Changing url in connection with meta title inconsistency

We run a site, which is a directory type one, where visitors can look for local businesses per city as well (at some point similar to the 'Yelp concept').
Now, we use www.example.com as the homepage, and the www.example.com/city1, where city1 is the capital of our country, is 301 redirected to the homepage, so this is your default setting.
When you choose e.g city2, your url changes to www.example.com/city2, and the city value is stored in a cookie. Then, when you leave the session, and return to the site later on, you will see the homepage url, but with your previous choice of city (in case you let cookies be stored).
My concern is, that the meta title always contains the chosen city name, so when you return to the website, and you previously used city2, you will now see the homepage url (which normally belongs to city1), but with the meta title of city2 or with any other previously chosen city.
Does this mean a problem, and should I always use the correct url, which would be www.example.com/cityX, or this could not cause a problem for me? If it does, would you mind sharing me the exact problems as well?

Although, I can't take everything you suggested, I understand your point, and will initiate some changes based on that.

It is considered white hat. But like i said, search engines will be confused.
If it was my decision, I would put a sign-in possibility with a Facebook account (this way you will get their current town and you know what to show them + demographics).
The main page then would have two possibilities:
- Not signed in: the version that is constant
- Signed in: the version that is personalized.

I would personally work with possibilities of not cloaking the website. What basically you do, if I understood well, is that you cloak your homepage (you show content based on cookie).
Now lets think as a search engine for a second... What would you do with these kind of websites?
If I would be a "search engine" I would be confused... Where should I rank the website?

Hi, please bear with me as I'm pretty new to all this! I've my base URL but obviously want to add keywords to it for seo purposes. Should I redirect from the base URL to the URL with the keywords appended? So my landing page goes from say www.moz.com to www.moz.com/keywords-here. Google cuts meta title after 60 characters and meta description after 130 characters. Is this new?
Hey community, We noticed, that our meta's are cutted after much lesser characters then it used to. Mainly after 130-135. Did i miss something? Should we basically consider to write meta's constantly with lesser then 130 characters instead of the advised 160 characters? Cheers, Boris

How do you handle URLs with slashes?
I asked this question before, but with a different scenario. I upgraded my plan to a more advanced cart and all of my URLs changed about 1.5 years ago. I knew nothing about redirects and such, so none of that was done. Basically, let's say my site was: http://www.abc.com, but when people actually visit my site, they are directed to https://www.abc.com/. I have asked my host about redirecting and she that it is not possible. In the past, the link shared has been just www.abc.com . Will this hurt my ranking? My second question is ...let's say I have a link http://www.abc.com/blog , but now, the link is http://www.abc.com/blog/ . Will I be affected, since all my old links omit the slash?

URL / Meta info for Author bio pages
When you create a biography page for authors that point back to their G+ account, do you include any other signals in the URL other than the authors name? For example, would you use www.domain.com/sam-spade or www.domain.com/sam-spade-biography, etc? Similar question for the meta description. Do you add any signals there? Page Title - What is better?
Hi SEO Heads, I have another question if someone would be so kind in answering What page title of the 2 below is better for SEO (i) Chocolate Cake|Chocolate Cake Recipe|Xmas Cake or (ii) Chocolate Cake | Chocolate Cake Recipe | Xmas Cake As you can see (ii) Page Title has a space before and after the | (vertical bar) I know the second page title looks better to human eyes but on some pages I had to forego the space so i could fit my keywords in the page title. is this a good idea? Title tag questions
General title tag questions how important is it not to change your title tag, I own a prom dress site and I'm always changing them between prom and homecoming' Is it bad to have title tags that are only different by one word across thousands of pages on your site. I have thousands of dresses so each title tag only varies by the style # I have always had title tags that are for example black prom dresses, well i recently discovered that just black dresses is googled 10 times the amount so im debating changing them to black dresses so that the word dresses is closer to the front of the title tag, am I over reacting or is that a good idea or would it be bad to put black dresses, black prom dresses, black homecoming dresses I also put the year in almost every title tag 2012, is that bad, I ranked great for 2012 stuff but could it hurt my homepage domain rankings on major broader keywords
