Similar content, targeting different states

I have read many answers regarding not having duplicated pages target different states (cities). Here is the problem. We have same content that will serve different pages in some provinces in Canada that we can't change allot intentionally. We don't want these pages compete within the same province. What would be the best approach not to get penalized and keep SERP? Initially we though about hreflang, but we can't really do it on the provice/state attributes.

Thanks for the details. So, if you have at least one physical store in each of the provinces, the best bet would be to create a landing page for each of these stores, and put content on it that uniquely serves that region, including but not limited to:
-
Name, Address, Phone,

Thorough driving directions
-
Photos
-
Reviews from customers for that store
-
Links to your local listings social profiles for that store

Content highlighting unique factors about that store (regional inventory, events, specials, tips for the region, etc.)
By creating these landing pages with each of your stores as the focus, and by ensuring that most of the content on them is unique, you should not have any concerns about duplication.
However, if there are regions you are targeting where you lack a physical store, that's a different scenario. If that's the scenario, what are your goals for those location-less regions, and what would be the reason for serving them different content for one region than you would for another?

Content Cannibalism Question with example
Hi, Since I love writing and I write a lot I always find myself worried about ruining for my self with Content Cannibalism. Yesterday, while looking to learn about diamonds I encountered a highly ranked website that has two pages ranking high on the first page simultaneously (4th and 5th) - I never noticed it before with Google. The term I googled was "vvs diamonds" and the two pages were: http://bit.ly/1N51HpQ and http://bit.ly/1JefWYS Two questions: 1. Does that happen often with Google (presenting two lines from the same site on first page)? 2. Would it be better practice for the writer to combine them? - creating a one more powerful page... Scraped content ranking above the original source content in Google.
I need insights on how “scraped” content (exact copy-pasted version) rank above the original content in Google. 4 original, in-depth articles published by my client (an online publisher) are republished by another company (which happens to be briefly mentioned in all four of those articles). We reckon the articles were re-published at least a day or two after the original articles were published (exact gap is not known). We find that all four of the “copied” articles rank at the top of Google search results whereas the original content i.e. my client website does not show up in the even in the top 50 or 60 results. We have looked at numerous factors such as Domain authority, Page authority, in-bound links to both the original source as well as the URLs of the copied pages, social metrics etc. All of the metrics, as shown by tools like Moz, are better for the source website than for the re-publisher. We have also compared results in different geographies to see if any geographical bias was affecting results, reason being our client’s website is hosted in the UK and the ‘re-publisher’ is from another country--- but we found the same results. We are also not aware of any manual actions taken against our client website (at least based on messages on Search Console). Any other factors that can explain this serious anomaly--- which seems to be a disincentive for somebody creating highly relevant original content. We recognize that our client has the option to submit a ‘Scraper Content’ form to Google--- but we are less keen to go down that route and more keen to understand why this problem could arise in the first place. Please suggest.

Google indexing only 1 page out of 2 similar pages made for different cities
We have created two category pages, in which we are showing products which could be delivered in separate cities. Both pages are related to cake delivery in that city. But out of these two category pages only 1 got indexed in google and other has not. Its been around 1 month but still only Bangalore category page got indexed. We have submitted sitemap and google is not giving any crawl error. Can anyone please let me know what could be the possible issue with this?

Content Aggregation Site: How much content per aggregated piece is too much?
Let's say I set up a section of my website that aggregated content from major news outlets and bloggers around a certain topic. For each piece of aggregated content, is there a bad, fair, and good range of word count that should be stipulated? I'm asking this because I've been mulling it over—both SEO (duplicate content) issues and copyright issues—to determine what is considered best practice. Any ideas about what is considered best practice in this situation? Also, are there any other issues to consider that I didn't mention?

Duplicate Content Pages - A Few Queries..
I am working through the latest Moz Crawl Report and focusing on the 'high priority' issues of Duplicate Page Content. There are some strange instances being flagged and so wondered whether anyone has any knowledge as to why this may be happening... Here is an example; This page; http://www.bolsovercruiseclub.com/destinations/cruise-breaks-&-british-isles/bruges/ ...is apparently duplicated with these pages; http://www.bolsovercruiseclub.com/guides/excursions http://www.bolsovercruiseclub.com/guides/cruises-from-the-uk http://www.bolsovercruiseclub.com/cruise-deals/norwegian-star-europe-cruise-deals Not sure why...? Also, pages that are on our 'Cruise Reviews' section such as this page; http://www.bolsovercruiseclub.com/cruise-reviews/p&o-cruises/adonia/cruising/931 ...are being flagged as duplicated content with a page like this; http://www.bolsovercruiseclub.com/destinations/cruise-breaks-&-british-isles/bilbao/ Is this a 'thin content' issue i.e. 2 pages have 'thin content' and are therefore duplicated? If so, the 'destinations' page can (and will be) rewritten with more content (and images) but the 'cruise reviews' are written by customers and so we are unable to do anything there... Need help with duplicate content. Same content; different locations.
We have 2 sites that will have duplicate content (e.g., one company that sells the same products under two different brand names for legal reasons). The two companies are in different geographical areas, but the client will put the same content on each page because they're the same product. What is the best way to handle this? Thanks a lot.

Duplicate Content | eBay
My client is generating templates for his eBay template based on content he has on his eCommerce platform. I'm 100% sure this will cause duplicate content issues. My question is this.. and I'm not sure where eBay policy stands with this but adding the canonical tag to the template.. will this work if it's coming from a different page i.e. eBay? Update: I'm not finding any information regarding this on the eBay policy's: http://ocs.ebay.com/ws/eBayISAPI.dll?CustomerSupport&action=0&searchstring=canonical So it does look like I can have rel="canonical" tag in custom eBay templates but I'm concern this can be considered: "cheating" since rel="canonical is actually a 301 but as this says: http://googlewebmastercentral.blogspot.com/2009/12/handling-legitimate-cross-domain.html it's legitimately duplicate content. The question is now: should I add it or not? UPDATE seems eBay templates are embedded in a iframe but the snap shot on google actually shows the template. This makes me wonder how they are handling iframes now. looking at http://www.webmaster-toolkit.com/search-engine-simulator.shtml does shows the content inside the iframe. Interesting. Anyone else have feedback?
