Partial Match Penalty Site - Move Portion & Redirect To New Site

So I have a site that currently has a partial match penalty from google, I have been working to get it removed...Bad SEO basically my site was submitted to a bunch of bad blog networks..Hopefully it gets lifted soon as we remove and disavow links.
That said I was planning on moving a portion of my site to a new site since its not really the focus of the site anymore however still pays the bills. I have also have been building it more of a network of sites..So If I do that and 301 redirect the pages I moved, will the penalty carry? On the current site I planned on using Rel no follow to any links that I may change in the header/menus etc..
Some of these pages I believe have the penalty while others dont. I really just dont want to screw anything else up more then it is?
My biggest fear is that its perceived as a blackhat method or something like that? Any thoughts?

As long as you don't 301 penalized pages / websites to a non-penalized site, you shouldn't have anything to worry about.
However, if you are sure your current site has pages penalized instead of a link penalty (which means that incoming links are not being counted, not that your site is penalized), then you shouldn't 301 anything if you are planning to "start over".
There's been reports from people with penalized sites which moved to another domain and they were able to recover. I would only recommend such a move if you are now working only with your previous customers (existing before the penalty). But if you are still gaining search traffic and customers, then you should consider fixing the issues instead of moving.

Be careful with partial moves. I have got stung before by doing it incorrectly.
Essentially what happens is that all the internal links that link to the select pages you move will count as external links for the brand new pages. This could create a large number of backlinks from menu's footer, sidebar, menu links or any other links and give you a penalty on the new site on the next penguin refresh.

Google Penguin penalty is automated or manual?
Hi, I have seen some of our competitors are missing from top SERP and seems to be penalised as per this penalty checker: http://pixelgroove.com/serp/sandbox_checker/. Is this right tool to check penalty? Or any other good tools available? Are these penalties because of recent Penguin update? If so, is this a automated or manual penalty from Google? I don't think all of these tried with black-hat techniques and got penalised. The new penguin update might triggered their back-links causing this penalty. Even we dropped for last 2 weeks. Site Footer Links Used for Keyword Spam
I was on the phone with a proposed web relaunch firm for one of my clients listening to them talk about their deep SEO knowledge. I cannot believe that this wouldn’t be considered black-hat or at least very Spammy in which case a client could be in trouble. On this vendor’s site I notice that they stack the footer site map with about 50 links that are basically keywords they are trying to rank for. But here’s the kicker shown by way of example from one of the themes in the footer: 9 footer links:

Public Sector PR Firms Each link goes to a unique URL that is basically a knock-off of the homepage with a few words or at the most one sentences swapped out to include this footer link keyword phrase, sometimes there is a different title attribute but generally they are a close match to each other. The canonical for each page links back to itself. I simply can’t believe Google doesn’t consider this Spammy. Interested in your view.

Redirect from old domain to a new domain
Hi, assuming i have an old domain that i would like to redirect it to the new domain because the old domain contain good links on it and been ranking for its keywords. Would it be a wise choice? and can i redirect my sub domain into my new one too? for example website1.com/life > website2.com/life and how do i do so? can i do that by hosting the old domain in my new domain hosting and do all those redirect include sub domain redirect?

Infographic submission sites potentially offering paid links....
Good Morning/Afternoon fellow Mozzers, I recently created an infographic and am now looking to get it distributed via as many publications as possible. I discovered some great sites with collections of infographics.However I have discovered a multitude of sites offering to review and feature the infographic, or "express" submissions so the graphic features faster for a price..... links below. http://www.amazinginfographics.com/submit-infographics/ http://infographicjournal.com/submit-infographics/ 2 questions 1. Is this considered as buying links? My instincts say Yes. 2. Some sites offer mix of free and "express" paid submissions. I am still confused about anchor text and penalties
As I understand in order to rank well for the page in google, the page/site has to have a lot of back links that have an anchor text with the keywords that you want to rank for. At the same time if google finds that your anchor text contains kewords that are in your title or h1 tag, it may penalize your site. So what do i do to rank well for my chosen keywords. Lets say I am only interested in keywords San Francisco widget and Oakland widget The title of my webpage says San Francisco | Oakland widget The anchor text that I usually pick is either San Francisco widget or Oakland widget. I also have plenty of links that have anchor text like "website" or "click here" What should I use for my anchor text in my backlinks?
