Optimizing Dynamic landing pages in specific Geo-Locations

I have a website that has a a dynamic URl for individual dealer landing pages - this works based on the geo-location tool on the site. When a user comes it it will recognize their location based on IP address then present the appropriate content based on zip code logic.
Example URL: http://www.3mwater.com/?___store=dealer
Example URL: http://www.3mwater.com/dealer/
Question: How can I best optimize each individual page for each individual dealer when the URL stays static regardless of dealer?

I have some concerns about the dynamic scenario and how it relates to Local Search. I actually spoke about this with Darren Shaw of WhiteSpark and he gave me permission to quote him on this:
If set up properly, I think it can be fine for the search engines:
BAD: domain.com/locations.php > detects IP and loads the location info into the page.OK: domain.com/locations.php > detects IP and 301 redirects to the correct location page like /denver.php. It's ok, as long as there is a crawlable list of all location pages on the site.
BEST: domain.com/locations.php > detects googlebot, and if not googlebot, detects IP and 301 redirects to the correct location page like /denver.php. It's ok, as long as there is a crawlable list of all location pages on the site. This could be called cloaking, but it's actually not a concern to the engines. There are tons of examples of sites using cloaking for good, not evil, and Google is fine with it. Google has no problem with cloaking when it benefits the user and isn't used to serve different content to the engines that a user would never see.

Specific pages won't index
I have a few pages on my site that Google won't index, and I can't understand why. I've looked into possible issues with Robots, noindex, redirects, canonicals, and Search Console rules. I've got nothing. Example: I want this page to index https://tour.franchisebusinessreview.com/services/franchisee-satisfaction-surveys/ When I Google the full URL, I get results including the non-subdomain homepage, and various pages on the subdomain, including a child page of the page I want, but not the page itself. Any ideas? Thanks for the help!

Redesigned and Migrated Website - Lost Almost All Organic Traffic - Mobile Pages Indexing over Normal Pages
We recently redesigned and migrated our site from www.jmacsupply.com to https://www.jmac.com It has been over 2 weeks since implementing 301 redirects, and we have lost over 90% of our organic traffic. Google seems to be indexing the mobile versions of our pages over our website pages. We hired a designer to redesign the site, and we are confident the code is doing something that is harmful for ranking our website. F or Example: If you google "KEEDEX-K-DS-FLX38" You should see our mobile page ranking: http://www.jmac.com/mobile/Product.aspx?ProductCode=KEEDEX-K-DS-FLX38 but the page that we want ranked (and we think should be, is https://www.jmac.com/Keedex_K_DS_FLX38_p/keedex-k-ds-flx38.htm) That second page isn't even indexed. (When you search for: "site:jmac.com Keedex K-DS-FLX38") We have implemented rel canonical, and rel alternate both ways. What are we doing wrong??? Thank you in advance for any help - it is much appreciated.

Why do they rank the home page?
We are trying to rank for the key word Motorcycle Parts. We have moved up to page 2 over the past couple months; however, google is ranking our home page not our http://www.rockymountainatvmc.com/s/49/61/Motorcycle-Parts page that is for motorcycle parts. We are working on internal linking to help point the right signals too. Any other thoughts? ( we have new content written to put in as well we just have to wait for an issue to be fixed before we can put it in)

Why are pages linked with URL parameters showing up as separate pages with duplicate content?

Does server location matter?
Hi guys, A friend's website is hosted in Germany (showing German IP in Flagfox) but it is a UK-based local business that only serves customers within a small radius covering 3 medium sized UK towns (they sell heavy construction materials for collection only). Should I advise him to change hosting location to the UK? Will this help him rank better for regional keyword searches & Google Places? He has some 'followed' links from UK sites (over 6 months old) that are not being picked up by Majestic, OSE or Webmaster Tools - is this likely to be connected to the server location? Backlinks to home page vs internal page
Hello, What is the point of getting a large amount of backlinks to internal pages of an ecommerce site? Although it would be great to make your articles (for example) strong, isn't it more important to build up the strength of the home page. All of My SEO has had a long term goal of strengthening the home page, with just enough backlinks to internal pages to have balance, which is happening naturally. The home page of our main site is what comes up on tons of our keyword searches since it is so strong. Please let me know why so much effort is put into getting backlinks to internal pages.
