How many different webmasters should I maintain for educational based website for different search engines ??

I am working on an educational website that cater to different geographical region. My query is that how many different webmaster should I maintain. What is general trend. Is Google and Bing enough. Will this process increase by PR/DA ?

Typically you will have your bases covered by using both Google Webmaster Tools and Bing Webmaster Tools. They both report and value things differently, so you should (in my opinion) monitor both of them.
The only other reason I can think of using another webmaster tools suite would be if the geographical regions you are targeting prefer different search engines. If that is the case, then I would suggest using that search engine's webmaster tools as well.
You will not increase your PR or DA by simply signing up for these tools. You could potentially increase your rankings if you use these webmaster tools to fix errors that are reported, which could possibly increase your rankings (depending on how many errors you have... I have heard that Bing is more concerned with errors than Google).

Does Google still have a standard search result? How can I get it?

Will Search Engines implement timestamps?
We continuously receive comments on our partners' websites which are obviously spam from a third world country trying to build backlinks that some SEO firm outsourced. Out of curiosity, and what I've added to my prayers at night is for the search engines to apply an algorithm update to discredit comments posted under a certain time frame to help identify spam, and these garbage practices. Do you think something like this would happen? My most important thought is...how can we compete with companies that are doing these practices trying to get that quick buck? Look, we want to play the game with the highest ethics and morals and not "cheat" the system because we know a "work around". Thoughts...

Hreview marked snippets are displayed in a new way in search results!
Getting our reviews to show in the serps is starting to become a crusade 😞 After 6 months of submitting our Hreview marked up content, Google responded with that we had a hidden div within the marked up content, to rectify and then resubmit, which we did. 4 months on, we haven't heard anything, and still no sign of our reviews showing up in the search results until today I noticed we now have a review link in the search results (or see attached see image). It's not quite what I was after, so is this Google experimenting? Have we marked something up wrong? Or do we just have to be more patient, so our listing is presented the same as everyone else, such as Qype, Touch, Yelp etc? Seems to be a very painful process! Anyone know how to get into Google Advisor search?
Looking for information on how to get into Google Advisor (https://www.google.com/advisor/home). Google is rolling out their own meta search engines in select categories right now - finance and hotels to start - but i cant find any documentation, help or data on how to get yourself in that feed/search. Anyone have experience in with this yet?
