Using hreflang on multiple domains when one has been penalized

Hi,
I have two sites. One is a new .co.uk site which contains duplicate information to a .ie site.
Currently, if I do a search for the company name in Google.co.uk it returns the .ie site. The .co.uk site needs some localisation done and some links (really is brand new).
I was going to place hreflang tags as follows on both sites:-
The order would flip for the .co.uk site from the above order.
However, just to make things interesting, the .ie site was hit by Penguin and it hasn't recovered yet (and won't recover for another few months while I fix the issues).
So the question is, what should I do? Do I go ahead an let Google know for sure that these sites are linked despite one of them having been penalized? Or do I let Google think that there is a .co.uk site with duplicate content to another .ie site?

I have conformation directly from Google's John Mueller that this is not a problem and the penalty will NOT pass between domains with hreflang.

What Service Page Strategy Should We Use to Target City-Specific Local Intent Service Keywords?
Hey guys! We are targeting a number of cities in the Nassau and Suffolk County areas for foundation repair, insulation, and mold remediation keywords, and we were debating on creating city-specific pages for each location and service, or creating one service page for each type of service that contains all of the services and solutions within that service category for each city. Example: City-Specific Pages for Each Service: One page for say foundation repair, one page for foundation crack repair, one page for foundation problems, etc. (for each target city) Service Category Pages for Each City: One page for foundation contractors that lists all services on one page in sections. Which one do you think is better for local SEO and rankings? Both seem to have their advantages and disadvantages to me. Just to throw a couple out there, the category pages may not rank as high as the city pages for each individual service if our competitors have a whole page designed for that service and we only have a part of a page covering the topic. At the same time, they would save labor hours, technical issues would be less, and they would be condensed, and we would have WAY less mess on the backend. hello there, I have a 12 years old domain with 35pa and similar domain authority pointed to my hosting which I will call domain A. in December 2020 I will lose the control domain A, as the person controlling the domain died and trying to find a solution but is not possible as it's far more complicated than I anticipated, the domain might be retained by someone else and not me. so I purchased a new domain I will call Domain B. my plan is to serve the info hosted from both domains but B as a principal, I think I can do a 301 in domain A but i wish still be visible in the URL until last minute. but i want to start to pass as soon as possible all the link juice. my problems is how can i serve the content from both domains without creating a 301 but and still be able passing juice link from A to B? is this possible? and from google getting all the indexation for Domain B. bot not for A

Weather providers in search results - any idea how to become one?
Hi, as google are displaying more and more weather forecasts within results, we'd like to explore whether there's a possibility of exposing our api to google to allow them to use us as one of the providers for the data. At the moment it appears they use weather.com, weather underground and maybe also accuweather (although I've not seen them mentioned for a while on there), but I'm not sure if this is some sort of commercial agreement, or whether it's simply that google have been given access to the api's from those providers in return for the link in the weather panel in the search results. Does anyone have any information about this sort of thing (I assume weather isn't unique in this respect), or know of any way to contact google and find out at all please? Thanks

Correct setup: One business, one website, two bricks and mortar locations
Hi all, we have a furniture business with two physical stores and one website, which has the ability to sell online but we hardly sell anything but we're just about to start Google PLA on a few products, let's say our website is at: nicefurniture.co.uk We have nicefurniture.co.uk/first-location and nicefurniture.co.uk/second-location set up with all the store info, a Google Map, contact info, etc. This is linked to from the footer on all pages. Issue 1: I have been told conflicting things about how to best set up our Google My Business page. One person says set the URL for both to our homepage, nicefurniture.co.uk and the other says point each GMB listing to the store location pages OR we should buy www.furniture-first-location.co.uk as our URL and point the GMB listing to that. To me, that doesn't make sense as we'd be spreading our domain equity with a new domain, surely? Issue 2: How do I get each GMB location to show up in Maps, etc when people search for 'furniture location' or even 'sofa location' or 'dining table location'? Would I need to optimize the store pages on our site? Issue 3: Years ago we did set up another URL, let's say nicefurniture-cornwall.co.uk and on it there are about 500 pages, all with links pointing to our main website. Google Search Console for our main website lists this other website as one of our top linking domains. Does that mean if we remove nicefurniture-cornwall.co.uk we'll risk a drop in rankings? Sub domain page or brand new domain
I run a business that provides entertainment services for parties, inc weddings and business functions, but I wanted to take advantage of the visitors that I have and work with other businesses to offer other services for parties, I started with a caterer, and created a catering page on my website. Thinking that my domain authority of 28, which is better than some of the local catering businesses, would be an advantage. I'm just getting going on that so I am only on page 2 in the new niche, 2 days since I launched, but I am creating quality off page content, and watching the results, but I just thought that I would ask the question: Which is better a page on the website of the same wider niche, eg party suppliers, with some DA already built up Or a brand new domain for each partner that I work with, having to build up DA and PA as I go. And having to create on page content for the new niche Or even one new website for party services with new content for each services, starting at no DA or PA One issue seems to be that when I add my sitemap, google does not seem to be indexing the page (and about 20 others, even though I now have a clean robots.txt file) according to webmaster tools, and yet it shows up on page 2 of Google for the keyword. Lots of [keyword]in[city].com domains - what to do?
A client of mine had purchased a lot of domains. They all start with the same keyword following by "in" following by a cities name. The cities are all the cities around their location. They had the pages set up to all look the same with very small differences in content. A bunch of duplicate content. All of them have a DA of 8 and PA of 19. There are 35 of them total. They get roughly 30-60 hits a month each but it's mostly all spam. The idea was for users to type in [keyword] in [city] in Google and these websites show up. A competitor of my clients had done something similar which was working for them. The main website (separate of these) gets ~1500 visits per month of non spam traffic and gets ~10 referrals from these websites. What should be done with these domains? Chalk it off as a bad idea and have them 301 to the main website until they expire? Or can they be changed into something useful? If so, how? Any ideas would be greatly appreciated. Note: I did search for this similar topic but it was hard to search it out and I did not find an answer. Thanks!

Please help me choose which is the better brand name or domain name?
I am helping a friend and getting involved in looking at launching a taxi service in a major city. Now this is for one of the major cities of world. A big part of the branding of the company or service will be the unique and memorable telephone number this company owns. This company is not expected to be anything huge, just a good small local business. However, we are trying to utilise online marketing which I feel have not been utilised by this cector that much.. The telephone number is something as good as 100 1515, but slightly better. These numbers are hard to get hold of and even when there is one available it's often very expensive. So a big part of the company will be getting that number seen everywhere. As it's a regional business, just for that one city, and for taxi services having a good telephone number that people can easily remember is important. However, most people now use smart phones, and people will often search on their phones or ipads for "birmingham taxi" or "birmingham taxi service" and so on. I have the opportunity, as an example to either go with "getbirminghamtaxi.co.uk" or "getabirminghamtaxi". So the choice is between "Get Birmingham Taxi" or Get a Birmingham Taxi" - the difference being putting the "a" in the middle like a sentence. I also thought of exact match domain "birmingham taxi" or birminghamtaxi.co.uk but the owner wants between £3,000-£12,000 (so between $5,000-$20,000) for it. I feel with a domain purchased for just £3 ($5) I would be able to test the market, and if I found it was successful, we could then consider acquiring a more expensive EMD. I feel that services like private taxi hire firms are small tiny regional businesses, and they don't really do much on search and SEO. I feel if our one did, it would stand out, and I do think quite a few people search online for taxi's, and I know I do. I am also aware that there are now app's like Halo but there is room for a small business to thrive doing a lot online and offline marketing with a great number. This is not for Birmingham. I have just made that up. So I would welcome people's feedback in terms of which domain name would be best, with or without the "a"? If you have an alternative suggestion I would welcome that. Also if anyone has any other comments or feedback about this market, doing business, marketing, or any knowledge that you have that you would like to share with us - then that would be appreciated.
