Using the £ sign in meta title

Is it a bad idea to include a £sign in my meta title? It currently has a price incentive in it. Does Google not like this from organic traffic titles/ meta descriptions?

I don't think Google penalises it. We can see # sign in many meta titles to promote they are number 1 in their sector. Like they add "#1 software for xxxxx". Even I tried it and I don't see any negative impact. I guess sings might be ignored but don't cause any drop.

The norm is something like Primary Keyword - Secondary Keyword | Brand Name
I am however unsure on the rules regarding currency characters in Meta titles and nothing has come up after a quick search.
If you are based in the UK and only targeting UK search then I would imagine the £ symbol will work fine for most but sometimes foreign/geo related characters don't show correctly in some browsers. The best thing you can do is to try it out and measure the changes in your SERPs for the main terms surrounding this monetary offer. You may see a boost in your CTR if your offer is compelling enough, even if you see a drop in the SERPS by a place or two.
So, Test and Measure is my advice,

Duplicate Title and Content. How to fix?
So this is the biggest error I have. But I don't know how to fix it. I get that I have to make it so that the duplicats redirect to the source, but I don't know how to do that. But I have over 1000+ like that. How would I go about fixing that? Getting rid of the "&s=8d631e0ac09b7a462164132b60433f98"? I have godaddy as my domain and web hoster. Could they be able to fix it?

Title Length Question?
So we have a lot of UGC on our site and so the title of pages is often created by the user and this has created about 400 pages with over 70 characters and I was just wondering what people think. I know typically keeping them short and sweet is the best thing, but what about when it's the user doing it? Should I go ahead and cut off the titles at 70 characters or keep them? I don't see it hurting traffic so I'm basically just looking for opinions right now.

Should I be using use rel=author in this case?
We have a large blog, which it appears one of our regional blogs (managed separately) is simply scraping content off of our blog and adding it to theirs. Would adding rel=author (for all of our guest bloggers) help eliminate google seeing the regional blog content as scraped or duplicate? Is rel=author the best solution here?

Pdf page titles and descriptions errors
In my weekly crawl report I suddenly have a huge number of title not found and missing page descriptions errors for all of my pdf files. The pdfs do have a page title (defined in the file/properties tab) However these page titles are not being picked up by the crawler or google. Any ideas how do I fix this? ( I am using the Adrobat 9 Distiller)

Duplicate META Description
Two of my urls point to the same site. For example: 123.com and OneTwoThree.com. Because the pages have two separate url's and the same content, my Google Webmaster Tools account is showing this as Duplicate Meta Descriptions. Is there a way around this?

Meta refresh = 0 seconds
For a number of reasons I'm confined to having to do a client side redirect for html pages. Am I right in thinking that Google treats zero seconds roughly the same as proper 301 redirects? Anyone have experience with zero second meta refresh redirects, good or bad?
