Are links to on-page content crawled / have any effect on page rank?

Lets say I have a really long article that begins with links to <a name="something">anchors on the same page.</a>
<a name="something"></a>
<a name="something">E.g.,</a> Chapter 1, Chapter 2, etc, allowing the user to scroll down to different content.
There are also other links on this page that link to other pages.
A few questions:
Googlebot arrives on the page. Does it crawl links that point to anchors on the same page?
When link juice is divided among all the links on the page, do these links count and page rank is then lost?

Google wouldn't waste budget. It just means they will have to consider crawling more internal links for a page.

Google does recognize these anchors, see this blog post from the Google blog detailing a search snippet for in-page anchors, you may have seen them in the SERPs before:

In reply to your second question, yes, they will be counted.

Minimum amount of content for Ecommerce pages?
Hi Guys, Currently optimizing my e-commerce store which currently has around 100 words of content on average for each category page. After Server Migration - Crawling Gets slow and Dynamic Pages wherein Content changes are not getting Updated
Hello, I have just performed doing server migration 2 days back All's well with traffic moved to new servers But somehow - it seems that w.r.t previous host that on submitting a new article - it was getting indexed in minutes. Now even after submitting page for indexing - its taking bit of time in coming to Search Engines and some pages wherein content is daily updated - despite submitting for indexing - changes are not getting reflected Site name is - http://www.mycarhelpline.com Have checked in robots, meta tags, url structure - all remains well intact. No unknown errors reports through Google webmaster Could someone advise - is it normal - due to name server and ip address change and expect to correct it automatically or am i missing something Kindly advise in . If linking to contextual sites is beneficial for SE rankings, what impact does the re=“nofollow” attribute have when applied to these outbound contextual links?
Communities, opinion-formers, even Google representatives, seem to offer a consensus that linking to quality, relevant sites is good practice and therefore beneficial for SEO. Does this still apply when the outbound links are "nofollow"? Is there any good research on this out there?

Internal page links and possible penalties
If one looks at a page on our client's website, (http://truthbook.com/urantia-book/paper-98-the-melchizedek-teachings-in-the-occident for example), there are a huge amount of links in the body of the page. All internal links are normal links. All external links arerel="nofollow" class="externallink" We have two questions: 1. Could we be being penalized by google for having too many links on these pages? Will this show i our webmaster reports? 2. If we are being penalized, can we keep the links (and have no penalty) if we made the internal links rel="nofollow" class="externallink" as well? We need these internal links to help people use these pages as an educational tool. This is why these pages also have audio and imagery. Thank you

Mystery: Ranking in Amazon for a product page?
My client has a product on Amazon that has more reviews and better rankings. However, their competitor with less reviews and lower ratings are ranking #1 for our primary keyword in Google. Our product page doesn't even rank on Google, but I'm assuming Google doesn't want to display two results from Amazon. The only difference is they have 1 link pointed to the product page that has a small PA of 10 and DA of 15. Do you think this link could be the only thing making a difference? Should we start building more links to this product page in addition to their website? Any other tips to help our Amazon page rank?

Could you use a robots.txt file to disalow a duplicate content page from being crawled?
A website has duplicate content pages to make it easier for users to find the information from a couple spots in the site navigation. Site owner would like to keep it this way without hurting SEO. I've thought of using the robots.txt file to disallow search engines from crawling one of the pages. Would you think this is a workable/acceptable solution?

How long for new pages to rank
Hi Guys, Our website has some really good serps for our established keyword phrases some of which are quite competitive. We recently acquired and have begun selling some new brands through our online shop and launched new pages for these brands around 2 months ago. They are quite competitive ("merrell shoes" and "timberland boots" for example in google.co.uk) terms. Do you think we should get some keyword rich links built into these new pages from external sites such as blogs - or is there chances of ranking well driven more off our overall site authority/link profile? In other peoples experience, what is a typical realistic timeframe to start getting meaningful serps on new pages/keyword phrases (I know that is hard to answer - but ball parks figures appreciated). Removing Duplicate Page Content
Since joining SEOMOZ four weeks ago I've been busy tweaking our site, a magento eCommerce store, and have successfully removed a significant portion of the errors. Now I need to remove/hide duplicate pages from the search engines and I'm wondering what is the best way to attack this? Can I solve this in one central location, or do I need to do something in the Google & Bing webmaster tools?
