Approach for an established site looking to serve different content to regions in a single country/lang

Hi guys,
I have an established site that currently serves the same content to all regions - west and east - in a single country with the same language.
We are now looking to vary the content across west and east regions - not dramatically, but the products offered will be slightly different.
From what i gather, modifying the url is best for countries, so feels like overkill for regions within the same country. I'm also unlikely to have very unique content, outside of the varied products, so I'm mindful of duplicate/similar content, but I know I can use canonical tags to address.
I have a fairly modern CMS that can target content based on region, but mindful of upsetting Google re; showing different content to what the bot might encounter, assuming this is still a thing.
So, three questions from an SEO perspective -

Do i need to really focus on changing my url structure, especially as I'm already established in a competitive market, or will I do more harm than good? Is the region in the URL a strong signal?

If I should make some changes to the url and/or metadata, what are the best bang for buck changes you would make?

How does Google Local fit into this? Is it a separate process via webmaster tools, or does it align to the above changes?

This is a fairly straightforward process:

Changing your url structure is unlikely to do you much good, especially if you are already established in your industry. You could try it out and see if rankings improve, but chances are it will be a lot of fruitless time and effort for not much (if any) gain. Region can be a strong signal for brick and mortar businesses from a local perspective (at the city/locality level) but it is unlikely to matter if you are serving full regions of an entire country. Google would likely interpret this as irrelevancy in areas that are not centered on a location you choose.

The url represents a "hard" ranking factor (as in, it is a technical SEO ranking factor), but probably isn't what you should be focusing on here. Meta data and tags are "soft" ranking factors (as in, they affect customer UX and can affect positive ranking signals from Google based on user metrics), so you might put some time into these if you feel they could use some work. For example, if you are targeting the Western region, you might specify this in meta tags so potential customers in the Western region will be more likely to click through, while Eastern customers might not. This will help with potential Bounce Rate, thereby indirectly helping your ranking potential.

Google Local is normally reserved for businesses operating in a given geographic area - for example, a business operating solely in a single city. Improving your Local profile for local customers is a good idea, but given the scope of your project, it is not likely going to be advantageous for you to divert too much of your time or resources to it.
Overall, region in the url is still a ranking factor, but this is trending towards becoming less important as time progresses, especially as "exact match" ranking declines. As I stated above, making alterations and testing the effects will let you know which direction to move for sure, but it carries risk with it. I would focus on maintaining quality (non-duplicate) content in 2 regions set from the same domain - new technical changes will make this more profitable for you in the long run than attempting to make exact matches in your url's or altering your site structure.

Hreflang - different navigation for all countries
Hi all! Currently we are implementing the href lang tag. I'm not really sure how to solve this: We sell our products in the Netherlands and Belgium. For the Netherlands we have 1 category page for pebbles (stones) which contain both rounded and non-rounded pebbles. In the Netherlands there is not really a difference between them (people search for pebbles and that's it). The URL: https://www.website.com/nl/pebbles. In Belgium there is a difference (people specifically search for rounded/non-rounded pebbles). Therefore, in Belgium we have 2 pages (we don't have an overall page): https://www.website.com/be/pebbles-rounded.

Hreflang for multple countries but single language
I'm working on a site that has implemented hreflang. The site is all in English but has slight differences and breaks down to separate domains, so example.co.uk example.eu example.com the hreflang implementation targets specific countries per domain. This was tested using http://flang.dejanseo.com.au but Webmaster Tools has thrown up errors. For example, **URLs for your site and alternative URLs in 'en_GB' that do not have return tags. **But every page refers back.Any ideas what's going wrong?

Duplicate content on job sites
Hi, I have a question regarding job boards. Many job advertisers will upload the same job description to multiple websites e.g. monster, gumtree, etc. This would therefore be viewed as duplicate content. 301 Multiple Sites to Main Site
Over the past couple years I had 3 sites that sold basically the same products and content. I later realized this had no value to my customers or Google so I 301 redirected Site 2 and Site 3 to my main site (Site 1). Of course this pushed a lot of page rank over to Site 1 and the site has been ranking great. About a week ago I moved my main site to a new eCommerce platform which required me to 301 redirect all the url's to the new platform url's which I did for all the main site links (Site 1). During this time I decided it was probably better off if I DID NOT 301 redirect all the links from the other 2 sites as well. I just didn't see the need as I figured Google realized at this point those sites were gone and I started fearing Google would get me for Page Rank munipulation for 301 redirecting 2 whole sites to my main site. Now I am getting over 1,000 404 crawl errors in GWT as Google can no longer find the URL's for Site 2 and Site 3. Plus my rankings have dropped substantially over the past week, part of which I know is from switching platforms. Question, did I make a mistake not 301 redirecting the url's from the old sites (Site 2 and Site 3) to my new ecommerce url's at Site 1?

Sites Copying my Content Ranking Higher
A number of sites are copying - either 100% word for word, paragraphs, or sentences of my content and are ranking higher. Some sites are doing this with permission/properly and are linking back to my article Others are not linking back or giving credit. A site I am working with has multiple duplicate content issues.
A reasonably large ecommerce site I am working with has multiple duplicate content issues. On 4 or 5 keyword domains related to site content the owners simply duplicated the home page with category links pushing visitors to the category pages of the main site. There was no canonical URL instruction, so have set preferred url via webmaster tools but now need to code this into the website itself. For a reasonably large ecommerce site, how would you approach that particular nest of troubles. That's even before we get to grips with the on page duplication and wrong keywords!

Adding more content to an old site
We have a site which was de-moted from PR4 to PR3 with the latest Google update. We have not done any SEO for a long time for the site and the content is the same with over 100 page.
