How to target a site to only specific US states?

Hey Guys,
Does anyone have experience or can point me to the right documentation about geo targeting possibilities for specific states in the US or specific areas in the world.
Local SEO does not apply in my case, since my website is not a business nor have a physical address.
My website offers information that is only relevant for specific states in the US, how can I leverage my I optimisation to gain more exposure in those specific states?

Thanks Jeff and Andy,
We are already building compelling content focused in those specific states. I was also wondering if there is anything in the technical side to leverage position, but local SEO and schema doesnt really apply to us, since it is usually based on a physical address which we dont have it.
Building a landing pages targeting the state would be an option but we do want the user to arrive in the homepage which is not really geo targeted.
Ill try a few thing for the next few weeks and I would be happy to share some results.

When I first read your question, I though that perhaps you might have wanted to personalize content or redirect people based on their geographic location. I've done that before using geo-location information, and the results have been very successful.
But it looks like you want to have a site that will reach people in a specific geographic region. In that case, I agree with Andy (above). You'll need to build pages of content that discuss that region.
For example, your business may be located in Florida, but you may be trying to reach people in Indiana. If that's the case, you don't necessarily need to have a local business address.
Instead, you need to create compelling content that addresses the needs of people in that area.
Let's say that you have a solar power system that you want to sell to people in Indiana, because there are amazing tax subsidies that give the end user 85% savings on an expensive installation. In that case, I'd create content, images, video and more that discuss how the subsidy works, why it's ideal for people in Indiana, and all of that...

Should I mention locations in service-specific landing pages?
I'm writing new landing page copy for a client in the HVAC industry. The client has one office, but its service area includes several cities in a metropolitan area. I'm writing two types of pages: Service-specific landing pages (e.g. "Air Conditioner Repair," "Furnace Inspections") Location-specific pages (e.g. "Dallas Heating & Air Services," "Plano Heating & Air Services") My question is whether I should also include specific locations within the service-specific pages if I'm already doing the location-specific pages as well. For example, would it make sense to do a page on AC repair with title/H1 elements like "Dallas Air Conditioner Repair Service" or "Air Conditioner Repair in Plano and Dallas" in light of the fact that there will already be 10-12 location-specific pages? My preference is to NOT include location-specific stuff in the service landing pages except for maybe a passing reference to something like "...need HVAC services for your Dallas-area home" or similar. It just seems more natural that way. Thoughts?

Collapsing Location-Specific Subdomains
My client has 24 separate subdomains for its nationwide business, one for each specific location. Much of the content is very similar, as the site serves as a lead-generator for rental reservations. After years of suggesting the approach of using one domain, we have finally gotten the client onboard to eliminating the subdomains and maintaining a subdirectory/page approach for location-specific content and allowing universal content to live at the root domain. I've been looking for any case studies that have any watch-outs or demonstrated benefits when collapsing domestic subdomains (phoenix.client.com; albuquerque.client.com, etc.) into the root, and have been fairly unsuccessful so far. We will be setting up a rigorous 301 redirect tree to ensure we retain as much link juice as possible from any existing subdomain-specific inbound links. Any advice/guidance to help set expectations of what will shake down from this change? It feels like we should see increased domain authority and less cannibalization, as the client ranks nationally for important broad-level keywords, with significantly higher DA at the root level than any tracked competitors, but I'm a little nervous about how localized search results will be affected. For a generic domain say www.purplecola.com where the company is based in India (IP address there too), how should they best optimize for US search traffic?
Let's just say that they want to target the US market. Should they add a US based IP address? Would love to hear insight from people who have managed this, experienced this or have expertise. Obviously, a US based physical address would help. Thanks!! Chris

Changing the sites root folder
Hi am in the process of developing my new site domainname.com/devs/ but my current site is still on www.domainname.com/ When the time comes to launch the new site (in devs folder) I want to change the main root folder to this devs folder. Is there a correct system to do this with as little pain as possible. I know I will need to go through all of my pages and make sure they are 301 redirected to the new folder, but not sure what the correct way to tackle the domain name root folder change. Combining sites. But what domain to use?
So we currently have two websites: www.thephotoboothguys.co.uk and www.thephotoboothguys.com.au We're redeveloping our sites, and combining them to have just a singular website (and then sub sections for each country / location). Unfortunately we can not get the .com of our domain, nor the _.net _And I really can't find a .com that i think will work (for lack of availability, or just because the domain name would not be succinct enough). So, I also have registered - www.photobooth.gy and www.thephotoboothguys.co

My question ultimately is - is it a bad idea to use a .gy or .co as my main domain - especially when we dont operate in either Guyana or Columbia - but, assuming that the content and structure of the website make it clear what countries and locations we do operate in. Need advice on direction to go with site
I am taking over this site and redoing it all over. I believe that google may have penalized the site because the site doesn't show up in the SERPS, but will show under a google search (site:prosplumbingsanjoseca.com). I am just asking for your opinions on what I should do to correct the issues with this site and get back into the SERPS.
