Is it considered spam to promote a website in different cities?

I have a client who wants to promote their Mobile application and website design company in California based cities.

If you offer these services in these cities, no, this is not spam. The question that does beg to be answered, however, is whether optimizing for these is actually going to get you results. Unless the client has a physical location and in-person transactions with his clients in each of these cities, he is not going to be able to seek local inclusion in Google+. So, in most cases, that would mean you'd be having to gun for organic rankings only, with the understanding that qualified, physical local businesses would outrank your client pretty much all of the time. Still, some traffic is better than none, right?
Now, there is a very interesting nuance here, in your specific case. If you client were, let's say, a general contractor, this scenario of lack of local inclusion would be really tough for you. But, your client is a website designer and app developer. In my experience, Google is going to be unlikely to show local packs for your core search terms, anyway. For example, Google stopped showing local results for website design companies a couple of years ago. So, this is actually in your favor. Unlike the general contractor, you will not be competing against physical businesses for a lettered blended/local rankings. It's all going to be organic. So, again, what you want to do isn't spam, if you actually offer services to these communities.
My last bit of advice on this would be to be absolutely certain that your SEO efforts don't lead to a bunch of duplicate pages. Can you create truly unique content for the San Francisco Drupal Web Design page vs. the San Jose Drupal Web Design page? What you don't want to do is put up the same page 10 times with different title tags. So, the project is going to be a large one, requiring significant time/funding for unique copywriting and it will be important to educate the client about this so that they can take an effective, well-planned approach rather than a slap-dash one.

IMO, if you truly offer that service to people in those cities then it is not spam. The problem that most people encounter with this type of promotion is generating unique content for each combination of product and location.

The idea of promoting your website is not spam. Often the method you take to achieve this goal is.
Are you stuffing keywords into copy? That's spam. Are you building a large amount of long-tail exact-match links for those terms? Yeah, that's spammy too.
Honestly those numbers are too low. You should be focused on more broad keywords, and then if you're still concerned with local rankings by the time your domain is authoritative, rank for the city (cities?) where the business is located and nothing more.

Spam pages being redirected to 404s but sill indexed
Client had a website that was hacked about a year ago. Hackers went in and added a bunch of spam landing pages for various products. This was before the site had installed an SSL certificate. After the hack, the site was purged of the hacked pages and and SLL certificate was implemented. Part of that process involved setting up a rewrite that redirects http pages to the https versions. The trouble is that the spam pages are still being indexed by Google, even months later. If I do a site: search I still see all of those spam pages come up before most of the key "real" landing pages. The thing is, the listing on the SERP are to the http versions, so they're redirecting to the https version before serving a 404. Is there any way I can fix this without removing the rewrite rule?

Question Regarding Website Architecture
Hello All, Our website currently has a general solutions subdirectory, which then links to each specific solution, following the path /solutions/ => /solutions/solution1/. As our solutions can be quite complex, we are adding another subdirectory to target individuals by profession. I would like to link from our profession pages to the varying solutions that help. As both subdirectories will be top level pages in the main menu, would linking from our professions to **solutions **be poor architecture? In this case the path would look like: /professions/ => /professions/profession1/ => /solutions/solution1/. Thanks!

Hello, Recently We have a taken a project " http://customerconnect-services.com/ " and are responsible for the Digital Marketing for the website. FYI, we have been following the best On-Page SEO practices ever since we took the project: Performing Keyword Research, Finalizing the Keywords,Using those in the Page-Title, Meta-Descriptions, Heading Tags and of course in the Content as per MOZ suggestions & SEO standards. But, we are unable to rank in first page; which is a serious matter of concern for us. We have also checked whether the Domain / URL has been blacklisted, but it's not (Not even by Google). We are therefore unable to figure out what is going wrong even after following so many best practices to get the keywords a good ranking (1st & 2nd page of SERPs). Therefore I would like to request you to provide your expert opinions in this regard by checking what is it that we are not getting right. The website url is http://customerconnect-services.com/. Mobile website content optimisation
Hi there, someone I know is going to put their site to a mobile version with a mobile sub domain (m.). I have recommended responsive but for now this is their only way forward to cope with the 21st April update by Google. My question is what is the best practice for content, as its a different url will there need to be a canonical tag in to stop duplication and thus being penalised from the Google panda update? Spam links - which link is most damaging to my rankings.
I have just started using Open Site Explorer and discovered a lot of spam links to my website.

The links have Anchor Text such as Scam - Dishonest - Drugs. Most of the of the links are "nofollow".

Optimizing Flash websites
Does anyone know the latest on how well Google is indexing flash sites? I'm talking to a prospect now whose site is 100% flash, but looking at it all the content within the site is indexed and returning in the results. This is promising enough, but does anyone know exactly how well Google is indexing flash content these days and are there still any problems with that? Thanks!

2 similar websites targetting different countries
