Competitors with duplicate sites for backlinks

Hello all,
In the last few months, my company has seen some keywords we historically rank well for fall off the first page, and there are a couple competitors that have appeared that use backlinks from seemingly the same site. For fairness, our site has slow page load speeds that we are working on changing, as well as not being mobile friendly yet. The sites that are ranking are mobile friendly and load fast, but we have heaps of other words still ranking well, and I'm more curious about this methodology.
For example, these two pages:

http://www.glasswhiteboards.com.au/In OSE, glasswhiteboards has the majority of links from whiteboards, and the content between the sites is the same. My page has higher domain authority & page authority, but less backlinks. However, if you take away the backlinks from the duplicate site, they are the same. Isn't this type of content supposed to be flagged? My question is about whether this kind of similar site on different domains is a good idea to build links, as all my research shows that it's poor in the long run, but it seems to be working with these guys.
Another group of sites that has been killing us uses this same method, with multiple sites that look the same that all link to each other to build up backlinks. These sites do have different content. It seems instead of building different categories within their own site, they have purchased multiple domains that act as their categories. Here's just a few:

Yeah the second batch of sites I listed have been around, or at least displacing our pages, since probably July of last year. I'm waiting for them to be penalised and disappear, but they've recently updated their layout with a responsive design and seem to still be going strong.

I would not recommend doing what they are doing. Some of those category sites they have linking around have very high spam scores according to Moz's spam analysis in opensite explorer. Im not sure how long they have been around but I am sure they will probably incur some sort of penalty at some point.
I would focus on increasing technical factors within your site such as the page load speed and making it mobile friendly for the user.

Should I delete older posts on my site that are lower quality?
Hey guys! Thanks in advance for thinking through this with me. You're appreciated! I have 350 pieces of Cornerstone Content that has been a large focus of mine over the last couple years. They're incredibly important to my business. That said, less experienced me did what I thought was best by hiring a freelance writer to create extra content to interlink them and add relevancy to the overall site. Looking back through everything, I am starting to realize that this extra content, which now makes up 1/3 my site, is at about 65%-70% quality AND only gets a total of about 250 visitors per month combined -- for all 384 articles. Rather than spending the next 9 months and investing in a higher quality content creator to revamp them, I am seeing the next best option to remove them. From a pros perspective, do you guys think removing these 384 lower quality articles is my best option and focusing my efforts on a better UX, faster site, and continual upgrading of the 350 pieces of Cornerstone Content? I'm honestly at a point where I am ready to cut my losses, admit my mistakes, and swear to publish nothing but gold moving forward. I'd love to hear how you would approach this situation! Thanks 🙂

Would it be a good idea to duplicate a website?
Hello, here is the situation: let's say we have a website www.company1.com which is 1 of 3 main online stores catering to a specific market. In an attempt to capture a larger market share, we are considering opening a second website, say www.company2.com. Both these websites have a different URL, but offer the same products for sale to the same clientele. With this second website, the theory is instead of operating 1 of 3 stores, we now operate 2 of 4. We see 2 ways of doing this: we launch www.company2.com as a copy of www.company1.com. we launch www.company2.com as a completely different website. The problem I see with either of these approaches is duplicate content. I think the duplicate content issue would be even more or a problem with the first approach where the entire site is mostly a duplicate. With the second approach, I think the duplicate content issue can be worked around by having completely different product pages and overall website structure. Do you think either of these approaches could result in penalties by the search engines? Furthermore, we all know that higher ranking/increased traffic can be achieved though high quality unique content, social media presence, on-going link-building and so on. Now assuming we have a fixed amount of manpower to provide for these tasks; do you think we have better odds of increasing our overall traffic by sharing the manpower on 2 websites, or putting it all behind a single one? Site dropped suddenly. Is it due to htaccess?
I had a new site that was ranking on the first page for 5 keywords. My site was hacked recently and I went through a lot of trouble to restore it. Last night, I discovered that my site was nowhere to be found but when i searched site: mysite.com, it was still ranking which means it was not penalized. I discovered the issue to be a .htaccess and it have been resolved. My question is now that the .htaccess issue is resolved , will my site be restored back to the first page? Is there additional things that i should do? I have notified google by submitting my site

Dentist office website has foreign country backlinks. Scrap it or Move On
Another SEO person who was working my potential dental customer website managed to hookup over 147 backlinks to various bogus weather sites, watch sites, chinese sites etc. The dentist owns the URL which is "dentist" plus his zipcode. Is it worth continuing SEO on this site or should I scrap the URL? I am worried that Google may take action on this site sometime in the future and all the work I will do will be lost. He does have another website, because SEO's keeps trying to sell dentists microsites... This site isn't too bad but he doesn't own the URL but the url is a combination of the two doctors names and isn't easy to remember... and we would have to spend time trying to gain control of the URL. Suggestions?

Article submission, and how to build backlinks for Ecommerce? [HELP]
Hi guys, I have a question, for high quality backlinks apparently you go to these article websites where you submit your site such as Ezine etc etc, however is it just one article you submit to these as it'll look like duplicate content? Also can I have it on my site first? How does it work? Also I run an ecommerce website, how can I build backlinks to each product, theres over 200+ products and 1.6k subcategories. I would like to rank for as many as possible but getting an SEO company to do this would cost to much. Any ideas on how I should go about it?

Weird backlinks
Using SiteExplorer we managed to find a large number of weird polish sites ranking to our site. http://www.opensiteexplorer.org/domains.html?page=6&scope=domain_to_page&site=www.meresverige.dk&sort=domain_authority&target=page Actually most of them does not on purpose link to our site. They seem to be scraping content from wikipedia articles and our link happens to be in the article about Sweden. A typical links looks like this http://www.xn--wiey-katalog-mlc97b.kepno.pl/kalmarunionen.php?title=Sverige Today we took a HUGE drop in rankings and I had some suggestions that these polish links might have something to do with it.
