Stuck on page 2

I had a site that was ranking for hundreds of keywords, I got hit with a link penalty, got the link penalty removed by creating disavow file, reconsideration request.
Last couple of months my site is stuck on page 2 and won't seem to move up.
Thoughts?

Follow is better than nofollow but both are good. What's more important is the relevance and authority of the site you are getting your link from.
Links should point to the most relevant page on your site given the context of the link. In general, a majority of your links should be pointing at your homepage with your brand name.

What have you been doing the past couple of months? Disavowing a lot of links won't bring back the authority you used to have before you were hit with the penalty, so don't expect to bounce back to your old rankings.
Here is what you should be doing:
- Create additional high quality, unique, topic relevant content that uses authoritative sources and displays the information in a way that is easy to understand and easy to share.
- Find outlets that would be interested in the new high quality content and politely present them with it in a way that would give them value.
- Rinse and repeat
Do that for a few months and let me know if you are still stuck.

I was looking at the website peak7.org and there are links on the homepage that rotate at the bottom. Do such links have SEO value even though they are not static text links? Are they still counted as links by Google if they are in that rotating carousel?

Has anyone seen a recent drop in Page Authority?
We have seen a sizeable drop in Page Authority for three of our key category pages over the last one week.The total number of linking root domains has increased for all the three pages. We have disavowed a few spammy links but we doubt that would cause a drop in page authority. The domain authority is unchanged.Is there any way we could figure out the cause of the drop? Do the bots crawl the top of the page first - directory listing question
Hi all, I've purchased a link from a good PR4 website, but they added my link to the bottom of a lengthy page. They offered to up-sell me to get to the top of the page, where I'll be 10 or 12 links down. One of my direct competitors is at the top, so I'm happy with the directory choice (they spank me in rankings). The only reason I'm on this directory is to purely capture link juice. So knowing all of that, my question is, should I go ahead and pay to be on the top, assuming that Google bots crawl a page from the top down? It's important to me for the bot to log this link quickly. Or is paying to be at the top pointless, because the bot will just as quickly crawl to the bottom of the page and pick up the link anyway? Which page should my backlink lead to?
I used Keyword A for Page A, and Keyword B for Page B. Now Page B ranks on the first page in Keyword A. When I create backlinkS with Keyword A, should I link to Page A or Page B?

How to handle bad DoFollow links to pages on my site that no longer exist
I briefly had a forum on one of my sites, but after getting inundated with spam I decided to remove it for the time being. During the brief time it was up, most of the spammers were stopped from registering, but a few managed to get through and posted tons of links to their prescription drug sites. These posts were deleted almost instantly, but the spammers also created DoFollow backlinks on high authority community sites like ning. The forum posts they linked to were deleted immediately, so the links never went anywhere and the forum has been deleted entirely for a few months now. When clicked, the spam backlinks now bring someone to a "Sorry, that page doesn’t exist" page on my site. My site suffered a bit in the last Panda update and it made me look through my backlink profile, finding lots of these links - even though the pages on my site are long gone, could these links be hurting my site? Can a DoFollow link to a site help or hurt the main domain, even if the actual page it's linking to is deleted?

Do Local Listings like Yellow Pages and yelp count for backlinks??
I am wondering if adding your company with url on a local listing like yellowpages.com, yelp.com, merchantCircle.com, etc. actually counts as a "backlink"? I'm thinking it is not considered a link because I have never seen one listing in Open site explorer, either that, or it is considered a backlink, just not one important enough for open site explorer to show it. Does anyone know for sure??

How many links with page authority to beat competition if we already score 62
How many links with page authority do I need to beat or get closer to competitor with page score 78 and domain authority score 72, if we already score 68 on page and 62 domain authority. This is in one of many beauty product markets. I ask because there is a company offering me for $80 each 10 links with higher than 70 page score (up to 80) and higher than 74 domain score (up to 86). All the other factors: number of links and social are almost the same for our website and the competitor's
