How to improve ranking of deep pages?

While this may sound like an obvious or stupid question at first...let me explain...
We are an e-commerce website which sells one type of item nationally; for sake of an example which is similar to us, you can think of an e-commerce site that sells movie theater tickets in cities and towns across the country. Our home page ranks very well for the appropriate keywords as well as some of our state and city pages rank very well for local searches.
However, while some state and city pages rank well for their respective local searches, others have a low page rank with some not even in the top 50 for their respective keywords.
My question is that we aren't clear why some pages will rank well while others wont when the competition looks similar for those local searches. And in today's Panda/Penguin era we are unsure of how to get more of these state/city pages ranking better?
For the record, we are quite strict about on-page SEO, 99% of our 5600 pages are crawled & we have minimum SEO errors from the SEOMoz crawls.
Can anyone provide some feedback & thoughts?

I find it really odd that a question like this has gotten no answers...is my question that difficult...or does no one have issues getting deep pages to rank well...or is my question really that silly?

Will Regularly Adding New Blog Posts Improve Ranking?
We have added very little new website content in the last year. Our domain is www.metro-manhattan.com. Would adding a brand-new blog post once a week help improve our ranking in Google? Improvement in Page Speed worth Compromise on HTML Validation?
Our developer has improved page speed, particularly for Mobile. However the price for this improvement has been a HTML validation error that cannot be removed without compromising on the page load speed. Is the improvement in speed worth the living with the validation error? The concern is paying a high SEO price for this "fatal error". Or perhaps this error is in fact not serious? 980 links from 75 domains and Graded "A" on Moz Page Grader-- still not ranking for our term. Thoughts?
A few additional interesting details: A blog post we wrote with the same keyword ranks 8, but this page does not crack the top 20. Crazy competitive term-- top SERP are from HBR, Entrepreneur and Inc. We use Instapage as landing page builder-- could this effect our rankings? URL is not a subdomain Pretty stumped over here. Is it normal to initially rank low in the SERPs, then over time gain rank?
We just released a very targeted page for a specific item about 18 hours ago. For the main keyword as well as multiple variations, we currently are ranking around # 40 to # 50 depending on what the exact query is. Is it normal to initially rank lower in the SERPs and then as the page ages, gain? Thank you for your insights!

Can too many "noindex" pages compared to "index" pages be a problem?
Hello, I have a question for you: our website virtualsheetmusic.com includes thousands of product pages, and due to Panda penalties in the past, we have no-indexed most of the product pages hoping in a sort of recovery (not yet seen though!). So, currently we have about 4,000 "index" page compared to about 80,000 "noindex" pages. Now, we plan to add additional 100,000 new product pages from a new publisher to offer our customers more music choice, and these new pages will still be marked as "noindex, follow". At the end of the integration process, we will end up having something like 180,000 "noindex, follow" pages compared to about 4,000 "index, follow" pages. Here is my question: can this huge discrepancy between 180,000 "noindex" pages and 4,000 "index" pages be a problem? Can this kind of scenario have or cause any negative effect on our current natural SEs profile? or is this something that doesn't actually matter? Any thoughts on this issue are very welcome. Best way to improve page rank
I notice many small business sites seems to have a page rank of 3,4, or 5 which don't appear to be doing a great deal of SEO on their websites. i.e these are very basic sites with a little static content that rarely changes, no blogs or particular links. Does having a high page rank still mean your will achieve better search engine positions? whats the best way to improve page rank for small business sites? thanks

Will ranking be improved or hurt by changing 1/5 of part numbers to key words
Note: I bold major content for your quick skim for your convenience. Does this help you decide if its a fit for your response? My site has been devastated by the Panda or unknown reasons so I need to think outside the box. I distribute industrial products with average brand recognition. I only have about 5 competitors selling this same brand. My other brand competitors are billion dollar companies that pay a lot for PPC and have sites with 10 times the product offering. Since my brand recognition is not as important as the function.I'm thinking about changing the part numbers to reflect function. This will affect about 1/5of the parts ( about 500 out of 3,000 parts) . My concern is will ranking be hurt or helped by changing these parts with these strong keywords in front of the part for such a high % of the site. The strong keywords cost $10 for a chance at a $200 sale with repeat business. Example: Current part is: 10-10 Black Plastic; which is a Big Red Truck with my brand part # as 10-10 and comes in different colors of plastic. . Keyword is Big Red Truck. I would like to put my manufactures brand in the description. My same brand competitors sell 10,000 parts and my logic is that if I have the brand in 1/5 of my parts ranking would be improved because of the % of brand per the site versus my same brand competitors.. So I would change the part # to : **Brand 10-10-Black Plastic Big Red Truck ** In conversation I would state the part as: Brand: 18 characters, Part #: 8, Material:12, Keyword: 27 If the keyword should be first I could change to: K,B P,M. Which is recommended?

Well Ranked National Site - Need Local Rankings
We are a virtual company doing business in 30 states nationwide. All our business is done via the phone, fax, email and express mail. Back in 2008 I optimized our small 8 page website for our key terms and was able to rank the site #1 nationally for our main keywords. (I did a 6 month consulting gig for the company). The site remained #1 in Google until last year when some serious competitors entered the space and knocked us down to the middle of page one. Then with the Panda update #1 & #2 we have seen our traffic drop 50% mostly due to not receiving the City + Keywords rankings any more. I have now been hired full time to bring us back but my question is this Do I need to build out city specific pages on the existing website? Do I need to buy keyword specific domains and create microsites? Do a combination of both? I would love to do both but I have to prioritize my efforts. Any thoughts would be great.
