What is the best approach to specifying a page's language?

I have read about a number of different tags that can accomplish this so it is very confusing.

The article addresses this. Setting the language in the content-language meta tag will override the lang attribute in the html tag or the title tag. They're recommending to use one method to set the language and stick with it, rather than setting the language in multiple places on a page.
So, setting the lang on the tag is fine, just don't set meta content-language tags that specific a content, or set the lang in your <title>tags.</p></title>

Does that mean it is not an acceptable option?
I swear I just read an article that advised using the html lang tag.

They talked about this on the Bing Webmaster blog awhile back. You can read about it here. There is a priority order. The article states:
Keep in mind that the priority order for these tags is: , , <title>. In other words, the document location set in the “content-language” meta tag will always supersede the document location indicated in the <html> or <title> tag. Its best that you use one option, instead of multiple options here.</span></p></title>

What is the best way to handle links that lead to a 404 page
Hi Team Moz, I am working through a site cutover with an entirely new URL structure and have a bunch of pages that could not, would not or just plain don't redirect to new pages. Steps I have taken: Multiple new sitemaps submitted with new URLs and the indexing looks solid used webmasters to remove urls with natural result listings that did not redirect and produce urls Completely built out new ppc campaigns with new URL structures contacted few major link partners Now here is my question: I have a pages that produce 404s that are linked to in forums, slick deals and stuff like that which will not be redirected. Is disavowing these links the correct thing to do?

Best way to deal with over 1000 pages of duplicate content?
Hi Using the moz tools i have over a 1000 pages of duplicate content. Which is a bit of an issue! 95% of the issues arise from our news and news archive as its been going for sometime now. We upload around 5 full articles a day. The articles have a standalone page but can only be reached by a master archive. The master archive sits in a top level section of the site and shows snippets of the articles, which if a user clicks on them takes them to the full page article. When a news article is added the snippets moves onto the next page, and move through the page as new articles are added. The problem is that the stand alone articles can only be reached via the snippet on the master page and Google is stating this is duplicate content as the snippet is a duplicate of the article. What is the best way to solve this issue? From what i have read using a 'Meta NoIndex' seems to be the answer (not that i know what that is). from what i have read you can only use a canonical tag on a page by page basis so that going to take to long. The word 'shop' in a page title
I'm reworking most of the page titles on our site and I'm considering the use of the word 'Shop' before a product category. ex. Shop 'keyword' | Brand Name As opposed to just using the keyword sans 'Shop.' Some of the keywords are very generic, especially for a top level category page. Question: Is the word 'Shop' damaging my SEO efforts in any way?

When testing the on page report I'm having a few problems
First of all, is this test checking my seo optimization over the whole website or just over one site: Ie. when I type in www.joelolson.ca...is it also checking sites like www.joelolson.ca/realtorresources... Secondly. I have found that it won't find specific websites on my page and says they can't be found when clearly they exist

Is it worth changing our blog post URL's?
We're considering changing the URL's for our blog posts and dropping the date information. Ex. http://spreecommerce.com/blog/2012/07/27/spree-1-1-3-released/ changes to http://spreecommerce.com/blog/spree-1-1-3-released/ Based on what I've learned here the new URL is better for SEO but since these pages already exist do we risk a minor loss of Google juice with 301 redirects? We have a sitemap for the blog posts so I imagine this wouldn't be too hard for Google to learn the new ones.

Why is this url showing as "not crawled" on opensiteexplorer, but still showing up in Google's index?
The below url is showing up as "not crawled" on opensitexplorer.com, but when you google the title tag "Joel Roberts, Our Family Doctors - Doctor in Clearwater, FL" it is showing up in the Google index. How do I 301 url's with numbers in them?
I have a number of 404 error pages showing in webmaster tools and some of the url's have numbers, % symbols, and some are pdf's. My usual 301 redirect in my htaccess file does NOT redirect these pages where the url's have special characters. What am I doing wrong?
