I am looking for information on how to develop a link building strategy...
I am wondering if its a good to go through a list of directory sites ( which I do not currently have)...
Does anyone have a list?
Do people set targets for the amount of links they wish to get?.

Thanks for your response. The list I have have been given above has good quality moz stats for most of the domains. I would not consider that a spammy list.
I read the guide to link building and found it hard to relate to. I am a little confused with this whole link building subject

Highly recommend against using lists like these. They are likely low-quality, bad, or spammy places to put links. This is exactly how sites get hit with Penguin penalties.

We highly recommend against lists of sites to put links on. They are typically of bad or spammy quality. And Google gives out penalties for bad links.

Quickest way to build links?
I'm in furniture e-commerce. I'm not new to e-commerce but I am new to SEO as I used to just hire everything out. What is the quickest way to build or should I say earn links? So far I've just been contacting bloggers and I've built about 4 links through guest posts in the past month. The problem is I can't tell if this is good or bad. I also contacted a niche directory and they liked my content so they are going to include my website in their directory for free next week. Should I continue doing what I'm doing? When pitching a whitepaper as Push Content for Link Building, is it ok to give the person I'm pitching a link to a landing page with a form on it?
When pitching a whitepaper as Push Content for Link Building (i.e. pushing out content that my client has created), is it ok to give the person I'm pitching a link to a landing page with a form on it? Or should I create a landing page with the whitepaper included on it? I’m not sure if the client will be ok with this b/c I know they use the whitepaper for sales purposes to gain leads. For example, my pitch email would include a line such as this, "the whitepaper can be found at LINK and I'd love if you could share it with your readers." I think it may be weird/a little wrong to ask a webmaster to include a link on his site to a landing page with a form to get the whitepaper. Does this make sense? What have others done with whitepapers as Push Content for link building?

Frequency of Manual Link Building Monitoring
Hey Moz! We're in the middle of performing a link remediation campaign, and had a question regarding new links. We do not acquire any links through methods that break Google's guidelines, but we recently discovered a suspicious link to our website that happened organically. Feedback on linking strategy
The amount of requests I get for links is mind numbing. Yet few respond to my request for blog submissions. What is going on?? People want links yet they dont want to write - its not that hard! Rather than ignore all these requests for links i have decided to write the articles for anyone who now requests a link on my website (providing I like the site and its related to my niche area). I charge £9.99 to cover my admin (It will need to go up). I do not want any links back I just want inspiration to write and unique content for my website. So these are my questions to link builders - what do you think? Would you be interested now all the hard work has gone? SEO experts - is this risking my overall site strength?
