What is white hat seo for google penguin and google panda?

Hi,
This is my 1st question to some experts. I need advice on link building.
Are following good and white hat seo?
1: Bookmarkings on top sites
2: Top directory submission, or directories that seomoz recommended?
3: Top article directories, yahoo voices, ezine etc..
4: Top web 2.0, wordpress, blogger, tumblr
5: Guest posts on quality blogs.
I was use to with black hat methods (by mistake) , that i was not aware, Some are pure blackhat, that i never did. some time it hard to judge which are black hat. In past google like some links, now most are devalue or got penalty.
Now i want to do quality seo work and slow process.
any advice will be great regarding quality seo.

Very good questions, and very relevant given recent industry updates. I thing Google is starting to get it right, and your decision to come over to the light side is a good signal of that. Bring your friends!
In my opinion, the key to implementing good SEO practices is to think like your target demographic... consumers and internet users that aren't involved in the digital marketing space, and simply want to find helpful, entertaining, relevant content as quickly and easily as possible.
I don't think any of the methods you listed would be considered black-hat, as long as you're doing them in moderation, on relevant sites, and not just for the sake of the linkjuice you're hoping to gain.
If you post something you think is genuinely helpful and original on a high authority blog, there's nothing wrong with linking back to your site and using a social bookmarking service to help users (and Google) find the content faster. No need for a hundred bookmarks though.
I think top directory submissions are absolutely white-hat. Yahoo and DMoz are still very trusted by Google. These sites are meant to be a place that users can find a business that provides the product or service they're looking for. There's absolutely nothing wrong with submitting your site to directories like these so that customers can easily find you. If Google were to penalize your for this, it would be like penalizing you for listing your business in the Yellow Pages, which nearly every business used to do. Top directories are just the digital versions of the old school phone book we still find on our doorstep once a year, and are viable forms of advertising. What you DEFINITELY want to AVOID are the "Submit your site to 50,000 directories for $5!" services. That's the kind of thing that Google is starting to penalize webmasters for.
Same thing with article directories, don't submit randomly generated keyword-stuffed crap to thousands of directories. If you have quality, original content then submit it to the trusted directories and give it a little time to be organically spread across the web by people who find it useful or entertaining enough to link to it.
As far as creating blogs on WP, Tumbler, etc goes... again just do it in moderation. I'd concentrate on a single blog and provide quality content and useful links to other resources as well as links to your own content. Three hundred blog posts about how your company is the best in the world for this keyword and that keyword looks spammy and totally untrustworthy to both users and Google.
The same principles apply for guest posts on quality blogs... if you've got a useful comment to post, by all means post it. Just don't post fake, disingenuous, spam on every do-follow blog you can find.
I think you'll find creating quality content, making your site attractive and easy to use, and engaging your customers will be a much better use of your time than filling the world's servers with gigabytes and gigabytes of useless information. There's no need to trick Google into increasing your rankings... if you provide content that's worth visiting, the visitors will come.

The ugly tools for blog commenting etc are still out there, my question is what if your competitor notices you that you are new to the business and they start building 20,000+ backlinks to your new site, and they too with one exact match anchor text that you are targeting. Exact match and Penguin
After penguin, exact match keywords are not supposed to be used too much, in case you are selling a product and you are backlinking for its product page. Does this mean that exact match keyword for that product should also not to be used much. Or its just about website. For example i have a product named as "Test Product" and for it i have a keyword "Test Keyword", should i always use Test keyword to provide backlink to this product or should i use brand name as well or variant ot this keyword in anchor text. What do you suggest?

Local SEO Help
Getting confused about what is helpful. I have a few questions. Is it beneficial to link to other sites like wikipedia from our main url or our wp hosted blog? Does that help our SERP? We have just built a new sitemap for our site, which is good, we didn't have one before. Should I still do internal linking? 3)If I can get a person with another blog to link to us, would it better to get it in a post or on their main page with a button or text listing? Should I use RSS Feeds for SEO Purposes?
Hello... I am wondering if RSS feeds are good for SEO purposes... If i have a blog on my e-commerce site that links back into my site, should i then submit my feed to a bunch of RSS feed sites? Please tell me if i should be submitting my feed to all the RSS Feed Blog directories i can find or if that will appear as though i'm trying to gain links in the wrong way, from Google's perspective. Penalized by SEO Link Wheelers Backlinks
Just over a year ago, I've bought 4 link building packages from SEO Link Wheelers. From what I see now, most of their website network has been penalized / banned and now it's hurting my websites. I've tried to contact them but they won't reply. I'd be willing to pay to have them remove the links but they simply won't answer. And I haven't been rude or impolite at all in my communications with them. I've tried calling them to but to no avail. I know where most of the bad links are, thanks to linkresearchtools.com Now I gotta get rid of that crap. Any suggestions?

Obtaining followed links - white or black?
I have just watched the overtake of the number one UK position for garden accessories. The old 1st place holder held it for the last 2.5 years (min) ....taking a look at the back links of the number one holder it seems they are paid links ...as they are little follow image adverts with anchor text posted on the home page of niche blogs, forums and design related website.. ....so is this white hat or black hat?
