Backlinks with high DA but PA1

Whenever we get new backlinks, its always on a PA 1 page, does this pass a lot of link juice as long as the DA is high?
I know the PA can go up by promoting the page, but i rather promote my own website than one page linking to my site. Any thoughts on this?

Remember that PA1 means that the page was not crawled by moz or it doesnt have anything of linkbuilding seen by moz.The question about passing linkjuice, is tricky. Every link passes linkjuice (some more, some less). You should focus in whether the link is ok to be there. The first check you must do is analyze for some spam flags in that page, or if it is a relevant&related topic with your site.
That "PA ca go up by promoting the page" is not right. Moz's gives a number in their metrics in a 90% based on the backlink profile of that page/domain. (speking about PA, DA).

I have a ton of old backlinks for products that I no longer carry but I have redirected them to other pages within the site. I was told by an SEO expert that these links are hurting me rather than helping because people click on the links and then leave. Backlink lag time or not indexed?
I've looked through a few questions relating to backlinks not showing up in Open Site Explorer and I've got the same problem. I want to understand whether my backlinks aren't showing in SEOmoz due to a lag time (some say 5 - 8weeks) or because google hasn't indexed them.

How to Check if a Sites Backlink Profile is Penguin Friendly?
Post penguin I am of course very wary about which sites I proactively solicit links from. Here is the scenario. Let's say for example I found a blog relevant to my business sector, had good domain authority/moz rank and noticed that they accepted guest posts. Sounds great? Well on the surface it sounds like it would be worth reaching out to the blog owner - but what if that blog had been involved in some really shady link building practices in the past and the reality is that I could end up damaging my own site by association. Can anyone share any useful resources such as articles or tools that will help to understand how to qualify if a sites backlink profile is shady and should be avoided as a link prospect?

Backlinks... If you can beat them & join them?!
I have a competitor who has swooped in on most of the key search terms in my niche, solely through artificial backlinking. There is a direct and obvious correlation between this link building and rise in the serps. I know the mantra around here is creating good content and gaining real links, which I am doing. But I am waiting to unleash this content during a site relaunch which is months away. I don't want to sit around and do nothing while this site makes money and builds their list. I have money to spend and want to go head to head with this site. Would it make sense for me to go and copy all of the links this competitor has built? At least 90% of them are profiles, article subs and blog comments. Also, what do you think would be the best way to tackle this? Any guidance as always is appreciated.
