How does the use of Dynamic meta tags effect SEO?

I'm evaluating a new client site which was built buy another design firm. My question is they are dynamically creating meta tags and I'm concerned that it is hurting their SEO. When I view the page source this is what I see.
<meta name="<a class="attribute-value">keywords</a>" id="<a class="attribute-value">keywordsGoHere</a>" content="" /> <meta name="<a class="attribute-value">description</a>" id="<a class="attribute-value">descriptionGoesHere</a>" content="" /> <title id="<a class="attribute-value">titleGoesHere</a>">title>
To me it looks like the tags are not being added to the page, however the title is showing when you view it in a browser and if use a spider view tool, it sees the title. I'm guess it is being called from a DB. So I'm a little concerned though that the search engines are not really seeing the title and description. I'm not worried about the keywords tag.
Can anyone shed some light on how this might work? Why it might not being showing the text for the description in the page code and if that will hurt SEO?

If you go to google's cached version of one of those and don't see a title or description in the source code then for sure google isn't seeing it. In that case, Google will create it's own meta date for the page based on the page's content. While this isn't actually the worst case scenario, (creating bad meta data yourself would be the worse case), it means that you're giving control of that data to the search engines and not being specific in what you want the page to rank for or how you want to present the snippet to the visitor.

If the content is generated before the page is served to users and search engines they will see it like any other page. Check out the source code of the page, if the content is in there you are fine.

Go to GWT > Crawl > Fetch as Google and enter the URL you wish you spider. If the results come back and you see the meta info as it should be, then there shouldn't be a problem.
Also, I recommend removing meta keywords. They don't help SEO in any way and can be used by competitors for keyword research.

Duplicated Meta Descriptions on Dynamic Paginated Pages
If the title didn't put you off please read on! 🙂 According to our latest Moz Crawl Report we have circa 700 instances of duplicate Meta Description on pages that are both dynamically created and also paginated, however, I believe that number to be greater! We are unable to manual make changes to these pages (because they are dynamic) and so we need ask our web devs to create a change in how the Meta is created... If I am not making myself clear (and there is a good chance that I'm not!) then here is an example of what I mean; http://www.bolsovercruiseclub.com/cruise-deals/silversea-cruise-deals/ There are 92 pages of cruise deals for this particular operator with the results of each page having the option to sort by 4 categories; Recommended Cruise Price Sail Date Best Value 4 x 92 = 368 instances just for this one operator! The current Meta Desc is; A selection of the best Silversea cruise deals taking in over 800 destinations across all 7 continents. ...which isn't great I know! The problem is how to make each page (in each category) unique If any of you have incurred anything similar and have any kind of solution or recommendation then please respond - I would be most grateful! Where Does Blogging Fit Into SEO
I read an article yesterday that said blogging comes under the heading of social media, which is at the top of the so called SEO pyramid. I have taken this to mean less time should be spent in social media compared to other areas of SEO. Yet content creation was at the bottom of the pyramid (more time allocation here). Isn't blogging part of content creation? I would have thought there is a limit to what can be done for service/product & landing pages. Whereas blogs are a great way to produce more unique content for a website. Any clarification would be appreciated. Thanks - Christina

Mobile SEO
Hi there, My website when searching via mobile is now showing the mobile version of the site in SERPs, well for quite sometime now to be honest, anyway the ranking in mobile are no different to what they are on desktop, is there actually anything I can do to influence my mobile SERPs? 9 times out of 10 it's desktop websites that are ranking about me in mobile search. Technical SEO issue
Hi Everyone, I have encountered a major issue in one of my clients website(kitchen appliance website). This client has 2 main websites (A & B) linked with each other representing 2 different categories of appliances. We are trying to create some brand pages that this store carries. One brand page has been created and when searching for it on SERP, the results found should be under URL A but it is under URL B. I don't know what is going on? Can someone explain me what happened? Would using display:none; to hide a section of text effect SEO negatively?
I have seen several sites that put a div feature at the bottom of a page to hide content. If you click on the button, it will extend the page down and be loaded with paragraphs of text rich with keywords. Does anyone know is this is viewed as a negative with Google?
