Content optimisation or Link Building first? Small clients & small budgets

I have come from a large client-side SEO position where I had a small team of online marketers to assist in our SEO efforts. The effect was that we were able to work on link building and onsite optimisation at the same time and obviously give it 100% of our attention (and the website had very high DA and Trust).
I have recently moved to a small agency where I am the sole SEO-Guy and my clients are small. I typically have no more than 8 hours to spend per month on all aspects of SEO (analysis, reporting, link building and content optimisation) per client and I have to strictly adhere to this. To make matters more difficult, these clients typically have weak back-link profiles (low in number and quality and all pointing to the home page) and poorly optimised content (which contributes to low DA & PR).
I went through my first 'monthly process' for a particular client in September and focused my 8 hours on optimising the site content for a particular section of the website. This involved optimising meta titles & descriptions, body content and images for our chosen keywords. I didn't focus on links at all. I published the changes to the site on 23rd September.
When I look at my rankings as of 6th October, one keyword in particular has dropped by 28 places (from 11 to 39) which seems excessive to me. In my mind, the changes I made were small, so this drop concerns me.
The particular URL was ranking in position 11 for a keyword that I subsequently targeted to another (more relevant) page in the site. Both pages have the same MR, PA and links etc. I think I may have effectively cannibalised the keyword and to make matters worse, the new page isn't even in the top 50! Both pages are in the Google Index.
So, this is my longwinded way of asking for your opinion on whether other SEOs in my position would recommend spending time on building the back link profile to strengthen DA and PR of deeper pages before you start making content optimisations (given I am unable to do them at the same time). It's tricky with small clients as they don't necessarily understand how long these things can take.

8 hours per month is going to limit your options a lot! Personally I think it is virtually impossible to do a proper job in that small amount of time, so perhaps client education on the benefits of what you are proposing is in order first? If you can bump it up to 16 hours a month that would give you the option of doing 4 hours a week which will allow you time to plan things better and to reflect on the previous week's actions and possible results. 8 hours a month all on one day is like month 1: analysis, month 2 - content, month 3 - more content, month 4 - more content, a few links maybe... with that kind of timescale both you and your clients are likely to get discouraged long before real results start appearing!
That being said I would definitely look at making sure the content is decent (and optimised) before actively looking for linking opportunities. This will usually involve content creation in addition to on page optimisation (so another 8 hours...or more!). Be realistic about the keywords you are trying to target and go after longer tail and/or local combinations. Only then would I really start looking at links, but be careful! Deep links to these kind of small scale sites to me usually means seo directories and pr releases and they are not going to do you much good. Concentrate on easy wins in term of local business directories, potential links from cooperating businesses and the like.

Competitors black-hat link building?
Hi Mozzers, <a>http://www.alivenetwork.com/ </a>is a close competitor of ours. They're ranking far better than us even though many of our search metrics are the same...except one! links! To give you an idea, we've got a fairly large backlink profile for the industry with quality links.

34,981 links from 276 Root Domains = about 127 links/domain. Alive Network has 1,692,256 links from 705 root domains = about 2400 links/domain. Surely that looks a bit black-hat right there? How to explain to a client that link building doesn't get fast results?
I started doing link building for a client 1 month and a half ago. This includes submitting to free directories, social bookmarking sites and also writing and submitting articles to free article websites. Since I only use free and non-paid websites, it doesn't get approved instantly and many links I submitted are still pending review. Now the client is getting all nervous because he doesn't see a ROI regarding my work! I tried to explain to him that link building is just a piece of the cake and especially using non-instant approval free directories, it can take up to several months for each link to be listed (if listed), so it doesn't have instant results! I'm also trying to convince him that he needs to create more engaging content on his website, and also invest more on social media in order to get non-solicited links. I'm really annoyed with this. Can you SEO guys help me explaining to him why he doesn't see a great ROI with just 1 month and a half of link building and why his website's Moz Rank and Moz Trust decreased and that's normal to happen!? Multiple link building strategy for multiple clients
We deal with about 200 clients for a series of websites. We create a number of articles articles per site per month. A company we used to do link building for the websites it turns out were doing a lot of spinning which has been hard hit by the new penguin update. I'm actually really happy about it as it means we can now do some legitimate SEO on their sites. Any ideas of what the best strategy would be for this amount of sites which we are already creating shareable content for?

Article submissions for link building- what sites do you still use?
Hey Everyone, Long-time SEO'er first time poster here. I've been doing SEO for around 5 years but since starting my company The Search Ninjas last year I've been so bogged down with client work that I feel like I'm starting to fall behind on what's still effective from a link building perspective since all of my clients are local businesses and since we've been focusing so much attention on Google Places. My question is- are there any general article sites that you still use for SEO since the Panda update last year (that you firmly believe still offer "juice"), or do you mainly focus on niche sites and guest-blogging? I'm looking for ideas regarding how to find content submission opportunities for clients for link building purposes. I'm familiar with Ontolo and the Whitespark Link Prospecting Tool in terms of ways to find opportunities (and of course cherrypicking competitors' links using OSE and SEOSpyglass), any other recommendations? Best, George ps clients are in legal niche for the most part if that helps you out, but this is mainly me looking for everyone's general opinion.

How fast is too fast when it comes to link building?
I'm getting ready to start a massive link building campaign. I plan on using a variety of anchor texts, getting links from a variety of sources, and only getting high quality links from relevant sites. My main concern is getting penalized for gaining too many links too quickly. Does anyone have any advice on how fast is too fast? Or how much is too much in a certain amount of time? Thanks!
