Can a .ly domain rank in the United States?

Hello members. I have a question that I am seeking to confirm whether or not I am on the right track. I am interested in purchasing a .ly domain which is the ccTLD for Libya. The purpose of the .ly domain would be for branding purposes however at the same time I do not want to kill the websites ability to rank in Google.com (United States searches) because of this domain.
Google does not consider .ly to be one of those generic ccTLDs like. io, .cc, .co, etc. that can rank and Bitly has also moved away from the .ly extension to a .com extension. Back in 2011 when there was unrest in Lybia, a few well known sites that utilized the .ly extension had their domains confiscated such as Letter.ly, Advers.ly and I think Bitly may have been on that list too however with the unrest behind us it is possible to purchase a .ly so being able to obtain one is not an issue.
From what I can tell, I should be able to specify in Google Search Console that the website utilizing the .ly extension is a US based website. I can also do this with Google My Business and I will keep the Whois info public so the whois data can been seen as a US based website.
Based on everything I just said do any of you think I will be OK if I were to register and use the .ly domain extension and still be able to rank in Google.com (US Searches). Confirmation would help me sleep better. Thanks in advance everyone and have a great day!!

Thank you for your reply Peter. I have purchased the domain so lets see how it goes. I will respond here with my findings. These are the steps I am taking:

Public Whois info with a United States address (my business address).

Name servers changed to a US DNS.

Setting the location to the US in Search Console.

Setting the location to a US address in Google My Business.

Use of a web server in the United States (my business address).
According to the registrar that I purchased the domain from roughly 29% of their entire domain client base is in the United States. According to the .ly registrar, US citizens are able to purchase any .ly domain with the exception of 3 character or less .ly's.

Can a .ly domain rank on Google.com? Sure. Here are many that do:

Do they have a ranking disadvantage? That's a lot tougher question. It's definitely in a gray area. Thanks to Bit.ly and some others, there is some precedent for these domains to be treated as generic, if other signals suggest they are not Libyan domains (geo-location, language, etc.), but there's always more risk for a new site and a chance you'll need to spend more to get the same results.
The political situation is much more worrisome, though, because none of us can predict that. If there's a history of .ly domains being confiscated and if that confiscation was considered legal (even in the short-term), then there's no guarantee that won't happen again. That's a risk we can't calculate in SEO terms. The fact that even Bitly eventually went to bitly.com doesn't bode well.
My gut feeling is that (1) there are no magic domain names, and you're going to have to advertise/market/promote any new domain, and (2) given the geo-political situation there is more than average risk (vs., say, a .co domain or one of the new TLDs). There's a lot I don't know about your situation, but I think your hesitation is warranted.

Hi there, The scenario is this: We have been working on a rebrand and have changed the company name So, we want to redirect www.old-name.com to www.new-name.com However, the parent company is retaining the old brand name for corporate purposes So, in an ideal world, we'd be able to keep www.old-name.com active - but clearly that would sacrifice all of the authority built up over the years, so we do have to redirect the main www. subdomain in it's entirity. However - one suggested solution is to redirect www.old-domain.com to www.new-domain.com... but then create a new corporate subdomain: for example, business.old-domain.com business.old-domain.com will not be competing with the new site on any service/product related terms; it will only need to appear in SERPs for the company name I'd appreciate some thoughts on this, as I've not done this before or found any examples of anyone that has. Why is wrong domain being indexed?
We have 2 domains: revolve.com and fwrd.com (unrelated to each other, but hosted on the same server). If you do a site search for revolve.com but enter a designer brand that is only carried on FWRD (not on Revolve), the domain "revolve.com" pops up in the SERP, which is redirected to FWRD.com. Ex. https://www.google.com/webhp?sourceid=chrome-instant&ion=1&espv=2&ie=UTF-8#q=site%3Awww.revolve.com isabel marant Why is Google indexing the revolve.com pages, which don't actually exist? Thanks.

Low Domain Authority & Ranking
My Domain Authority has tumbled in the last six months from 28 to 21. Search traffic has dropped from about 4,500 per month to 3,000 per month with most of the drop being in the more competitive terms. Lead generation is off by about 70%. This is after spending $12,000 on "optimization" with a MOZ recommended SEO firm and spending another $17,000 implementing their suggestions. My real estate brokerage firm has completed some press worthy deals in the last month. If I can get these deals mentioned in a reputable newspaper like The New York Times (or other real estate publications like NY Observer, Real Estate Weekly) will this help domain authority? If my domain authority is this low, how difficult is it to move it higher? Before reaching out to these publications, should I create a blog post about these transactions on my website? Any suggestions as to how I can improve domain authority? My URL is www.nyc-officespace-leader.com. I should add that my SEO firm had about 30 toxic links removed and filed a disavow for about another 80 links. MOZ is only showing about 25 domains linking to our site. Discrepancy in keyword ranking from webmasters and actual ranking.
I have been tracking ranks of some keywords important to my business since the last 2 months. Recently I have observed that, for one of my keywords, google webmasters is giving the avg position as 8 but when i search in google it comes in the 6th page. I know that webmasters tools gives the average position but i do not think there will be such big difference in the ranks. Please help.Thanks.

28 Root Domains linking to the site
179 Total Links. In the last six months domain authority, page authority, domains linking to the site have declined. We have focused on removing duplicate content and low quality links which may have had a negative impact on the above metrics. Our ranking has dropped greatly in the last two months. Could it be due to the above metrics? These numbers seem pretty bad. How can I reverse without engaging in any black hat behavior that could work against me in the future? Ideas?

Will multiple domains for the same local business hurt its rankings?
If I have a mold removal client who has domain1.com, which is several years old, and he creates a new domain2.com with the same info (reworded), but changes over the citations to domain2 will it 1. lower domain1.com's rankings? 2. make ranking either site harder since there are now 2 sites for the same thing? 3. reduce the ability for either site to gain a higher domain authority since links can now go to either

SEO value in baclklink from blog.domain VS domain
Will a back-link from "domain.com/abc" and "blog.domain.com/abc" have same value from an SEO perspective? Assume same article written on both sites.

I have been told the bots look at the domain value and the only links from blogs that have less value are in case of comments. As long as the "blog.domain/abc" page includes a full article and not a blog comment then it counts fully for SEO. Is this correct?0 -
The ranking power of exact match domains
I've read previous Q&A where people have been a bit dismissive of the ranking significance of exact match domains but my experience recently using the keyword competiveness tool is that exact match domains seem to outrank other sites regardless of domain or page authority or other on-site/on-page optimisation. I'm interested in other people's opinions and experiences.
