How to defend against link cloaking

Hi,
I own a website where recently a lot of backlinks have been going to my old domain that 301's to my new domain. During the past 2 months I have noticed a massive amount of links pointing to my old domain. When I go to look at the links and go to the page all I see is a search bar which to me this seems like link cloaking. I am not sure what I should do. Obviously I am not doing the link building and someone is targeting anchor specific keywords from multiple domains that all look the same. My question is should I report it myself in google webmaster tools before I get hit with a filter or penalty, or would this force them to penalize me. And if I do get caught up in a penalty I would not know how to fix this since I doubt the webmaster is linking to me out of the kindness of his heart. Any advice?

From personal experience and from advice I've had before, you can expect google to be lenient. From what I understand, they will discredit the links, but make sure that it won't harm your site in any future updates, just make sure that you're not partaking in any suspicious activity elsewhere though. I did personally have this happen on a few separate occasions; first time round I didn't react and let it be. Then google did an update and gave me a warning on unnatural links. Got it sorted by demonstrating to Google that the links weren't our doing and demonstrated that we had tried to communicate with the site owner (found their details through Whois). Google then replied saying they had reconsidered my request and rankings went back up. The second time it happend I went straight to google with a resubmission request and explained the situation, they again came back and said they had recorded my input and no impact to site. Find all old links from a site to 301
We worked on this site a while ago - http://www.electric-heatingsupplies.co.uk/ Whilst we did a big 301 redirect exercise, I wanted to check that we "got" all of them. Is there a historical way I can check all the old indexed links to make sure they correlate to the new links? Thanks!!

Dofollow and Nofollow links
What is the difference between dofollow and nofollow links? I know that some sites/blogs only let you post nofollow links. In such a case how do I know if a comment I posted on a certain site will be a nofollow or dofollow? How about big traffic sites such as Huff Post. Do they only allow nofollow links?

How does your crawler treat ajax links?

Forum Profile Links
Are they really important? Many preach they are, and there are tonnes of services out there who give you thousands of forum profile links in no time. I strictly believe in genuine links built the hard way, and definitely don't want to get into anything which is black hat. Please suggest if building several Forum Profile Links is an appropriate way of building links?

Linking from and to pages
My website, www.kamperen-bij-de-boer.com, tells people what campingssites can be found in The Netherlands for recreational purposes. In order for a campingsite to be mentioned on our website we ask them to place a link to our website (either using a text link or image link) and then we make a page for that campsite on our website with in the end a link to ther website, e.g. http://www.kamperen-bij-de-boer.com/Minicamping-In-t-Oldambt.html -> they in return link back to us. Since this comes natural will this or won't this be penalized by Google and so on for linkfarming. At this moment we have about 600 camping sites on our website alone linking to us (not all of them) and we are linking to them. Since this can be explained as link trading which is not as good for your ranking as one-way-linking what should be wise? Should i include a nofollow? I already have many links from other sites linking to mine without having to link back, is there anything else i can do with linking to ensure better ranking?
