How many time should a keyword be used in the body of text?

We employee an outside agency to write content for our website as we do not have the ability in house to write unique and good quality content.
They have just sent an article which is around 300 words. I told them the keyword phrases to use. When I got the document there is only 1 instance of the keyword phrase(s) in it.
Now there seems to be a conflict here amongst posts I have read and general SEO advise as to how many times it should be present (SEOmoz indicates 4 times for instance), our outside agency says it doesn't matter.
Now if I have a page optimised for 2 keywords this starts making things tricky and probably looks keyword stuffed to the reader.
Assuming the keywords are present once in meta tags, H1, meta descriptions and alt text, what do people think is best practice taking into account recent panda updates?
Thoughts appreciated.

Remember some points.
Allow H1 one time in the article.
Allow H2 two time in the article.
Allow H3 three time in the article.
Allow strong tag 3 time in the article. Note use strong tag not bold.
Allow underline tag 3 time in the article.
Allow italic tag 3 time in the article.
Keyword Density 1% in the article.
Always remember that content is king. simply focus on delivering high quality content.

What about making sure the first instance of your keyword is in bold close to the start of the body text?
Again I get mixed views on this.

When a user types in a search, Google typically relies on HTML elements to match the content on your site to that specific query. Without optimizing key HTML elements (title, body content, headers etc..), you won't be able to rank, it's as simple as that.

Google in particular is becoming much more advanced at predicting the intent of searchers. For example, if you search for "apple," are you looking for the fruit or the technology company? Through a lot of user testing and machine learning, Google has determined that its users are probably looking for the technology company. Hence Apple's #1 position on Google.
While you do not have much control over this, user intention should be a priority when you are choosing and filtering your keywords. You want to be targeting keywords where the intention is likely to lead to a conversion for your business.

Keywords and keyword traffic
Hi I am struggling to know what keywords i should be targeting and how the website should be best optimised for said keywords. The website offers bespoke service in the lake district UK a popular tourist destination, The business operates within say a 30 km riadus of the area. So target vistors to the website would specifically be looking for services in the lake district. The trouble is for many targeted keywords for the area are quite low or no data shown. For example: tipi camping lake district, tipi hire lake district, Glamping lake district However nationally keywords for the service have a lot higher traffic i.e. tipi hire or tipi camping, glamping what keywords should be my target? and should I targeting my website for? I don't want to target customers looking for these services outside of the lake district and also by targeting keywords without the term lake district means my competition is greater as i'm competing with the whole of the Uk for serivces It can't provide. please advise thanks

Spammy keywords in our sub-domain but no penalty?
Hi, We have cigarettes and viagra as keywords in our sub-domain where our clients can post their business content. We have decent number of impressions and clicks for these related keywords. I have seen that these two words, especially "viagra" is most spammed. So are these hurting us? We dropped post Penguin update. Any correlation? Do you think that these keywords penalise us? Avoid Keyword Stuffing in Document
Hi All, On my on-page-grade-report its suggested not to use keyword more than 15 times. Its a eCommerce site and we have brands and we have ranges within the brand. Now the problem i am facing is before each range the brand name is mentioned For eg. Levis is the brand and 501 is the range - the brand page is being optimized for keyword "Levis". All ranges for Levis is listed on same page as Levis 501, Levis 503, Levis 506 and so on... As the ranges are above 15 in number my main keyword "Levis" is being used well over 15 times. I would appreciate if you guys can suggest if its very necessary to remove repetitive keyword before each range i.e call it Just 501, 503, 506. Or can i leave it as it is. On Page Content. has a H2 Tag but should I also use H3 tags for the sub headings within this body of content
Hi Mozzers, My on page content comes under my H2 tag. I have a few subheadings within my content to help break it up etc and currently this is just underlined (not bold or anything) and I am wondering from an SEO perspective, should I be making these sub headings H3 tags. Otherwise , I just have 500-750 words of content under an H2 tag which is what I am currently doing on my landing pages. thanks pete

Why? Keyword ranking on Google go under and down regularly
I have a group of keyword that constantly move within the Google SERP. One week they are in the top 3 spots the next they fall down to position 7+ (in some cases they even fall 20 places) then after this they eventually go back to their most regular position within the top 3 spots. Can anyone please explain why this keep happening?

Should I use the canonical tag on all my mobile pages?
I've seen flavors of this question asked but did not see the exact response I was looking for. If I have a site at: www.site.com And I am creating a mobile version at: m.site.com (let's say a responsive design is not feasible at this time) And all the content on m.site.com is duplicative of the content on www.site.com What's the best way to handle that from an SEO perspective? Should I put a canonical tag on every mobile page pointing back to the www page? I assume that is better than a 'no index' tag on all pages of the mobile site?
