If you want to build links yourself you may need say 5 hours a week to do the work.
If you want to outsource link building ask the businesses to provide real examples from your target market, you need to be wary of link builders who are not from your local market, for example in Australia you want to build .com.au I have seen so many link building companies build links in .co.uk for example.
Examples of where you can build easy links:

Social Bookmarking websites.

Related websites in your niche.

Make articles for article directories.

Contact partners and suppliers and ask if you can do guest posts on blogs.

As with any new topic, if you want to learn and DYI that's great! However with anything new you're going to be learning, and make mistakes along the way and progress slowly.
I would read through this resource - its the best overview I've seen.
Is it more important for you to have knowledge and skill in the long run? Then utilize the many resources here and DYI.
Is it more important for you to get the job done right and in a timely manner? Then hire someone.
Last thing to consider, does the idea of it excite you? The definitely try it!! If not, you're likely to wish you had gotten some help...

Paying to be listed on link directories... a little help?
So, I was perusing SEOMoz's suggested link directory list and noticed some sites there require paid links. I have a couple questions regarding this: Is paying for directory listings a good idea? I'm not crazy enough to buy a bunch of links; I want to create a sustainable SEO strategy. But I do know that most everyone does at least a little paid linking. Is there a budget or percentage of ones total links you would recommend for this? Is it REALLY ok to do this at all? Also, assuming I have about $200-$500/month I could spend purchasing links, what sites are best to get links for first? Just a bit of background: we're starting a content marketing strategy for our business and are spending about $2,000 per month "buying" content (design, data, writing, etc.) so purchasing links is definitely NOT our strategy and never will be. Hi, If i hire a SEO company, what kind of links they will build for me. If anyone own a seo company can you let me know.My question is if i create a new website, what kind of link building techniques should i use other than, articles, press releases, social bookmarking, directories. As i am competiting with very tough competition. I have analyzed my competitors and they bought sitewides which are paid ones.
