Homepage has canonical tag pointing to innerpage

Hi,
I'm stuck! This e-commerce site which I'm currently working on has an unusual problem.
So the homepage has a canonical tag pointing to one of its category pages.
Is this okay SEO-wise? Based on what I understand, the homepage is the most important page in a site. And if there is a mirror duplication, it would be better to canonicalise the inner page to the homepage rather than in reverse.
Looking forward to getting some answers.

I would remove the canonical tag to the inner page. This was obviously a mistake. The home page is the most important page. Is that inner page a duplicate of the home page? I would think not.

I came across an article mentioning this as a strategy for getting product pages (which are tough to get links for) some link equity. Category Page Outranks Homepage
I have an online party store and when I search for broad industry terms: (party supplies & party decorations) I notice that one of my category pages outranks the homepage. The homepage's Page Authority is better and more external links pointing to the homepage. Is there s technical SEO problem? Why would a category page outrank the homepage?

Https://www.mywebsite.com/blog/tag/wolf/ setting tag pages as blog corner stone article?
We do not have enough content rich page to target all of our keywords. Because of that My SEO guy wants to set some corner stone blog articles in order to rank them for certain key words on Google. He is asking me to use the following rule in our article writing(We have blog on our website):

For example in our articles when we use keyword "wolf", link them to the blog page:
https://www.mywebsite.com/blog/tag/wolf/
It seems like a good idea because in the tag page there are lots of material with the Keyword "wolf" . But the problem is when I search for keyword "wolf" for example on the Google, some other blog pages are ranked higher than this tag page. But he tells me in long run it is a better strategy. Should you use a canonical tag on translated content in a multi-language country?
A customer of ours has a website in Belgium. There two main languages in Belgium: Dutch and French.

At first there was only a Dutch version with a .be extension. Right now they are implementing the French Belgium version on the URL website.be/fr. All of the content and comments will be translated. Also the URL’s will change from Dutch to French, so you've got two URL’s with the same content but in another language. Question: Should you use a canonical tag on translated content in a multi-language country? I think Google will understand this is just for the usability for a Multilanguage country. How canonical url harm our website???
Even though my website has no similar/copied content, i used rel=canonical for all my website pages. Is Google or yahoo make any harm to my SERP's?? EX: http://www.seomoz.org is my site, in that i used canonical as rel="<a class="attribute-value">canonical</a>" href="http://www.seomoz.org" to my home page like that similar to all pages, i created rel=canonical. Is search engine harm my website???
