Redirecting thin content city pages to the state page, 404s or 301s?

I have a large number of thin content city-level pages (possibly 20,000+) that I recently removed from a site. Currently, I have it set up to send a 404 header when any of these removed city-level pages are accessed. But I'm not sending the visitor (or search engine) to a site-wide 404 page. Instead, I'm using PHP to redirect the visitor to the corresponding state-level page for that removed city-level page.
Something like:
if (this city page should be removed) {
header("HTTP/1.0 404 Not Found");
header("Location:http://example.com/state-level-page")
exit();
}Is it problematic to send a 404 header and still redirect to a category-level page like this? By doing this, I'm sending any visitors to removed pages to the next most relevant page. Does it make more sense to 301 all the removed city-level pages to the state-level page?
Also, these removed city-level pages collectively have very little to none inbound links from other sites. I suspect that any inbound links to these removed pages are from low quality scraper-type sites anyway.

You should easily be able to find out if Google is indexing them by doing a site:yourdomain.com search on Google. But to answer your question, it sounds like you should probably delete them and let them 404. If Google HAS indexed them you may also need to use the URL Removal Tool in Google Webmaster Tools.

I'm dealing with a similar situation, thousands of low content city pages. There is almost 0 traffic or links to these pages, no human would ever navigate to them - in this case it would be best to just delete them? Do they need a 404? I'm not sure if Google is even indexing them.

Hi Daniel,
when setting up a 404 page you should have it directed to 404 never 200 and make sure there's nothing else occurring on that page for instance redirecting somebody somewhere else.
to answer your question directly I would eliminate the redirect.I hope this is been of help,

So the website I am working for asks for a location before displaying the product pages. There are two cities with multiple warehouses. Based on the users' location, the product pages available in the warehouse serving only in that area are shown. If the user skips location, default warehouse-related product pages are shown. Category Pages For Distributing Authority But Not Creating Duplicate Content
I read this interesting moz guide: http://moz.com/learn/seo/robotstxt, which I think answered my question but I just want to make sure. I take it to mean that if I have category pages with nothing but duplicate content (lists of other pages (h1 title/on-page description and links to same) and that I still want the category pages to distribute their link authority to the individual pages, then I should leave the category pages in the site map and meta noindex them, rather than robots.txt them. Is that correct? Again, don't want the category pages to index or have a duplicate content issue, but do want the category pages to be crawled enough to distribute their link authority to individual pages. Given the scope of the site (thousands of pages and hundreds of categories), I just want to make sure I have that right. Up until my recent efforts on this, some of the category pages have been robot.txt'd out and still in the site map, while others (with different url structure) have been in the sitemap, but not robots.txt'd out. Can a home page penalty cause a drop in rankings for all pages?
All my main keywords have dropped out of the SERPS. Could it be that the home page (the strongest) page has been devalued and therefore 'link juice' that used to spread throughout the site is no longer doing so. Would this cause all other pages to drop? I just can't understand how all my pages have lost rankings. The site is still indexed so there's no problem there.

External links point to 403 page - how to 301 redirect if no file extension?
Hi guys, After moving from an old static .htm site to Wordpress, I 301'd all old .htm urls fine to the new trailing slash foldery style /wordpress-urls/ in htaccess no problem. But Google Webmaster Tools tells me I still have hundreds of external links pointing to a similar version of the old urls (but without the .htm), giving lots of not founds and 403s. Example of the urls linked to that 403 not found: http://www.mydomain.com/filename So I'm wondering how I do a 301 redirect from a non-exisiting url that also has no file extention as above and is not like a folder? This seems like a lot of possible external link juice to lose. Thanks!

Old page redirection method ?
New web site uploaded .but still there are many old site's pages index in Google .I have created 301 redirect for similar page but what about rest of pages?as eg there is a page called www.xxxx.com/testimonial.php but new site don't have a testimonial pages so what i can delete old page and redirect to home page or what please advice me

How many pages to 301 Redirect
Hi Mozzers, My site has 11,200 pages indexed in Google and I'm looking to remove some of the lesser content which should probably have been picked up by Panda. However these pages work out to about 1,100 in total and I'm not sure whether to remove these bit by bit or just do it in one fell swoop? Does Google not like a site's indexed pages fluctuating too quickly? Are there any other considerations I should be aware of? Thanks!

Not sure why Home page is outranked by less optimized internal pages.
We launched our website just three weeks ago, and one of our primary keyword phrases is "e-business consultants". Here's what I don't get. Our home page is the page most optimized around this search phrase. Using SEOmoz On-Page Optimization tool, the home page scores an "A". And yet it doesn't rank in the top 50 on Google Canada, although two other INTERNAL pages - www.ebusinessconsultants.ca/about/consulting-team/ & /www.ebusinessconsultants.ca/about/consulting-approach/ - rank 5 & 6 on Google Canada, even though they only score a grade "C" for on-page optimization for this keyword phrase. I've always understood that the home page is the most powerful page. Why are these others outranking it? I checked the crawl and Google Webmaster, and there is no obvious problem on the home page. Is this because the site is so new? It goes against all previous experience I've had in similar situation. Any guidance/ insight would be highly appreciated!!
