How do I use public content without being penalized for duplication?

The NHTSA produces a list of all recalls for automobiles. In their "terms of use" it states that the information can be copied. I want to add that to our site, so there is an up-to-date list for our audience to see. However, I'm just copying and pasting. I'm allowed to according to NHTSA, but google will probably flag it right? Is there a way to do this without being penalized?

My gut says that your idea to keep the content noindexed is best. Even if the content is unique it borders on the area of auto-generated. Now, I might change your mind if there were a lot of users that were actively interacting with most of these pages. If not though, then you'll end up having a large portion of your site consisting of auto-generated content that doesn't seem useful. Plus...it's also possible that other sites are using this information so you would end up having content that is duplicated on other sites too.
I could be wrong, but my gut says not to try to use this content for ranking purposes.

I appreciate the follow up, Marie. Please give me your thoughts on the following idea;
The NHTSA only posts the updates for the past month. If I noindex the page for now (which is what I'm doing) and wait five months, then what would happen? At that point, yes, the current month would be duplicated, but I'd have four months of "unique" content because the NHTSA deletes there's. Plus, I could add pictures of all the automobile, too. Do you think that would be enough to index it?
(I'm most likely going to keep it noindex, because this borders on shady, or at least, I could see google taking it that way, but just as a thought experiment, what do you think?) Or anyone else?

To expand on EGOL's answer, if you are taking someone else's content (even with their permission) and wanting Google to index it then Google can see that you have a large amount of copied content on your site. This can trigger the Panda filter and can cause Google to consider your whole site as low quality.
You can add a noindex tag as EGOL suggested or you could use a canonical tag to show Google who the originator of the content is, but probably the noindex tag is easiest.
There is one other option as well. If you think it is possible that you can add significant value to the content that is being provided then you can still keep it indexed. If you can combine the recall information with other valuable information then that might be ok to index. But, you have to truly be providing value, not just padding the page with words to make it look unique.

I had a bunch of republished articles on my website, done mostly at the request of government agencies and universities. That site got hit in one of the early Panda updates. So, I deleted a lot of that content and to the rest I added this line above the tag
name="robots" content="noindex, follow" />
That tells google not to index the page but to follow the links and allow pagerank to flow through. My site recovered a few weeks later.

Same product in different categories and duplicate content issues
Hi,I have some questions related to duplicate content on e-commerce websites. 1)If a single product goes to multiple categories (eg. Removing duplicate content
Due to URL changes and parameters on our ecommerce sites, we have a massive amount of duplicate pages indexed by google, sometimes up to 5 duplicate pages with different URLs. 1. We've instituted canonical tags site wide. 2. We are using the parameters function in Webmaster Tools. 3. We are using 301 redirects on all of the obsolete URLs 4. I have had many of the pages fetched so that Google can see and index the 301s and canonicals. 5. I created HTML sitemaps with the duplicate URLs, and had Google fetch and index the sitemap so that the dupes would get crawled and deindexed. None of these seems to be terribly effective. Google is indexing pages with parameters in spite of the parameter (clicksource) being called out in GWT. Pages with obsolete URLs are indexed in spite of them having 301 redirects. Google also appears to be ignoring many of our canonical tags as well, despite the pages being identical. Any ideas on how to clean up the mess?

URLs: Removing duplicate pages using anchor?
I've been working on removing duplicate content on our website. There are tons of pages created based on size but the content is the same. The solution was to create a page with 90% static content and 10% dynamic, that changed depending on the "size" Users can select the size from a dropdown box. So instead of 10 URLs, I now have one URL. Users can access a specific size by adding an anchor to the end of the URL (?f=suze1, ?f=size2) For e.g: Old URLs. www.example.com/product-alpha-size1 www.example.com/product-alpha-size2 www.example.com/product-alpha-size3 www.example.com/product-alpha-size4 www.example.com/product-alpha-size5 New URLs www.example.com/product-alpha-size1 www.example.com/product-alpha-size1?f=size2 www.example.com/product-alpha-size1?f=size3 www.example.com/product-alpha-size1?f=size4 www.example.com/product-alpha-size1?f=size5 Do search engines read the anchor or drop them? Will the rank juice be transfered to just www.example.com/product-alpha-size1?

Duplicate page content errors stemming from CMS
Hello! We've recently relaunched (and completely restructured) our website. All looks well except for some duplicate content issues. Our internal CMS (custom) adds a /content/ to each page. Our development team has also set-up URLs to work without /content/. Is there a way I can tell Google that these are the same pages. I looked into the parameters tool, but that seemed more in-line with ecommerce and the like. Am I missing anything else?

Duplicate Content www vs. non-www and best practices
I have a customer who had prior help on his website and I noticed a 301 redirect in his .htaccess Rule for duplicate content removal : www.domain.com vs domain.com RewriteCond %{HTTP_HOST} ^MY-CUSTOMER-SITE.com [NC]

RewriteRule (.*) http://www.MY-CUSTOMER-SITE.com/$1 [R=301,L,NC] The result of this rule is that i type MY-CUSTOMER-SITE.com in the browser and it redirects to www.MY-CUSTOMER-SITE.com I wonder if this is causing issues in SERPS. If I have some inbound links pointing to www.MY-CUSTOMER-SITE.com and some pointing to MY-CUSTOMER-SITE.com, I would think that this rewrite isn't necessary as it would seem that Googlebot is smart enough to know that these aren't two sites. -----Can you comment on whether this is a best practice for all domains?
-----I've run a report for backlinks. If my thought is true that there are some pointing to www.www.MY-CUSTOMER-SITE.com and some to the www.MY-CUSTOMER-SITE.com, is there any value in addressing this?0 -
Should you use a canonical tag on translated content in a multi-language country?
A customer of ours has a website in Belgium. There two main languages in Belgium: Dutch and French.

At first there was only a Dutch version with a .be extension. Right now they are implementing the French Belgium version on the URL website.be/fr. All of the content and comments will be translated. Also the URL’s will change from Dutch to French, so you've got two URL’s with the same content but in another language. Question: Should you use a canonical tag on translated content in a multi-language country? I think Google will understand this is just for the usability for a Multilanguage country. Google consolidating link juice on duplicate content pages
I've observed some strange findings on a website I am diagnosing and it has led me to a possible theory that seems to fly in the face of a lot of thinking: My theory is:

When google see's several duplicate content pages on a website, and decides to just show one version of the page, it at the same time agrigates the link juice pointing to all the duplicate pages, and ranks the 1 duplicate content page it decides to show as if all the link juice pointing to the duplicate versions were pointing to the 1 version. EG
Link X -> Duplicate Page A
Link Y -> Duplicate Page B Google decides Duplicate Page A is the one that is most important and applies the following formula to decide its rank. Link X + Link Y (Minus some dampening factor) -> Page A I came up with the idea after I seem to have reverse engineered this - IE the website I was trying to sort out for a client had this duplicate content, issue, so we decided to put unique content on Page A and Page B (not just one page like this but many). Bizarrely after about a week, all the Page A's dropped in rankings - indicating a possibility that the old link consolidation, may have been re-correctly associated with the two pages, so now Page A would only be getting Link Value X. Has anyone got any test/analysis to support or refute this??0 -
Do sites with a small number of content pages get penalized by Google?
If my site has just five content pages, instead of 25 or 50, then will it get penalized by Google for a given moderately competitive keyword?
