SEO Firm recommendations?

I'm wondering if anyone can recommend a quality SEO company that focuses primarily on building links on high quality sites?
So many of the SEO firms are too slick with their sales people and content analysis and research and reports & B.S.
What I'd like is an honest company who will simply help me acquire high quality links.
Any SEO companies out there that can help???
Most SEO companies are also way too expensive. I'm looking for quality @ a value. Can anyone help?

I would also like to add that since you are talking about just "External Links", and obviously there can't be any "paid" links, you need to ensure there's a good diversification of the kinds of links you attain. There are companies out there that do Press Releases, Directory Submissions, Guest Posts and so on. If you as a client only has "links" as deliverable, it's going to be tough. And I don't think it's your best measure of success. It might make sense to hire a full time or part time person local that is either already a link builder or can be trained.
Doing too many links of the same type often leads to problems and then a few months later you might be looking for somebody trying to get rid of some of the bad links built in the process. It's always in your best interest to try and hire somebody inhouse if that makes sense and if that has not worked for you or is not making sense financially, I am not sure if an agency or a firm out there can build quality links with the kind of quality control one may need on incoming links. You know what I mean.

Quality at a value doesn't really work out, if you're looking for an agency. (The pick one: cheap, good, fast concept applies) Agencies may provide great ROI but they have a high initial cost, and we aren't sure what your budget is.
Without giving a budget and more information on the project, it's impossible for anyone to help further than sharing personal experiences. On that front, I'll share mine: consultants are generally the most cost effective. Finding them is easiest if you network among your local business chamber. A good candidate will list a few references of businesses they helped similar to yours, and make sure you follow up by calling each of the references.
Get a contract written, of course.

Can I start SEO before finishing my website?
Hi, I'm new to SEO and websites. I'm slowly building a website at the moment. I was wondering if I could set up a blog at the domain name I will use for my final website and begin doing SEO. Eg. I set up a blog using a CMS like Squarespace and begin blogging at domain.com/blog (with links to the domain.com/blog from the domain.com home page) and inbound links point to the domain.com 'front page'. And then add the design of the 'front page' of the website using Squarespace at a later stage eg. domain.com. Is this a good idea? Will it work? I'm anxious to get started on SEO. Thanks!

Would you keep Paid Directory Submissions a part of your SEO Strategy?
We've been debating this. We've had some budget allocated to quality paid directory listings. We read that SEOMOZ analyzed some 2685 directories, 20% of which were banned from Google. So our question is, should we keep paid directory submissions with keyword rich anchor texts as a part of your SEO strategy or should we drop it. Thanks!

What is the role of nofollow in SEO backlinking?
I'm checking out my competition on opensiteexplorer, who does quite well for the main keyword. I see that 40% - 60% of the backlinks are ref="nofollow" is there any benefit to such links? if i hire a linkbuilder, should I ever accept nofollow links? can u explain please update 1/18/12 i apologize, i mistyped. i was referring to ref="nofollow"

Where's MY SEO DVD'S
When I first signed up about a week and a half ago I paid for the DVD's but not only did I not get a confirmation, but my 2 emails requesting a status went unanswered. A question about the page crawl gets answered right away. So is this co. all tech? Sales dept. just takes money, then hides? What's up?
