How can a website have multiple pages of duplicate content - still rank?

Can you have a website with multiple pages of the exact same copy, (being different locations of a franchise business), and still be able to rank for each individual franchise? Is that possible?

No it's not possible.
Let's say you have http://foo.com/a and http://bar.com/b and both have the exact same content, google will choose one, index it, and forget about the other.
Let's say you have 1000 pages on both foo.com and bar.com exactly the same 1000 pages, google will analyze each page one by one, and choose one version for the index, and forget about the other, depending on a variety of factors (like the domain itself and backlink profile) will pick some pages from foo.com and some from bar.com, but you will still have only 1000 pages in the index.
How much of the content of each page you need to change to differentiate is unknown since no one knows the code of google algo.
You can try with guess and test, you change something and you see what happen monitoring changes in the indexing of the edited pages.

It is pretty well known duplicate content is not a "good thing" but it doesn't mean it will hurt you directly. Google rarely will penalize a site for duplicate content REF: Matt Cutts
It does however make ranking a specific page harder when you're competing with yourself. Most SEO tools will warn you about each case of duplicate content it finds which can also be annoying.
In the best case scenario you may rank multiple pages for longer tailed keywords for example.. something like
Main Keyword: Gourmet Shopping
Tails: Dayton Ohio, Tampa Florida, Los Angles California, Topeka KansasIn such case you may would rank 1 of those pages over the other for Gourmet Shopping however if there was enough specific location specific content you may find other pages ranking well in those city state type searches.

If you have unique content on the actual franchise page (location etc.), the underlying pages could be duplicate content but use canonicals to point to the original content.
So you need at least one page per franchise to be unique (and use the proper markup if applicable).

Is it impossible to write unique content for these pages? Even a small amount of unique content on top of the exact same copy would be beneficial.

Penalty for duplicate content on the same website?
Is it possible to get a penalty for duplicate content on the same website? I have a old custom-built site with a large number of filters that are pre-generated for speed. Basically the only difference is the meta title and H1 tag, with a few text differences here and there. Obviously I could no-follow all the filter links but it would take an enormous amount of work. The site is performing well in the search. I'm trying to decide whether if there is a risk of a penalty, if not I'm loath to do anything in case it causes other issues.

Silly Question still - Because I am paying high to google adwords is it possible google can't rank me high in organic?
Hello All, My ecommerce site gone in penalty more than 3 years before and within 3 months I got message from google penalty removed. Since then till date my organic ranking is very worst. In this 3 years I improved my site onpage very great. If I compare my site with all other competitors who are ranking in top 10 then my onpage that includes all schema, reviews, sitemap, header tags, meta's etc, social media, site structure, most imp speed, google page speed insight score, pingdom, w3c errors, alexa rank, global rank, UI, offers, design, content, code to text raito, engagement rate, page views, time on site etc all my sites always good compare to competitors. They also have few backlinks I do have few backlinks only. I am doing very high google adwords and my conversion rate is very very good. But do you think because I am paying since last 3 year high to google because of that google have some setting or strategy that those who perform well in adwords so not to bring up in organic? Is it possible I can talk with google on this? If yes then what will be the medium of conversation? Pls give some valuable inputs I am performing very much in paid so user end site is very very well. Duplicate content issue
Hello! We have a lot of duplicate content issues on our website. Most of the pages with these issues are dictionary pages (about 1200 of them). They're not exactly duplicate, but they contain a different word with a translation, picture and audio pronunciation (example http://anglu24.lt/zodynas/a-suitcase-lagaminas). What's the better way of solving this? We probably shouldn't disallow dictionary pages in robots.txt, right? Thanks!

Client rebranded with a new website but can't migrate now defunct franchise website to new website.
Hi everyone, My client is a chain of franchised restaurants with a local domain website named after the franchise. The franchise exited the market while the client stayed and built its own brand with a separate website. The franchise website (which is extremely popular) will be shut down soon but the client will not be able to redirect the franchise website to the new website for legal reasons. What can I do to ensure that we start ranking immediately for the franchise keyphrase as soon as the franchise website is shutdown. Duplicate Content Question
My client's website is for an organization that is part of a larger organization - which has it's own website. We were given permission to use content from the larger organization's site on my client's redesigned site. The SEs will deem this as duplicate content, right? I can "re-write" the content for the new site, but it will still be closely based on the original content from the larger organization's site, due to the scientific/medical nature of the subject material. Is there a way around this dilemma so I do not get penalized? Thanks!
