This would not be the best way to go about obtaining links. There is no mention of if the links are relevant, if they are permanent, etc. It does go against Google's guidelines of buying links with the intent to pass pagerank and boost your rankings.

And remember that the toolbar pagerank reflects the PR of that individual page. Heck, you could have a link from SEOmoz on your profile page that has no PR at all and is no followed and nobody visits it and it won't do you a bit of good.
Also to look at -- are those 20 websites all connected in some fashion? On the same server farm? Have the same footer links? Have the same Google Analytics code? If they're all part of a network, it's really not going to do you any good.

To follow up with what Steve said, PR doesn't necessarily determine how you rank. PageRank is determined by how high the PageRank of the other sites that link to you. So having 20 PR3 sites linking to you won't give you too high of a PR, mostly likely will make it PR3 as well. Ranking higher has more to do with overall metrics, like Domain Authority, Page Authority, Domain Links, Page Links, Social Signals, Etc..

Remember, going from PR2 to PR3 is about twice as hard as going from PR1 to PR2. So there is no "X number of links will get you to the next pagerank level" because each is uniquely harder than the previous.
That said, I have a 8 month old domain name that has maybe 15 external backlinks from PR0-PR3 sites... that domain is currently PR3. However, I have a 2 year old domain with maybe 200 backlinks from PR0-PR6 sites yet is only has a pagerank of PR2.
Honestly, social engagement does so much more as well as great content. Plus, find some killer untapped keywords and rank well for them. My 8 month old PR3 site is generating revenue for me yet my 2 year old PR2 site isn't... and its all because of keyword research and rankings.

Page not ranking because of React.js ?
Hey guys, I'm struggling with this part of my website which uses react.js . My developers used this saying it's much better and much quicker (which I think so too) but we have really low traffic coming from google compared to the other parts of the website (not using react.js). Moz gives me a score of 85% for the page but we get less than 100 visits / day and we were targeting 10.000 visits/day giving the traffic of this section in our competitors website (our whole website has 60.000 visits / day). (Section is online since 3 months now) Can you help me see what is wrong there ? I'm in Belgium so we have the website in 3 languages (FR/NL/EN) but the most important ones are FR & NL. Page Rank Worse After Optimization
For a long time, we had terrible on page SEO. No keyword targeting, no meta titles or descriptions. Just a brief 2-4 sentence product description and shipping information. Strangely, we weren't ranking too bad. For one product, we were ranking on page 1 of Google for a certain keyword. My goal to reach the top of page 1 would be easy (or so I thought). I have now optimized this page to rank better for the same keyword. I have a 276 word description with detailed specifications and shipping information. I have a strong title and meta description with keywords and modifers. I have also included a video demonstration, additional photos and an PDF of the owners manual. In my eyes, the page is 100% better than it ever was. In the eyes of MOZ, it's better also. I've got an A with the On-Page Grader. Why is this page now ranking on page 8 of Google? What have I done wrong? What can I do to correct it?

Getting individual website pages to rank for their targeted terms instead of just the home page
Hi Everyone, There is a pattern which I have noticed when trying to get individual pages to rank for the allocated targeted terms when I execute an SEO campaign and would been keen on anyones thoughts on how they have effectively addressed this. Let me try and explain this by going through an example: Let's say I am a business coach and already have a website where it includes several of my different coaching services. Now for this SEO campaign, I'm looking to improve exposure for the clients "business coaching" services. I have a quick look at analytics and rankings and notice that the website already ranks fairly well for that term but from the home page and not the service page. I go through the usual process of optimising the site (on-page - content, meta data, internal linking) as well as a linkbuilding campaign throughout the next couple of month's, however this results in either just the home page improving or the business page does improve, but the homepage's existing ranking has suffered, therefore not benefiting the site overall. My question: If a term already ranks or receives a decent amount of traffic from the home page and not from the page that its supposed to, why do you think its the case and what would you be your approach to try shift the traffic to the individual page, without impacting the site too much?. Poor Link Profiles Out Ranking Whitehat
Hi guys / girls, We have a few clients in some very competitive areas that are struggling to gain the top spots. We have been building some good quality links, relevant directories, quality citations, guest posting from good quality websites, broad anchor texts profiles, really strong social signals, competitor back links lookup etc. The issue is that nearly all the websites that are out ranking us have really bad links profiles, lots of spammy links, abusing anchor texts etc So what can you do in this situation. The obvious path is to think, right well lets match them for cr*p links and get some results. However I am more than aware that Googles Algorithm eventually will pick up on this... well at least you hope so. Its just very frustrating when you're getting your ass kicked by poor link building techniques and you're doing good work. I am sure other people have come across this, and I was just wondering if there are any bits of advice of how to move past this? Or is it simply a case of keep doing good work and eventually we will get rewarded? Thanks!

Where does link authority get passed to a stand alone landing page
Hi All, We are currently building a landing page that contains a bunch of funny top 10's, some that aren’t suitable for all customers, it can only be accessed from a PR source or recipient of one of our emails. The question I have is; where will the authority gained from people linking to this page go? Would it be passed to the home page, if there’s a link to it? Or would you recommend a way to control it? Link anchor text: only useful for pages linked to directly or distributed across site?
As a SEO I understand that link anchor text for the focus keyword on the page linked to is very important, but I have a question which I can not find the answer to in any books or blogs, namely: does inbound anchor text 'carry over' to other pages in your site, like linkjuice? For instance, if I have a homepage focusing on keyword X and a subpage (with internal links to it) focusing on keyword Y. Does is then help to link to the homepage with keyword Y anchor texts? Will this keyword thematically 'flow through' the internal link structure and help the subpage's ranking? In a broader sense: will a diverse link anchor text profile to your homepage help all other pages in your domain rank thematically? Or is link anchor text just useful for the direct page that is linked to? All views and experiences are welcome! Kind regards, Joost van Vught
