Best Way to Market a White Paper

Hello everyone,
I had to write a white paper for an entirely different purpose than to drive links, but it did come out very well and I think it would be a fantastic tool in my SEO efforts.
What do you guys think is the best way to market a white paper? Obviously I will let our email subscribers know about it and place a link to it in a prominent place on the website, but if anyone has any extra ideas, I would love to hear them.
Also, what is the best way to host it? Taking the Moz beginners guide for example, I would love to just put it on my server like http://static.seomoz.org/files/SEOmoz-The-Beginners-Guide-To-SEO-2012.pdf but is it necessary that I make it web-friendly like http://moz.com/beginners-guide-to-seo?
Can the former do anything for SEO? What if there are links to and from the site?
Any advice would be great.

Both suggestions from Ron and ReferralCandy are good ones. Have a dedicated landing page, promote on all of your owned channels like newsletters and social media profiles, and do your best to promote through your writing onsite and offsite.
Beyond that I recommend that you look into paid social channels like LinkedIn, Twitter, etc. You can get reasonable CPCs and highly targeted audience demo/psychographics like job title, region, etc. Very handy if you only want to target CMOs or CIOs, for example.

You might consider setting up a dedicated landing page for the white paper and requiring an e-mail and name to download. You could use pay per click to drive leads and collect their contact info when they download.
If you are set up in directories that offer coupons consider setting up a coupon that allows leads to download the white paper.

On top of email marketing, you can consider promoting it on your social media channels, and writing blog posts to promote your white paper. Treat it like one of your products, and market it the same way as you would normally do for your product. In terms of SEO, it would be preferable if you gave it a web-friendly url, which would help as a ranking factor, and easily shareable as a link. You would want your white paper to rank well on search engines too!

Victim of negative SEO, but will this be believed if the client has not always been whiter than white?
A new client has come to me because they have found themselves in hot water with Google having received a manual spam action for unnatural inbound links. The sad case in this story is that I completely believe that the client has been a victim of an attack by a competitor. They finally made it onto page 1 in their competitive niche, and within a few days random links started appearing on spammy sites (often foreign language sites.) By the time the message came from Google about 2 weeks later several thousand of these links had been built. The first stage was to get the client to be very honest with me about anything he personally had done that might be considered manipulative. Unfortunately following some bad advice several months ago the client purchased one site-wide link (already in the process of removing it.) The same company that gave him this advice also built just under 100 links to his website (over the course of a couple of days) in early December. So - we know the client hasn't been whiter than white, and we are going to undo anything that he had responsibility for asap. We are also working to ensure that he is earning really high quality links in the right way (already have some great press coverage in the pipeline and are working on unique content.) My question is - given some past mistakes made by the client - is there any way that we credibly get across the fact that this recent huge volume of spam is absolutely nothing to do with him in a reconsideration request? Of course we can start work on removing these links and can disavow anything we can't remove - but my expectation is that should this be successful the same competitor is going to continue throwing spam links at my client. I appreciate that previous actions by the client would in themselves have been worthy of a manual spam action - but it seems far too much of a coincidence given the timing if this penalty was unrelated to the recent attack. What is the best backlink? Homepage or specific post?
I am working hard to get backlinks from other blogs by submitting deal tips. I am a deal blog so I am wondering - is it better to get a backlink to a specific post that will expire because it is a time sensitive deal or sale? Or is it better to get a backlink to my homepage? I focus on the best blog with PR of 7 and DA of 72 as well as others that are high up there. In case I am not being clear, which backlink is better? A. www.mysite.com B. www.mysite.com/awesome-sale-of-the-day Sometimes I won't have a choice but just wondering what I should focus on or if it even matters. Thanks!

Best links not showing up
I was wondering why some of my best (high-ranking) links don't show up either in Open Site Explorer or Majestic SEO's backlinks tool. Does Google even see them?

GWT Best For Link Checking?
Even though GWT's Links to your site is about a month behind I am finding that it reports new links faster than either OSE or Majestic. Has anybody found anything more current than GWT?

Using an SEO Agency to build one-way links for you via link exchange
There are a number of SEO agencies which offer link building as part of their SEO offerings. I believe they build one-way links to the client site, by offering another link in exchange to the liking site. So, if the client site is "C", and link is being requested from site "A", the site "A" owner is offered a link from site "B" in return. Is this a good and/or recommended practice?

Best to create a new blog as a subsection or as a new site?
Our company has a blog "feature" or "theme" that we'd like to publish every week at least. Should we create a subsection of our current company blog? Or should we register a new domain specifically for the feature? The latter would allow us to do some linking back to the main website, and would probably be good in terms of future career flexibility / personal branding for whoever writes it. Things to keep in mind? Anyone have any suggestions? Best practices? What should I do?
