Irratic page rank results - why?

Hi- I've changed the title and reposted this question as I didn't get any insight. I really am going around in circles for this; so any help that can be given would be really appreciated.I know that you guys have the knowledge so really hoping you can share it!

I run two sites: www.ragsmetals.com and www.yourgoldfund.com: They offer similar products but to different markets: one is predominently trade, one predominently customer focused. They vie for the same keywords.e.g. Buy Gold
My Issue:
I have been trying to build www.yourgoldfund.com up from an SEO point of view; it is FALLING in the rankings; I am doing NOTHING with www.ragsmetals.com and it is rising in the rankings.
I checked webmaster to see if there were any warnings as a result of penguin (found out how to do this on here - thanks for that!) there are none. I have optimized the pages a lot. I have put time into getting in bound traffic, and even more excitingly some experts (from reputable domains) have just linked to our site because they like our content! So to me things should be improving .
NOTE: My OSE listed inbound links are incredibly diferent from google Webmaster.
What can I do. I am a scientific person so I love the fact that I have 2 sites to compare...interested to hear your thoughts.

It's worth noting that most sites that get affected by penguin don't get bad link warnings. The pattern seems to be that if you get a manual review & penalty you get the warning, but if you are just ranking poorly because of the factors surrounding backlinks that penguin introduced you don't.
The biggest give away to whether you are being affected by penguin are the dates at which your rankings drop. Compare these with the algo update history and you'll soon know for sure.
I'm guessing that is a pretty competitive niche, so I'd imagine it will be difficult to get much comparable data for the two sites until they are better established and have a lot more links. However that is definitely the way to go.

Is it better to find a page without the desired content, or not find the page?
Are there any studies that show which is best? If you find my page but not the specific thing you want on it, you may still find something of value. But, if you don't you may associate my site with poor results, which can be worse than finding what you want at a competitor site. IOW maybe it is best to have pages that ONLY and ALWAYS have the content desired. What do the studies suggest? I'm asking because I have content that maybe 1/3 of the time exists and 2/3 of the time doesn't...think 'out of stock' products. So, I'm wondering if I should look into removing the page from being indexed during the 2/3 or should keep it. If I remove it then my concern is whether I lose the history/age factor that I've read Google finds important for credibility. Your thoughts?

Location Pages
Hi. A client of mine offers multiple services and covers a region of the UK. They want to target each major town/city within this area. However, there are 20 cities and services offered range from 5-15 services. I am in the process of creating a location page for each city, so it can be optimised separately however I am not sure if there is a better way to do it? Or should I create a page for each city & service. So I for example I end up with 10 London pages with each one offering a different service? These can all be optimised for different services within London then? Any suggestions? Thanks

Google PageRank and google keyword ranks
Hi, I manage around 13 Clients for SEO and this last two weeks i have been having problems with google keyword ranking some of my clients went down almost 40 positions for some keywords other 15 other stayed the same and some just went down 1 or 5 positions. Somebody know what is happening with google? is it shuffling around positions of people? Any advice or how you do your SEO I'm willing to work together and share experiences and tactics on SEO to people that also share with me in order to build more strategies on this amazing market. How come some local 7 pack listings link to site and some link to the G+ page?
Does anyone know how to fix this issue? Even though a site profile has had the website added to it Google continues to link the main "title tag" link to the G+ page and not the actual website domain. When auditing a website, when do you decide to delete pages?
Given that the Panda algorithm includes engagement and user experience, when would you consider deleting a page that has poor engagement and conversion metrics? For example, consider a page that ranks well organically and receives (relatively) decent traffic from search. However, this page has poor engagement metrics compared to other pages on the site, does not convert visitors as well as other pages on the site, and doesn't have any external links. Would you consider deleting this page? Which metrics do you use when auditing a site and considering a web page from removal (bounce rate, average time on site, pages per visit, linking root domains, visits, revenue per visit, etc.)? Are some metrics weighed more than others? What kind of thresholds do you use? Finally, is there a situation when you would choose NOT to delete pages, even considering the above?

Why is my client ranking no.3 for a competitive keyword?
Hey guys, I'm doing a bit of detective work and I'm trying to understand why my client is ranking no.3 for the keyword "office desks" on google.ie. https://www.google.ie/search?q=office+desks&aq=f&oq=office+desks&aqs=chrome.0.59j60l2j62l3.10127j0&sourceid=chrome&ie=UTF-8 The strange thing about this is that 'office desks' is not in the 1. title tag 2. url 3. h1 tag 4. anchor text of the internal links 5. anchor text of the external links 'Office furniture' however is the optimised keyword here however this appearing no. 35 in SERPs for the same url. Need to rank xxx.com to 2 locations
Hi, I have a voip service, currently my keywords are ranking good in US. But i would like to rank them for India too. As i am selling India based voip services. I have a single domain .COM and no country specific domain. Here what i am planning to do. I would change the setting in Google webmasters central to change the target country to USA. And then i will do on page seo to match keywords related to India. Is there anyother suggestions? please let me know.
