Google Webmaster Guideline Change: Human-Readable list of links

In the revised webmaster guidelines, google says "[...] Provide a sitemap file with links that point to the important pages on your site. Also provide a page with a human-readable list of links to these pages (sometimes called a site index or site map page)." (Source: https://support.google.com/webmasters/answer/35769?hl=en)
I guess what they mean by this is something like this: http://www.ziolko.de/sitemap.html
Still, I wonder why they say that. Just to ensure that every page on a site is linked and consequently findable by humans (and crawlers - but isn't the XML sitemap for those and gives even better information)? Should not a good navigation already lead to every page? What is the benefit of a link-list-page, assuming you have an XML sitemap? For a big site, a link-list is bound to look somewhat cluttered and its usefulness is outclassed by a good navigation, which I assume as a given. Or isn't it?
TL;DR: Can anybody tell me what exactly is the benefit of a human-readable list of all links?

Hi Netkernz_ag,
It is just good practice to have those types of pages available. While I wouldn't say it is an absolute requirement, it should be something you do for your users. The page you pointed to is a general checklist of things to do, and not to do for your users. Creating a Site Index maybe a bit dated, but I still tend to do them as they are fairly easy to create. (example).

Remember that google always seeks to serve the a better user experience.
Technically, the XML sitemap is the one needed for crawlers. And the "human-readable" sitemap is focused on users.
I might be saiyng something obvious, that's the way i've understood it.The benefit of the "human-readable" sitemap shuld be in the part of user experience, Google might see it that way.
As a visitor, I find usefull that kind of sitemap, it gives you a quick overview of the siite and make your way to the final page faster.Hope it helps.

Jobs listing page optimization
I've a client with a jobs page. I've found that a high traffic, low competition keyword phrase 'OH jobs' and wish to optimize appropriately. The trouble is that there is hardly any body text and any number of job entry listing. As the listing which all go to individual job description pages, naturally fit the description (part description) OH Job - would it be good to use this description within the anchor text of the links? If so is there a maximum? I've been trawling around SEOmoz and Google Search and have got more and more bogged down! ta

Too Many On-Page Links
Hi, I did a SEOmoz campaign and got results today, One of the results is Too "Many On-Page Links" when i am drilling down, i see that that's include inside links. for example, i sale food, i have my main department window - inside i have 30 products - each product is linked to a detailed page about the product. so automatically i have 30 links - not including all the others in this page, and i easily get over 100 and even sometimes 200 is this a big issue? does it damages my SEO? Too many links on product pages
Hello, What do you do if there are too many links on product pages? With 18 products per page, there's 2 links per product for 120 links on many pages. There's 50 products in many categories, categories are at most 1 click from the home page. Should we use pagination or not? Thanks

Too many links??
Hi mozzers I have a question that I need some feedback on please, I run 2 websites both e commerce retail sites and both doing well with SEO however, Our strongest site and parent site so to speak links to our sister site. Here is the outline. Site1 parent site is hosted on a unique URL and on a VPS. I have 384 links coming into this site from the other sister site. from various pages Site 2 the sister site, has 68,864 links coming in from site 1 as we have a link in the footer on site 1 to the home page of site 2. So far we have had no adverse affects from the Google zoo releases, however I am concerned that this many links will soon get penalized. Thoughts from anyone please? I am considering removing the footer link, thus removing 68,000 + incoming links. Looking for any advice here please. thanks Ryan

No links or traffic to our articles
Hello, Our articles are written by a professional in the field, taylored to what we think our ecommerce customers would most want to know about. But there is no traffic to our articles and almost no inbound links. We have 15 articles around 500 words (roughly) each. We've got a right sidebar banner about our FAQ and articles and a rotating banner with one slde about our articles. Also, we have a tab at the top.
