Copy/pasting the article from another website and referencing correctly not to get penalized

Hi all
I am looking at copy/pasting an article from another website which is very relevant to my business, is there a standard practise/best practise for SEO to do this and ensure Google doesn't think i am plagerizing content etc.. Link to source down the bottom? Using Quotations... making a page noindex or no follow etc?

rel=canonical is a good alternative to noindex. Both will prevent the article on your site from going into the index of Google or other search engines who honor rel=canonical. From what I have seen, noindex works quicker.
The advantage of rel=canonical is that much of the link value of the article with the rel=canonical will be transferred to the specified source article. I have used it on content that I own and have published on two domains. The copy that receives the benefit of rel=canonical ranks better than expected.

If the article is public domain then there is no legal problem with republishing it verbatim with attribution.
If you have written a unique summary of substantive length of a public domain article then there is no need to noindex, worry about duplicate content, or a potential Panda problem. That is best practice for reuse of public domain.

What is your opinion of doing everything you said but, skipping the no-index and pointing the canonical at the original publishers site?

Thanks for that, I've done my own summary of the article and how it relates to my business.
Just to be more specific so I know for future reference, the article is from an Australian Government body and a non profit organization who's goal is for this to be seen by as many people as possible, is this possibly the exception to the rule of contacting for permission?

The best practice is to contact the author of the content and obtain permission. That is the legal way to do it. Otherwise you are committing copyright infringement which can land you in court. If the owner files a DMCA with google (millions of pages get a DMCA each month) your page will be removed from the SERPs. If you get a few DMCAs filed against you, it is possible that your whole site will be removed from the SERPs.
If you start republishing a lot of articles, even with permission, without setting them to noindex, then google will see your site as a duplicate content site and will either filter your site from the SERPs or hit you with a Panda problem.
Even better practice is to write unique content for your website. Then nobody is going to take you to court, nobody will file DMCA, google will not filter you, and google will not Panda you. If you can do that repeatedly with excellent content that visitors love then you will be in a position to make buckets of money.

Enhancing SEO Between WordPress Blog and Company Website
My company has recently launched a new and improved website within the last couple months. Unfortunately, the web developers that we'd hired to build and create the site work very little with SEO, thus leaving me in the dark on where to direct any questions regarding the optimization of our web content. Along with the new website design, we've also rolled out a WordPress blog related to our firm. We do have the blog embedded onto a page of our website, and clicking on any title will redirect the viewer to our WordPress blog, hosted separately from our website. My question is this--how do you suggest I drive viewers from our blog to our website, rather than vice versa? Are there any applications, widgets, etc that you could recommend that would help me better associate the blog with our company? Any advice would help. Thanks!

Re-code website and start from scratch?
Hi Community, one of my sites was affected by panda penguin and then EMD updates last year. All our google 1st page rankings were lost and we have spent the last few months trying to recover the situation. Changed content, meta tags, meta titles, disavowed links, changed navigation structure among other things. We are now at a point where we are thinking of scrapping the whole thing and re-coding the site. Before we make the decision I wanted to ask what the main risks and points are that we need to consider. Are there any useful guides to help us make an informed judgment? Also, if we were to re-do the site and also change the domain name what are the implications of this and what needs to be considered. I'd really appreciate some advice as this is a major step for us. Getting citations from different cities for a travelling band
Hi mozzers! i play in a band that is based in Austin, TX but travels to all cities across texas. I've been told i need to have citations in place to help my organic rankings in the cities across Texas that i perform in. 1. What are the best ways to get citations to rank locally in each city for my band? i have a page set up on my website for each city that we perform in. Do i set up accounts on local business directories in each city that i perform in with a link to that city page on my site? I have performers that i hire in each city and can use their address for the local address on each business listing but my business phone number would be the same for all cities. I don't want this to look black hat to google by filling out business listings for many different cities with the same phone humber but my customers are in fact in all these major cities almost more than in my home town. 2. Since i can only fill out a google places page for my home city, what other ways can i get citations to help my organic rankings in all the cities that i perform in? Should I submit my articles to article submition sites myself or have a service submit my articles for me?
It seems that articles I've written about the transmission industry and submitted aren't being noticed by Google. The sites I've submitted them to were free sites, so my question is should I pay to submit them, or pay a service to submit them for me?
