With regards to link trust are backlinks from .ac.uk (wiki on .ac.uk) count in the same way as .edu backlinks ?

Longtime back Wil Reynolds discuss in one of his presentation that .EDU domains are same as any other normal domains. The reason why they become so important is that most people and reputable website easily link to .EDU or .GOV websites, which make themselves reputable with time.
But, at its core, saying that just because one domain s .EDU it will be respectable automatically, is not true.
So no matter if the URL contain .EDU extension or not, you should look into their link profile and see if the link profile is clean and valuable, you should consider getting a link from them like you would have done for .EDU website.

tldr; Yes educational and governmental links are the same as any other link.
SEO has lot of myth, some came out of truth (because it worked some long ago) and some came out of the conspirational mind of tome people (sometimes triggered just to create engaging content).
My personal experiments, tells that educational and governmental links do not carry more "juice" than any other backlinks.
I found that many people speak about those links as TOO VALUABLE because they are extremely hard to get. Guess what? Any extremely valuable link is also really hard to get.I advise everyone that come across this topic, to focus their efforts in making the site great, not in finding impossible links that "promise" great result.

First up, as per Matt Cutts, google will rank the most relevant results regardless of the domain name and extension. This is how they treat the Domain extension whether TLD or SLD for it's own ranking.
Now, coming to your question, I have no data to back my hypothesis but this URL has what my own hypothesis is all about. You should focus on getting the right backlinks that are relevant for your own website in terms of getting target traffic and conversion. Essentially, instead of focusing on domain name extension , focus on the right domain that would bring you results.

Value of a .edu or .gov link?
I am looking to hire a company to start a backlink campaign for me. In my search I have stumbled across one which essentially charges a good amount of money to secure backlinks on .edu and .gov sites ($500 per link). This would be in context links. This company is an SEOMOZ recommended company so I am thinking the links will be well earned and not simple paid for to the university as to prevent future issues. My question is, how can I put a value on these links for my website? Like lets says I have a DA of 1 right now, and I get one backlink with DA of 70 PA of 70, how will that effect my DA? How can I quantify how many .edu .gov links I will need before I start to place? I realize I will need some more mixed up there so it does not seem unnatural, but my business has a lot to do with universities and government entities. I am trying to figure out how I can calculate the value of these links to me

Multiple Sites Vs. Single Site
We're a growing law firm looking into expanding into different practices of law. The question we're running into is should we create new sites for our different practice areas or add them to our current site? If we create multiple sites we have to divide our linking building efforts, but if we maintain everything under a single domain will be harder to be considered an "expert" on each section of law and get ranked well in each category? Site content creation
I have a new customer that wants to build a comprehensive website to provide dental health information. However, he's a busy dentist and can't develop all the content himself. He particularly likes what mercola.com (http://articles.mercola.com/sites/current.aspx or http://blogs.mercola.com/sites/vitalvotes/default.aspx) is doing to provide content from other sources. At first I thought this could be a good thing and that we could setup some Google Alerts that would alert us to new content related to specific topic areas and then post excerpts and links to the original source of the content. But now I'm concerned that we'll get penalized for this.
