How to check inbound link quality?

We're reaching out to various communities to do some link building at the moment and were wondering what people did to confirm that the links are from quality sources?
We don't want links from bad neighbourhoods or sites which have had penalties applied against them etc...
What tools can we use to find this out?

Thanks. Yes - I've had a look at OSE and I do agree it's useful. I also look at the inbound anchor text - I've seen some shocking examples!!!

I personally always use http://www.opensiteexplorer.org to judge what the quality of a site is and whether it is worth going after a link. The tool is great as you can get a feel for the sites authority, trust and by having a look at the Anchor Text tab you can see how natural their link profile is in terms of keywords in links which is imperative in the current climate.

Link building
Hello everyone, I am building links for an e-commerce site and I need to increase the value of the links we get by placing them on specific pages in order to pass more juice to inner pages. Which part of the website should I point the links to? Because there is no content section on the site what I can do is either link to the homepage (not an option) or link to inner pages such as category/subcategory/product pages. My doubt is that it wouldn't look natural to link to products pages from a piece of content or from a site where people go with the intention not to buy but to get information. Any opinions on this?

Reciprocal Links Or One Way Links?
After reading a recent blog post on guest blogging and ways to build relationships for link building purposes, I began to wonder about something. It is my understanding that one way backlinks are superior to reciprocal linkage, but reciprocal is better than no link at all. So is it still worthwhile to do reciprocal guest blogging, and will the value of the links be worth it when completed? Or should we just be of the opinion that: One Way Link > Reciprocal > No link

Tracking new inbound links
I suspect there might be an easy way to do this.. but alas Icould not seem to find it with by performing some search queries in the Q and A thus figured I would just ask :).. sorry if being repetitive with this question. I have all sorts of tools to track the number of overall inbound links to my site, but is there an easy tool to check for specific new inbound links from one specific page/site..aka if I set up a link in a directory or I get a mention in an article.. what is the easiest way to search to see if this link has been picked up by google and how much link juice it might be giving to my site? Will removing old (3 years+), low quality inbound links potentially improve my rankings?
I have a client site with thousands of old very low quality links purchased from directories etc over several years - I am certain these are doing nothing for the current rankings and I advised them to stop buying these links 18 months ago when I first started working with them, but do you think pro-actively getting old poor quality backlinks removed will potentially improve the site's rankings?
