Difference between search volume in KWT and Impressions in GWT

Sorry I've been a bit quiet of late, we're going through a huge rebranding exercise as well as staying on top of client work.
Anyway. I've got an issue with keyword research phase of a client remarketing.
Trying to decide which keywords to target (aren't we all?) The client has 3 months of back data in Google Webmaster Tools, which helps us to see Impressions, CTR and actual click-throughs etc.
Now, they rank #1 on Google.com for a certain keyword (logged out, of course).
According to Google Keyword tool (Logged in) there are 2.7million searches per month for this keyword. With the average CTR being 18% for a #1 keyword that should be bringing in 400k visits.
However, take the same keyword in Google Webmaster Tools and the impressions are actually around 1,600 per month with a CTR of 9%.
Different CTR's for different sectors I can accept. What I don't get is the vast difference between the impressions in GWT compared to the alleged search volume coming from the Keyword tool.
Really need to understand this so we can better select keywords and judge approximate traffic expected if ranking #1 for a keyword.
Any help would be really useful. Thank you!

Ah, that may well be it. I didn't do the first stage keyword research, a colleague did, so we may have to refine it. I will have a look through the data again and will get back to you.

My best Guess is that when you do the Research in the keyword tool you do not have on "exact" matching. It is often quite silly how large the numbers get if you don't do that.
The ctr of 9% on #1 keyword wouldn't be unusual if there is a Heavy contested key.word With ads above the search result

Unsolved Google Search Console Still Reporting Errors After Fixes
Hello, I'm working on a website that was too bloated with content. We deleted many pages and set up redirects to newer pages. We also resolved an unreasonable amount of 400 errors on the site. I also removed several ancient sitemaps that listed content deleted years ago that Google was crawling. According to Moz and Screaming Frog, these errors have been resolved. Moving from http to https - what do I need to do in Google Search Console?

Ignore these external links reported in GWT?
Taking a long, Ace-Ventura-like breath here. This question is loaded. Here we go: No manual actions reported against my client's site in GWT HOWEVER, a link: operator search for external links to my client's website shows NO links in results. That seems like a very bad omen to me. OSE shows 13 linking domains, but not the one that's listed in the next bullet point. Issue: In Google Webmaster Tools, I noticed 1,000+ external links to my client's website all coming from riddim-donmagazine.com (there are a small handful of other domains listed, but this one stuck out for the large quantity of links coming from this domain) Those external links all point to two URLs on my client's website. I have no knowledge of any campaigns run by client that would use this other domain (or any schemes for that matter) It appears that this website riddim-donmagazine.com has been suspended by hostgator All of the links were first discovered last year (dates vary but basically August through December 2013) There have not been any newly discovered links from this website reported by GWT since those 2013 dates All of the external links are /? based. Example: http://riddim-donmagazine.com/?author=1&paged=31 If I run that link in preceding bullet point through http://www.webconfs.com/http-header-check.php, or any others from riddim-donmagazine.com those external links return 302 status. My best guess is at one time the client was running an advertising program and this website may have been on that network. One of the external links points to an ad page on the client's website.

(web.archive.org confirms this is a WordPress site and that it's coverage of Bronx news could trigger an ad for my client or make it related to my client's website when it comes to demographics.) Believe me, this externally linked domain is only a small problem in comparison with the rest of my client's issues (mainly they've changed domains, then they changed website vendors, etc., etc.), but I did want to ask about that one externally linked domain. How to remove my cdn sub domins on Google search result?
A few months ago I moved all my Wordpress images into a sub domain. After I purchased CDN service, I again moved that images to my root domain. I added User-agent: * Disallow: / to my CDN domain. But now, when I perform site search on the Google, I found that my CDN sub domains are indexed by the Google. I think this will make duplicate content issue. I already hit by the Panguin. How do I remove these search results on Google? Should I add my cdn domain to webmaster tools to request URL removal request? Problem is, If I use cdn.mydomain.com it shows my www.mydomain.com. Disallow: /search/ in robots but soft 404s are still showing in GWT and Google search?

Remove it from database (no listed on directory, sitemap.xml and RSS) 3. I fill the "Google Content Removed Notification form" detailing the removal of the page.
