Does duplicate content penalize the whole site or just the pages affected?

I am trying to assess the impact of duplicate content on our e-commerce site and I need to know if the duplicate content is affecting only the pages that contain the dupe content or does it affect the whole site?
In Google that is. But of course. Lol

A bit of background: we are running an e-commerce site - so I'm dealing with various forms of dupe content:
- Descriptions that are copy pasted from manufacturers - e.g, replicas elsewhere - we are addressing this by writing our own content.
- Dupe content between pages due to the products only change in colour or size - I am going to make these configurable products, so group them into one page.
- URL params - this is a nightmare! Basically faceted navigation that is causing the same page to show very near similar content under different URL's.
Anyway, slowly fixing these - just seems like Google is painfully slow to respond to our work on improving things. Hence the question...

In theory, the penalty can be either site-wide or page specific. The majority of the time I've site-wide penalties.
A good way to check is to run your analytics data using the Panguin Tool - which will tell you if traffic drops have coincided with major algorithmic updates.
Similarly, the Chartelligence Chrome Extension allows you to measure traffic for your landing pages in Analytics. Log into analytics, look at the landing page you wish to test and then activate the extension. It will show you algorithm updates on your timeline, so any drop that coincides with an update may suggest that the particular page in question has been penalised.

Mixing up languages on the same page + possible duplicate content
I have a site in English hosted under .com with English info, and then different versions of the site under subdirectories (/de/, /es/, etc.) Due to budget constraints we have only managed to translate the most important info of our product pages for the local domains. We feel however that displaying (on a clearly identified tab) the detailed product info in English may be of use for many users that can actually understand English, and may help us get more conversions to have that info. The problem is that this detailed product info is already used on the equivalent English page as well. This basically means 2 things: We are mixing languages on pages We have around 50% of duplicate content of these pages What do you think that the SEO implications of this are? By the way, proper Meta Titles and Meta Descriptions as well as implementation of href lang tag are in place.

How do I use public content without being penalized for duplication?
The NHTSA produces a list of all recalls for automobiles. In their "terms of use" it states that the information can be copied. I want to add that to our site, so there is an up-to-date list for our audience to see. However, I'm just copying and pasting. I'm allowed to according to NHTSA, but google will probably flag it right? Is there a way to do this without being penalized? Thanks, Ruben

Blog Duplicate Content
Hi, I have a blog, and like most blogs I have various search options (subject matter, author, archive, etc) which produce the same content via different URLs. Should I implement the rel-canonical tag AND the meta robots tag (noindex, follow) on every page of duplicate blog content, or simply choose one or the other? What's best practice? Thanks Mozzers! My site penalized after 301 Redirect or redesign?
Hi, I have a question regarding my site (http://www.pokeronlineitalia.com) that has, all of a sudden, lost rankings on several keywords; plus, Google Analytics and the plug-in Clicky installed on my site (the site is built on WordPress) claim that my site has no visitors/visits anymore. I would like to provide a little background of what has happened. Three weeks ago I asked my web hosting company to do a 301 redirect from http://pokeronlineitalia.com to http://www.pokeronlineitalia.com. At the same time I asked a web hosting company to to a redesign of the site. Strangely, the day after the new redesigned site went online Google Analytics and the Clicky plug-in showed that my site, from one day to the other, had no visitors/visits anymore (I had installed Google Analytics and Clicky before the 301 redirect). In addition, I noticed that I had lost positions on many keywords for which I used to rank on the second page. However, the PR of the site has remained intact and Google is indexing it without problems. Plus, I still rank high for a keyword. I tend to believe that because of this, my site was not penalized by mighty Google...but I'd like an SEO expert to tell me what he thinks about it. In particular, please answer this: has my site lost rankings because of the 301 redirect? Has my site been penalized because of the redesign? Is this only a temporary situation? Duplicate Content on Blog
I have a blog I'm setting up. I would like to have a mini-about block set up on every page that gives very brief information about me and my blog, as well as a few links to the rest of the site and some social sharing options. I worry that this will get flagged as duplicate content because a significant amount of my pages will contain the same information at the top of the page, front and center. Is there anything I can do to address this? Is it as much of a concern as I am making it? Should I work on finding some javascript/ajax method for loading that content into the page dynamically only for normal browser pageviews? Any thoughts or help would be great.

Odd duplicate page notification (I think)...
Hi! In looking at my site's crawl diagnostics, I came across 2 pages that were flagged as duplicate content. I can't quite figure out why. The only difference in the URLS is an uppercase '"B" vs a lowercase "b" following the "~". Here are the URLS: lowercase b example:
