Looking for provider for Local Submissions and Feed management

I'm looking for a recommendation of a provider that can completely manage the submissions to Google, infoUSA, Localeze, and Axciom for a business with ~300 locations.
Anyone have a good recommendation?

Do random listings effect Google Local Rankings?
So my clients business name is "Photojennette Photography" and while researching citations to correct I have found a completely random issue. There's an actress named Jennette McCardy that apparently has a ton of photos on the internet and with that are page titles like "Brand New Photo : Jennette McCardy" and "Look at this Photo Jennette McCardy" My question is, would Google be sending my listing down because of this? It's completely random and has nothing to do with the business. Thanks in advance.

On-page Local SEO
I'm wondering how to pull it off on-page local SEO for a financial institution website with 70 locations. However, they are broken in down in regions, which would make it easier to get our hands around. Would a viable solution be setting up regional pages? I don't know about our CMS capability, but it seems like it would be beneficial to have on each regional page aggregate local-centric press releases (example: a volunteer event or recognition) and local announcements such as paper shred days. Thoughts? Anyone else posed with a similar challenge?

Local Listing Directories value
Hello fellow mozzers, I would like to start a discussion on whether certain local listing directories are worth it. Most people are of course familiar with Google+ Local(Google Places), Yahoo Local, Bing Local, Yelp, Hotfrog etcetera.. I know there are a lot more of these big local listing directories. I am situated in Holland and we have a lot of small local listing directories.

Some of these directories are not really good quality. For example:

They have a domain authority of 44 and as far as i can tell there are close to 0 reviews on companies. (So not a very active community). When you perform SEO for a local business you want the business to be found in the local search results. Google goes around the web to see if the business information (contact and address information, website etcetera) is consistent on different local listing directories. The links from the directories are still links and therefor they pass a certain amount of PageRank. How much value do you think local listing directories such as the links i will provide below will add to a business? Do you think it is worth the time to find these small directory sites and fill in information about the business there or is your time better spent on other SEO activities? How businesses get local citations without submitting them?
How do some businesses get listed in directories like YellowBook, SuperPages, MerchantCircle, etc. without submitting their information. For example, my dad's company listed themselves in YellowPages and Google Places years ago, but also show up in the ones listed above without having submitted the information to them or having paid anyone else to do it...
