many On-Page Links on a Blog
I have a question about the number of on-page links on a page and the implications on how we're viewed by search engines. After SEOmoz crawls our website, we consistently get notifications that some of our pages have "Too Many On-Page Links." These are always limited to pages on our blog, and largely a function of our tag cloud (~ 30 links) plus categories (10 links) plus popular posts (5 links). These all display on every blog post in the sidebar. How significant a problem is this? And, if you think it is a significant problem, what would you suggest to remedy the problem? Penalised due to links?
Hi, Is there a way to tell if a site has been penalised for it's links? Our site dropped last Friday, and we would like to rule out links, as we plan to move the site to our main site and re-direct the links, unless Google would punish the new url due to this. Our old site does not show any warnings for the link, and neither does our Google WM account, the only thing we have to go by is a big drop in SERP. Many thanks. Quime.

I feel a site ive been working on has been pecked by the penguin. I did build inbound links on a specific commercial term and shiver me timbers is dropped oof the SERPS from top 5 to ziltch, yiles!!
