Can you have an SSL cert but still have http?

I was under the impression that if you got an SSL cert for your site that the site would change to https. I ran this site: http://thekinigroup.com/ through an SSL checker and it said it had one...but it's http.
1. Why didn't it change to https? Is there an extra step there that needs to be done?
2. Is there a reason someone would choose to get an SSL cert, but not have https?

Absolutely! Yeah I'm just not sold on...
A) The amount of work it would take to transition each site
B) The risk of something going wrong
C) The actual ranking benefit/advantage it would actually produce
D) The value of it for our users
And for that reason... I'm out! lol

We have several eCommerce sites that only have the SSL on pages that "need" to be secured like the checkout pages, etc. I am not totally buying into all the SEO value of the HTTPS just yet. And honestly doubt I ever will.
IMHO I don't feel that all pages of a site "NEED" to be secured. To me it just doesn't make sense and we have plenty of sites that are ranking #1 for competitive terms that only use the SSL on checkout. Hope this helps!!!

They could have the SSL for transactions. It was very common a few years ago (and many sites still do this) to have a site be http: and then once you start into their transaction funnel (such as a purchase) to switch over to https:

What if my developers tell me they can only handle a certain amount of 301 redirects?
We recently launched a new site and I felt the need to redirect all of our old site URLs to the new site URLs. Our developers told me they would only be able to do about 1000 before it starts to bog down the site. Has anyone else came across this before? On top of that, with our new site structure, whenever our content team changes a title (which is more often than i had hoped), the URL changes. This means I'm finding i have many other redirects I need to put in place, but cant at the moment. Advice please??

For an image which is in the CSS and not the HTML, can you add an alt tag?
I would like to improve SEO on a page with three big images, which are currently hosted in the CSS. The sample I am working with is at http://xquisitevents.com/about-us/ and I put my cursor over the big picture of the wedding dress with bouquet, I inspected the element and saw this code in a div tag: #upperleft { background-image:url(images/AboutTopLeft.jpg); Can I add an alt tag to the CSS somehow, or can I have it added to the HTML? I would imagine it's not all that easy to rank on 1st page ( not going for 1st position here ) for https://www.google.com.au/search?q=credi+cards. I am looking at the AU market. For some reason which I can't figure out Everyday Money Credit Card ( https://www.woolworthsmoney.com.au/ ) ranks number 4. The home page redirect to https://www.woolworthsmoney.com.au/wowm/wps/wcm/connect/wowmoney/wowmoney/home/home/ Why have your homepage in this format ? I would love to hear any theories you guys might have. It does not look like they have a strong link profile , I could not figure out how old the domain was or what other possible reason there is for the site to rank .

Can you recommend a Web Developer who specializes in SEO?
We are an e-commerce site, http://www.ccisolutions.com running on an obscure Web store coded for us by a small company called Assist, located in Utah. We believe we have numerous problems with our code that are negatively impacting our SEO. How can I get a listing of just the URLs that are indexed in Google
I know I can use the site: query to see all the pages I have indexed in Google, but I need a listing of just the URLs. We are doing a site re-platform and I want to make sure every URL in Google has a 301. Is there an easy way to just see the URLs that Google has indexed for a domain?
