How to choose the best canonical URL

In a duplicate content situation, and assuming that both rel=canonical and a 301 redirect pass link equity (I know there is still some speculation on this), how should you choose the "best" version of the URL to establish as the redirect target or authoritative URL?
For example, we have a series of duplicate pages on our site. Typically we choose the "cleanest" or shortest non-trailing-slash version of the URL as the canonical, but what if those pages are already established and have varying page authority/backlink profiles? The URLs are:
example.com/stores/locate/index?parameters=tags - PA = 54, Inbound Links = 259
example.com/stores/locate/index - PA = 60, Inbound Links = 302
example.com/stores/ - This is the version that currently ranks. PA = 42, Inbound Links = 3
example.com/stores - PA = 40, Inbound Links = 8
This might not really even matter, but in the interests of conserving as much SEO value as possible, which would you choose as either the 301 redirect target and/or the canonical version? My gut is to go with the URL that's already ranking (example.com/stores/) but curious if PA, backlinks, and trailing slashes should be considered also.
We of course would not 301 the URL with the tracking parameters.

I like to keep the canonical neat so it looks better in the serps so as to encourage future users to click on it (people like clean, readable URLs), so I try not to use unnecessarily complex URLs. I have had very good luck in canonicalizing messy URLs with decent authority to new, completely non-ranking but clean, URLs and not only keeping but growing page authority.
And I have a fairly large site which is crawled regularly so I do value consistency--whichever page is set as the canonical will eventually become the ranking page, so current rank is not the biggest issue to me. In the long run, consistency will make your life (and the life of anyone who follows you in your present position) easier. (That being said, it wouldn't hurt anything if you prefer to use what is currently ranking.)

Thanks Linda! With regards to the trailing slash, typically we do set the non-trailing slash version as the canonical version across our site. So in this case, would you recommend that we stick with the non-trailing slash version for consistency's sake, even if it seems like it has lower SEO value?
Or would you go with the trailing slash version since it's the one currently ranking, and seems to have the more value; or even the longer URL with the highest PA/backlinks?

In general, you will get the most links to a page via whatever URL is easiest for the linker to grab, so often it is not the prettiest, with parameters and such. But you really don't want that showing up in the serps, so don't use that as a canonical.
As far as the trailing slash/no slash issue, most people will use the no slash version if they are choosing how to add a link, even when the slash version would be more correct (as in your example) so you would also expect to see more links there.
But you mention that the slash version is the ranking version in your example. Is this mostly true throughout the site? (Maybe it is a Wordpress site that ends everything with slashes?) Then I'd stick with that. (I myself use the rule you first mentioned, the cleanest, non-slash version, but my site doesn't use trailing forward slashes.)
Do keep it consistent though. It would be a pain to always be checking pages to see what the canonical should be. The amount of SEO value you might lose is minimal.

Moz Crawl Report more urls?
Hi. I have used Moz Crawl Test and get my 3,000 urls crawled no issue. However, my site has more than that, is it possible to crawl the entire website? Alot of the crawl urls in the Moz test are search string urls and filters so Ive probably wasted about 2,500 urls on filter urls. Any advise or alternative software that wont cost a fortune?

Crawlers reporting upper case letter url versions although these have been 301'd to lower case !?
Hi I have a client e-com site who's dev platform is on a windows server Their product pages have been auto-named after the product title, with the first letter in each word being upper case, which has hence translated to the URL having upper cases instances too. I asked them to set up 301 redirects for all url's that had upper case instances to lower case versions, which they say they have done. However I'm still seeing url's with upper case instances showing up in webmaster tools and moz crawl reports but when I copy & paste them into a browser they do redirect to, & resolve in, the lower case version. Its also upper case versions reported in the Google cache! So how come webmaster tools & Moz etc are reporting the upper case versions, surely if redirected it should be the lower case versions All Best Dan

Which kind of backlink is best for SEO
After complete the jobs of keywords, it may worth to spend more time for building up more backlinks to enhance the SEO, so do you have any suggestion about which kind of backlink is best to build? as I know now, the backlinks are classified to be: 1. profile article, 2. book mark, 3. signature, 4. wiki article, 5. blog comment etc. I am very new for SEO, so it's welcome to give me any suggestion or comment for my opinion as above. What is the best ranking checker solution for 100's of sites
Hello, We used IBP for over 2 years and it worked great. We were able to schedule every clients site to auto run and email our clients. Now IBP is terrible due to Google's new updates. We are looking for something cost effective since we have 100's of websites we check on a weekly basis. We are either looking for a great software that uses proxies to check, or a service that offers unlimited sites and is cheap per month. We have searched for many, however there are so many that we aren't sure what is good and what isn't. We tried Jonathan Ledgers new one and it's not good, we looked into Web CEO and it's per amount of websites which is expensive. We tried cute rank tracker which is free and added proxies and it doesn't work, it lags out and doesn't even track ranks properly. It wouldn't hurt if it had a built in report analysis of the website as well. So whats a good one?

What is the best Dev company to use to make a white label SEO Dashboard
If anyone knows of a design someone has built, or if you know of one that we can purchase and customize ourselves that would be an option too. I am looking to have a company build us a white label SEO dashboard that integrates SEOMOZ api and SEMRUSH api. I also like majesticSEO api for the lost links only, the rest of majesticSEO I don't really care about I like SEOMOZ much better hence why I am here. I need the following 1. Crawler reporting incorrect URLs, resulting in false errors...
The SEOmoz crawler is showing 236 Duplicate Page Titles. When I go in to see what page titles are duplicated I see that the URLs in question are incorrect and read "/about/about/..." instead of just "/about/" The shown page duplicates are the result of the crawler is ending up on the "Page not found" page. Could it be the result of using relative links on the site? Anything I can do to remedy? Thanks for your help! -Frank
