A lot of blogs use wordpress or blogspot, are these blogs still useful for SEO in terms of linkbuilding, or should they be avoided?

I am very new to linkbuilding and SEO as a whole, so please forgive my ignorance.
Reaching out to bloggers is a common tactic, but I've found a lot of people tend to blog with the assistance of wordpress or blogspot. I was wondering whether these blogs are still useful for SEO or if it is best to avoid them?

Besides de question whether Wordpress or Blogstpot is useful, analyze every site as equal: Check its backlinkprofle, where visits come from, content quality and frequency posting and any other SEO metric you know.
Remember Google will like the links coming from good quality sites, without thinking too much about the platform where its published.There are some folks out there saying that using free platforms (wordpress, blogspot, drupal, blog.com or any other) have less "power" or "SEO Juice" assigned by Google. I have not read any good case study that proves that.

Hi, I am new to SEO and I am planning to hire someone in Fiverr regularly to submit different guest posts on the different related topic on the website with a good domain authority (>60) as a result to have some quality inbound links. SEO for a Product Domain
Hello there, I wanted to thank you all in advance, you have been very helpful with your insights so far. One of our clients is starting a new domain for a specific product he has. The client is providing his products in canada/usa. (For exemple, let's stay "nike.com"(company) just launched "jordan.com"(line of product) and wanted to rank "jordan.com" higher. I was thinking about starting with citations for the new domain/product. The thing is, since its a product, it feels wierd to do citations as usual and start a GMB account. In your opinion, what is the best way to start SEO with a product specific domain? Is citation or GMB still a good idea?

SEO Question
If you Google - "San Diego DUI Lawyer" (a competitive term), this guys site comes up: sandiegoduiattorneys.weebly.com/san-diego-dui-lawyer.html Run his site in Opensite Explorer and you won't believe the results. This guy somehow has as much domain authority as Facebook, and maybe more than Moz. How is this possible? How is he getting all those links from random Weebly sites? I'm not saying I want to copy him, but I think it's highly problematic that somehow that site has been rigged to get all that link juice. Any feedback would be appreciated.

Article submissions for link building- what sites do you still use?
Hey Everyone, Long-time SEO'er first time poster here. I've been doing SEO for around 5 years but since starting my company The Search Ninjas last year I've been so bogged down with client work that I feel like I'm starting to fall behind on what's still effective from a link building perspective since all of my clients are local businesses and since we've been focusing so much attention on Google Places. My question is- are there any general article sites that you still use for SEO since the Panda update last year (that you firmly believe still offer "juice"), or do you mainly focus on niche sites and guest-blogging? I'm looking for ideas regarding how to find content submission opportunities for clients for link building purposes. I'm familiar with Ontolo and the Whitespark Link Prospecting Tool in terms of ways to find opportunities (and of course cherrypicking competitors' links using OSE and SEOSpyglass), any other recommendations? What are the first linkbuilding actions I should take?
I am building a couple of brand new websites for myself and a client. I'm operating on a fairly limited budget ~$1000.00 for 3 sites. All 3 are in the life sciences and chemistry field. If you were me what are the first sites you try to get links from? Or should I just hire a link building service like Paul and Angela's?
